Ms. Eleanor Goins Arkansas Department of Environmental Quality Water Division Permits Branch 5301 Northshore Drive North Little Rock, AR March, 2014 RE: Screen Basket for Charleston, AR Pump Station Dear Ms. Goins: With this letter I am submitting sketches for a screen basket for the Charleston, AR wastewater pump station. The purpose of providing this information is that the Charleston Wastewater utility would like to prevent a permit modification in the future, yet they would like to get pricing for fabricating and installing the screen before proceeding. I understand that the discharge permit for Charleston is in the process of renewal, and they would like for you to take a look at this proposal to install the basket in the collection system at a pump station, while not affecting the discharge permit. They would like for the permit renewal to proceed, and be able to install the screen basket at a later date, if it is economically feasible, and not have to request a discharge permit modification. Could you give us a determination as to whether or not installing the screen basket in the pump station will affect their discharge permit enough that if they install the basket in the future, it will not create the need for a permit modification? The basket is to prevent debris from entering the pump intakes and clogging the pumps. Currently, rags and other debris are entering the pump station and are requiring the maintenance crews to remove the pumps to clear the debris. The basket dimensions, opening sizes, bar sizes, and velocity considerations are based upon the guidelines presented in Chapter 60, Section 61.1 of the Recommended Standards for Wastewater Facilities, 2004 Edition; Great Lakes-Upper Mississippi River Board of State and Provincial Public Health and Environmental Managers (AKA "10 States' Standards"). 4 Installing the basket should not affect tbe treatment system performance since the basket is being installed upstream of the pumps in a pump station within the collection system. Also, the current situation is that the pumps themselves are stopping the debris from entering the lagoons. The function of the screen basket is to protect the pumps and to make it easier for the operator to remove the debris from thc collection system. Installing the screen basket should have little effect upon the wastewater quality entering the lagoons since a significant portion of the debris is currently being stopped by the pumps. We are also recommending that the debris removed from the barlscreen basket should be placed in a drum located on a secondary containment pallet for dewatering, The liquid will collect in the sump of the pallet and be drained into the pump station wet well. The operator is proposing that a hole be core drilled into the concrete top ofthe lift station and a corresponding hole drillcd in the bottom of the pallet's sump so that the liquid will flow into the wet well without having to be manually drained. We have prepared simple rough sketches for our clients the operator and utility manager in an attempt to minimize costs and to allow them to simply fabricate and install the screen basket without the costs of full enginecring and drafting. Thanks for understanding our desire to minimize costs and for accepting thc roughness of the sketches. Please take a look at this proposal and allow the permit renewal to proceed without causing a modification later if this screen is fabricated and installed in the collection system.
