3 Purpose The College of Physicians & Surgeons of Alberta ( the College ) is seeking proposals for a salary and benefits survey of the Edmonton market; surveying like organizations. The College would also like to survey these same organizations for staff reward and recognition initiatives or programs. College of Physicians & Surgeons of Alberta Our Organization The College is responsible for the regulation of the medical profession in Alberta. The main lines of business include: Registering physicians Investigating and resolving physician-related complaints Providing clinical review Accrediting health facilities Guiding professional conduct and ethical behavior Contributing to public policy affecting health care delivery The College currently operates under the authority of the Health Professions Act and applicable regulations and bylaws. Our Vision Albertans are healthier because the College of Physicians & Surgeons of Alberta: ensures that physicians are competent throughout their careers; supports physicians in providing compassionate, caring and ethical services to the people of Alberta; fosters quality health care for all Albertans through innovation, collaboration and cooperation with other key stakeholders; and advocates for public policy that contributes to the health of Albertans. 4 Project Definition Introduction Every three years the College conducts a salary and benefits survey of the Edmonton market to ensure that our salaries are competitive. The College prides itself on being an employer of choice and we target our salaries at the 75 percentile of market for staff and executive positions. The College currently has a 7 Step salary grid structure, where an employee is hired on Step 1 and after successfully passing a probationary period (3 months) would move to Step 2. Employees then move up one step on their grid after a successful annual review. Each employee must stay on Step 6 for two years before moving to Step 7. Salary increases are effective January 1 and an employee must have at least six months at their current step before they are eligible for the January increase. The College has formal and informal reward and recognition programs. Our formal program, Milestone Awards, is where employees are recognized for their service to the College. This program has a private component, where the individual receives a personalized congratulatory letter from the Registrar and a public component, where the individual is recognized at an all employee staff meeting and staff luncheon. One of our informal reward and recognition programs is a program where a staff member identifies an individual who they would like to reward or recognize. The College provides each permanent and long-term contract employee with an annual $50 bank account to use for this purpose. Details of this program are outlined for staff in our Reward and Recognition Program policy. Also, each department has annual budget money to use on reward and recognition efforts as they wish. Each of our current reward and recognition programs has its limitations and based on feedback from prior employee engagement surveys, our current reward and recognition programs do not recognize employees who are at the top of their salary grid. It is also not evident to what degree these programs have on retention and engagement. This year the College would like to gather information on reward and recognition programs that other organizations currently have in place. The College is looking for a reward and recognition program(s) that can be used to: 1. Reward employees 2. Encourage continued retention 3. Increase staff engagement Deliverables Key deliverables of the project are: 1. Survey results are to be released to the College by April 15, Base salary ranges of benchmark positions, detailing the 75th percentile of each position Street, Edmonton, AB T5J 0N3 Page 3

5 3. A compensation recommendation to ensure the College is competitive within the Edmonton market. 4. A group benefit plan recommendation to ensure the College is offering competitive benefits for attraction and retention of staff. 5. Options for reward and recognition initiatives differentiating financial and non-financial programs. Project Sponsor Janice Romanzin-Roy, Human Resource Advisor, College of Physicians & Surgeons of Alberta Proposals Required Proposal Information The following information should be included in your (your firm s) proposal to the College: General Firm Information A description of the firm s size and structure and the general services it provides; and names and contact information for the key personnel who would serve as the primary contacts for the College. Firm Expertise Describe the firm s expertise, qualifications and experience with respect to each aspect of the activities described in the project definition. Firm Resources Describe the expertise, qualifications and experience of each person who would be providing services to the College, including the proposed role of each individual. Please include the biographies of all individuals who would be assigned to work on the project. Describe any project management or administrative support that would be part of the firm s services to the College. If any portion of the project is to be done by subcontractors, please include in the pricing information. Pricing Information The proposals must include a detailed description of the basis for the charging of fees and expenses associated with the project. Conflicts of Interest The proposals must identify any potential conflicts of interest known to the firm that may affect the provision of services to the College. 6 Proposal Process and Timing Schedule November 2, 2015 November 20, 2015 November 23 December 4, 2015 December 8, 2015 January 4, 2016 RFP will be made available to invited firms. All proposals must be submitted to the College by noon of this day. Internal screening of proposals. The College will develop a short list of at least two firms whose references will then be contacted. Selection of the successful firm will be made and negotiation of terms of engagement undertaken. Other short listed firms will be notified. The successful firm will start the project. Proposals will be evaluated against the following criteria: Demonstrated expertise, qualifications and experience to meet the requirements set out in the project definition. Demonstrated understanding of the issues facing the College and the environment in which it operates. Proposal Conditions Contingencies This Request for Proposals (RFP) does not commit the College to award a contract. The College reserves the right to accept or reject any or all proposals or waive irregularities if the College determines it is in the best interest of the College to do so. Acceptance or Rejection of Proposals Proposals shall remain open, valid and subject to acceptance anytime up to three months after the proposal opening date and time. The College realizes that conditions other than lowest cost are important and will award contract(s) based on the proposal(s) that best meet the needs of the College. Modifications The College reserves the right to issue addenda or amendments to this RFP. Proposal Submission To be considered, all proposals must be submitted in the manner set forth in this proposal. 7 Incurred costs This RFP does not commit the College to pay any costs incurred in the preparation of a proposal in response to this request and Proposer agrees that all costs incurred in developing its proposal are the Proposer s responsibility. Negotiations The College may require the firms selected to participate in negotiations, and to submit cost, technical, or other revisions of their proposals as may result from negotiations. Final Authority The final authority to award contracts as a result of this RFP rests solely with the College.
