1 MOLDOVA: Organizational Management Program Summary: As a new National Society, Moldova Red Cross is building up its management capacity and seeks professional management support. In 2004, will assist Moldova Red Cross in the development of its management structure through the provision of organizational management expertise. A consultant will be placed in the society and work in the position of Chief Executive Officer. This person will support the President of Moldova Red Cross in putting in place improved management systems and procedures, including planning processes, fund-raising, data and communication systems, financial and human resource management (together with volunteer management and development of volunteer opportunities for youth). The consultant will also facilitate team building within the headquarters. In addition, two key branches will strengthen their material infrastructure for management and program implementation. 2 Project objective Moldova Red Cross has adequate management capacity. Fully functional management and strong staff team Accountable leadership Degree of assignment of functional responsibilities to the Society s senior management More timely data availability NS is committed to change Result 1 Moldova Red Cross establishes and implements effective management structure, systems and procedures Reviews of current structure and procedures conducted Adoption of new approaches, practices and procedures Clear procedures are used regularly Accurate data and filing systems are in place A clearly defined purpose of the role that volunteers have within MRC NS accepts expertise in organizational management Result 2 Moldova Red Cross has a stable, well-trained, motivated management team and efficient support staff Number of staff with appropriate technical and managerial skills Staff turnover within one year Staff evolves to reflect new challenges Result 3 Moldova Red Cross has a better material infrastructure for management and program implementation at key branches Number of computers, telecommunication equipment and basic furniture supplied and installed The supplied equipment is efficiently used by the MRC staff and volunteers

4 Activities Resources Sources Preconditions Result 1 Carry out an assessment of the current needs and capacities of MRC to establish what priorities and type of systems and procedures should be introduced in order to ensure that MRC uses full potential of new skills, tools and technologies. Recruit management consultant Review current management systems and procedures (e.g. data, finance and human resource management) Develop a mid-term capacity building plan to improve management at HQ and branch level Adopt and use new systems and procedures Expertise National societies, local expertise It is possible to recruit a consultant with a required profile Result 2 Provide support to the MRC leadership and management in the day-to-day management of Travel, venue, accommodation, expertise, training materials National societies, local expertise Willingness of NS for an open dialogue
5 the NS Conduct and organise training for the staff at HQ and key branches (teamwork, organisational culture, planning processes, management, fundraising, volunteering, PR and media, etc) Result 3 Select two MRC branches involved in the current youth, health and disaster management activities Strengthen the selected branches with computer hardware, telecommunication equipment and basic office furniture Train the staff of the selected branches in the use of equipment Expertise, equipment, National societies, local expertise
