3 Introduction The National Library Services to Schools Transformation (Transformation) is a strategic and organisational redesign of the Department of Internal Affairs services to schools as delivered through the National Library. The changes are designed to leverage areas of unique National Library expertise and value, taking advantage of current education sector opportunities and providing for sustainable service provision. The National Library Services to Schools Transformation Project Services Strategy (Services Strategy) provides the foundation for the four-year of change. The Services Strategy document was signed off by the Executive Leadership Team on 11 November 2014 and explains the Transformation s strategic objectives, and the new service model. The Service Design Scope including High Level Service Implementation Plan (this document) provides the next level of service detail. It outlines current and future services, grouping them according to the service model. It also proposes a high-level implementation process for realising them. This document is also cognisant of events occurring since the Service Strategy s release. These events include extensive customer feedback; a growing clarity regarding the conditions necessary for the Transformation s success; the potential impact of organisational design; and the incorporation of a specific service design model. 1 Page 3
4 Services to Schools vision Young people have access to effective and connected library services and library learning environments that support their development as readers and digitally literate learners Services to Schools purpose Leading the system-wide improvement of library services for young people The strategic priorities: Reading engagement Digital literacy Modern Library Learning Environments As illustrated below in Figure 1 these strategic priorities overlap, supporting each other to support young people. The priorities reflect current thinking and evidence related to the evolving role of libraries, the need for multiple literacies, and the importance of reading engagement. They also focus on the areas in which the National Library is uniquely positioned to provide services and make impact. Figure 1: Strategic Priorities Page 4
5 The integrated service model The integrated service model provides the means to progress the three strategic priorities. It is based on four connected elements, each relating to a particular (but not exclusive) audience, and which support the strategic priorities. Figure 2 illustrates the integrated service model: Figure 2: Integrated Service Model Service groupings Within each element sit a number of specific (but complementary) service offers. These have been grouped as follows: Lending services Online resources Capability building System support These groupings provide a practical basis for service development and implementation over the next three years. Figure 3 (next page) illustrates the service groups and their relationship to the integrated service model elements and audiences: Page 5

7 Approach to service development Services have been conceptualised at a high level but will be further developed through a service design process which utilises both customer and expert perspectives. The process will be implemented as appropriate within the context of specific services and the constraints and opportunities of the Services Strategy as a whole. Figure 4 describes the service design process. 8 Lending services The Lending services provide physical resources (books) for use by New Zealand students. These services particularly reflect and strengthen the Reading engagement and Modern library learning environment strategic priorities. The range of lending services reflects a range of education sector contexts and student needs. They are: Universal whole school loans: For primary and secondary schools in deciles 4 to 10. Differentiated whole school loans: For primary and secondary schools who have no broadband connection and/or are in deciles 1 to 3 and/or have a roll of less than 100 students. Author title loans: Access for all schools to specific titles in the National Library catalogue. Home educator loans: For students educated at home. Secondary loans: Access for secondary schools to specific titles in the National Library catalogue. Programme-specific loans: For schools in unique circumstances (e.g. Reading Together 2 schools, schools where their library has burnt down, etc.) Figure 6 illustrates the current and future state of lending services, acknowledging the role of the service design process and the impact this may have on final service features. 10 Online resources The online resources 3 are made up of quality, curated content and guides for content use. They are freely available to New Zealand students, teachers and librarians. Online content particularly reflects and strengthens the Digital literacy strategic priority. The online resources are: Repositories of professional content: Existing content will be reframed and new content created to support the three strategic priorities (Digital literacy online, Reading engagement online, and School libraries online) Curriculum online is a new integrated approach to the framing of existing curated content. It includes the following resources: Primary sources galleries Galleries of curated Primary Sources images from the National Library collection. These have been categorised into themes and area accompanied by teaching ideas and prompts. High interest topics Sets of high quality web links on themes and topics for which there is demonstrated demand. AnyQuestions / ManyAnswers AnyQuestions and ManyAnswers make up a free online library reference service for New Zealand school students. It aims to help teach students the skills they need to find answers for themselves. The service operates as a partnership between Services to Schools, public libraries, and the Ministry of Education. EPIC EPIC is managed by the National Library and funded for schools by the Ministry of Education. EPIC provides access to thousands of electronic resources covering all curriculum learning areas, from primary to secondary level. Included are magazines, newspapers, encyclopaedia, images and much more. Digital New Zealand Digital NZ is a search aggregator across National Library and around 200 other institutions digital collections. Use Digital NZ to uncover over 25 million New Zealand items from videos, audio to photographs and cartoons. Teachers and librarians can curate themed sets of Digital NZ items for use with students. Tools, guides and exemplars A range of approaches to using digital content in a classroom within a digital literacy framework. It aims to take educators beyond their immediate information need and provides avenues for the development of teachers and librarians as curators and creators of information and knowledge. All online resources will be discoverable via the Network for Learning portal Pond 4. Figure 7 (next page) illustrates the current and future state of online resources, acknowledging the role of the service design process and the impact this may have on final service features. 3 Please note this section relates to online content only. 12 Capability building Capability building services are about increasing confidence, skill and knowledge in students, educators and their communities. These services are equally relevant to all three strategic priorities. The capability building services are: Online professional development: Self-paced and facilitated online professional development courses for educators. Services to Schools learning events: Learning events planned and run by Services to Schools. Contributions to other events: Learning events planned and run by other organisations within which Services to Schools contributes as appropriate. Targeted innovation s: A limited number of individually negotiated library and learning-related projects in identified school communities and contexts. The National development centre: A site of collaboration and expertise. AnyQuestions targeted demonstrations: For teachers and students within identified schools. Figure 8 illustrates the current and future state of capability building services, acknowledging the role of the service design process and the impact this may have on final service features. 14 System support System support services connect and support educators and school libraries at a national level. They provide frameworks, products and expertise to assist individual libraries and the library, education and literacy sector(s) as a whole. System support services reflect and support all three strategic priorities. We will be looking to explore opportunities to develop system support at a national level around such things as: Online cataloguing support Collection development advice and procurement National strategic school library framework Significant partnerships and events Research Professional learning networks Integrated library management systems Figure 9 illustrates the current and future state of system support services, acknowledging the role of the service design process and the impact this may have on final service features.
