2 WELCOME Welcome to the 2015 Emerging Leaders Program Indonesia-Australia relations are back on track, and we have a chance to make them stronger than ever before. When the Australia-Indonesia Centre hosted the inaugural Emerging Leaders Program in May/June this year, I was so pleased. Programs like this, which bring together leaders in both countries to share ideas and exchange knowledge, are so important. Now we have the AIC s Second Emerging Leaders Program, this time involving not just senior and mid-career Indonesian diplomats but leading officials from trade-related ministries and agencies in Indonesia. We celebrated the first program. Now we celebrate the fact that an excellent initiative is continuing. The Second Emerging Leaders Program comes at a time when Indonesia-Australia relations are back on track, and we have a chance to make them stronger than ever before. The recent talks between the President of the Republic of Indonesia, President Joko Widodo, and the Australian Prime Minister, the Hon. Malcolm Turnbull, were warm and highly productive. Indonesia and Australia have come a long way in more than 60 years of bilateral relations. While differences and problems could arise from time to time, it is in the best interest of the two countries to have closer and stronger bilateral relations. Indonesia is Australia s 12th largest trading partner, and Australia is Indonesia s largest trading partner south of the archipelago. Indonesians are buying billions of dollars worth of Australian wheat, cattle, cotton, and other Australian-made products every year. Australians are investing tens of billions of dollars in agriculture, infrastructure, mining, banking, healthcare, and many other sectors in Indonesia, while Indonesian businesses are investing close to a billion dollars in agriculture, cattle, property and other sectors in Australia. Australia is home to more than 17,000 Indonesian students while more Australians travel to Indonesia every year. In the same spirit, the Government of Australia has launched The New Colombo Plan to provide a valuable opportunity for Australian youths to study and know more about Asia, including Indonesia. The Australia-Indonesia Centre has been one of the strongest proponents of stronger relations and partnership between the two countries. It is making tremendous contributions in the development of greater mutual understanding and expansion in bilateral relations through investment in research, relationships and partnerships. I commend the AIC for sponsoring and hosting the Second Emerging Leaders Program. I am confident that it will benefit the two countries in terms of the promotion of greater mutual understanding as well as stronger linkages and partnerships. 3 WELCOME In 2014 the Australia-Indonesia Centre recognised an opportunity to offer emerging leaders from Australia and Indonesia the chance to build new networks, knowledge and skills together as they move into senior positions in government and business. The Inaugural Australia-Indonesia Emerging Leaders Program was delivered in May 2015 for 30 senior diplomats from Indonesia s Ministry of Foreign Affairs undertaking their final training course (SESPARLU) in preparation to move into the highest positions in the Ministry The 12-day program to Australia included leadership trainings at four of Australia s top universities, masterclasses with senior Australian diplomats and business leaders and a range of cultural experiences. Following the success of the inaugural program, the 2nd Australia-Indonesia Emerging Leaders Program has been expanded to include the addition of 15 emerging trade leaders from government, state-owned enterprises and the private sector from across Indonesia. The 2nd program will run under the theme of Economic Diplomacy, which has been identified as a key priority for both nations. In the months ahead, I am confident that Australia and Indonesia will cooperate in new ways. We have much to gain by working together. I welcome the Australia-Indonesia Centre s Emerging Leaders Program and the opportunities it provides for Indonesian diplomats, officials and business people to see Australia firsthand and better understand bilateral, regional and multilateral issues. The program also provides an excellent introduction for participants to meet and form networks with Australian counterparts, relationships that we hope can be enduring for years to come. In this 70th year of Indonesia s independence it is timely to reflect on how far we have come together. Australia has been a long-standing and committed partner to Indonesia. We recognise that Indonesia s prosperity, stability and growth is in the interests of both our nations and the broader region. We look forward to ongoing cooperation, especially in the economic sectors, building on our innovation, technology and human resources to build a bright future. Australia s ongoing commitment to the bilateral relationship is illustrated in our intention to open a new Consulate-General in Makassar to strengthen commercial and business links in eastern Indonesia and our continued engagement across a broad range of sectors from economic diplomacy, trade, education, security and much more. Senior visits by Australian and Indonesian Ministers demonstrate the seriousness of both sides. I appreciate supporters of this program, including the University of Sydney, the Australian National University, the University of Melbourne and Monash University which will deliver courses to the participants. Australian Government agencies, business, political and community leaders will also engage with the program and host lively discussions. Once again, I congratulate the Australia-Indonesia Centre for hosting this Second Emerging Leaders Program, and I wish the participants well as they immerse themselves in the politics, intellectual pursuits and culture of Australia. 4 WELCOME We must bring Indonesians and Australians together in new ways... the world turns on the strength of people-to-people relationships 4 EMERGING LEADERS PROGRAM I have said this many times Indonesia is Australia s most important strategic, economic and cultural partner, and it is about time more is done to foster the trust and understanding that will be required to create lasting mutual interests. The world turns on the strength of people-to-people relationships. As Chair of The Australia-Indonesia Centre, I meet many people from different walks of life who have an association or an interest in Australia- Indonesia matters. Some are seeking business deals. Some have family connections. Some Australians care a great deal about the many rich and complex worlds within the world of Indonesia. My greatest sense is that we must bring Indonesians and Australians together in new ways, so that relationships can be on a firmer footing. The AIC has started doing this through research, where we have more than one hundred researchers Indonesians and Australians engaged in collaborative programs in areas like infrastructure, health, agriculture and energy. We have also launched a new fashion alliance, new forums for female leaders, and more high-level briefings and lectures by an impressive array of business, government and academic leaders. The 2015 Emerging Leaders Program has been widely supported because it gives Indonesian leaders an opportunity to engage with some of our best leaders, while most importantly allowing time to also experience Australian culture and down-to-earth hospitality. It is a great privilege to welcome the Emerging Leaders Program delegates to Australia. Our ambition is to host more of these leadership-development and relationship-building programs as we build momentum towards bigger shared outcomes. 5 WELCOME Now that came around quickly. It seems like only last week that we were enjoying the company of the inaugural participants in the Australia- Indonesian Centre s Emerging Leaders Program. I can still see those smiles, the competitive banter at a football match, the singing, the clever questions at university and community events, the wonderful speeches and the camaraderie, and I laugh when I remember the phrase that came to represent the essence of what the delegates achieved - Super bloody bagus!. The first Emerging Leaders Program worked. It felt good. It lightened the heart and it enriched the soul in so many lasting ways. Staff at the Australia-Indonesia Centre embraced the Emerging Leaders Program delegates in May/June this year, and we are looking forward to building friendships again. The foundation elements of the program are first rate: lectures at prestigious universities, a masterclass by former ambassadors, business case studies, networking dinners and cultural events. The Australia-Indonesia Centre sends a big thank you to government, academic and business partners who once again have made the Emerging Leaders Program possible. The AIC is passionate about the importance of the Australia-Indonesia relationship. We want to build friendships that can improve bilateral trust and stand the test of time. At the heart of this process is a simple but powerful tool that has brought people together over centuries. The tool is dialogue. Dialogue is one of life s most treasured opportunities. It brings people together in such a fundamental, enriching way. It can strengthen personal relationships. It can solve problems. Dialogue can remind us of the power of culture, rather than of the culture of power. The Emerging Leaders Program, spread over twelve days in three Australian cities, creates the opportunity for diplomatic, cultural, economic, political and interfaith dialogue. The famous quote of Benjamin Franklin fits very well with the outlook of Indonesia and Australia in this increasingly competitive and globalised world. Geographically, the nations are so close, yet we have so many differences. The obligations for both nations are very clear: not only must we learn and understand each other, we must strive to build joint competitive opportunities and more resilient and sustainable pillars of economic, political and cultural engagement. Otherwise, we shall be hanged separately. For almost 30 years, I have been involved in government-to-government and governmentto-business relations in the areas of diplomacy, trade, finance and investment. Most recently I was Chair of Indonesia s Coordinating Investment Board (BKPM), which works towards creating an attractive investment climate to boost domestic and foreign direct investment. The 2015 Emerging Leaders Program is such an important step on the road to learning about each other. I congratulate the inaugural delegates from Indonesia on their selection, and pass on a big well done to the many organisations engaged in the program. 10 LEADERSHIP TRAINING SERIES Australian National University Leadership and Economic Diplomacy in a Complex Region About the University The ANU was established in 1946 as a research-intensive endowment for the nation. Research and learning about the Asia-Pacific region was specified as one of its four foundation themes. The ANU is a vibrant national institution that continues to have a pre-eminent role in research and teaching about the Asia-Pacific. It is home to the largest community of Indonesia scholars in Australia: more than 50 academics, around 150 research students and hundreds of coursework students. Among them are some 300 Indonesian nationals. Economics, including through the Indonesia Project established 50 years ago, politics and public policy are major areas of focus, with other significant nodes of activity in energy and the environment. Course Overview Indonesia and Australia share a region that is undergoing rapid and sometimes destabilising economic, strategic and political change. This rapid change brings considerable risks and challenges for each nation, as well as opportunities and potential benefits. Some of these are economic, domestically and in terms of international trade liberalisation. Others relate to rising tensions in the region. Several ASEAN members are in dispute with China regarding territories in the South China Sea, and the United States and China are increasingly vying for dominance and seeking support from other nations in the region. In addition to this, terrorism, illegal people movements and transnational crime require cross-national collaboration to combat their spread. The ANU workshop will address these regional issues, drawing on internationally respected scholars on Indonesia and Southeast Asia at the ANU, with emphasis on open discussion of the issues. Professor Rory Medcalf Professor Rory Medcalf is Head of the ANU National Security College. His professional background involves experience across diplomacy, intelligence analysis, think tanks and journalism. Most recently he was the Director of the International Security Program at the Lowy Institute for International Policy. He has also been a senior strategic analyst with the Office of National Assessments and a diplomat in three countries in the Indo-Pacific region. Professor Hal Hill Hal Hill is the H.W. Arndt Professor of Southeast Asian Economies at the Australian National University. His general research interests are the economies of ASEAN; industrialization and foreign investment in East Asia; regional (subnational) development; and the political economy of development. He is the author or editor of 18 books and has written about 150 academic papers and book chapters. 10 EMERGING LEADERS PROGRAM

11 LEADERSHIP TRAINING SERIES The University of Melbourne Leadership and Economic Diplomacy About Asialink Asialink is Australia s leading centre for building Asia capability, public understanding of Asia, and appreciation of Australia s role in the Asian region. Asialink works across five sectors - Arts, Business, Community Health, Education and Diplomacy - to deliver high-level forums, international collaborations, leadership training, education and cultural exchange programs in Australia and Asia. Founded in 1990 with the support of The Myer Foundation and The University of Melbourne, Asialink established a Sydney office in About the University Established in 1853, the University of Melbourne is a public-spirited institution that makes distinctive contributions to society in research, learning, teaching and engagement. It is consistently ranked among the leading universities in the world, with international rankings of world universities placing it as number 1 in Australia and number 34 in the world (Times Higher Education World University Rankings ). The university has 22 discipline-specific faculties and graduate schools, over 47,000 students and 6,500 staff members. The University of Melbourne is Australia s top research university with $850 million annual research expenditure. The University of Melbourne has an alumni community of over 280,000 worldwide and counting. Course Overview Leadership is recognised as being a crucial component in dealing with issues of complexity. Without individuals and teams with the appropriate leadership capacities it is difficult to deliver significant and sustained change. During the Australia Indonesia Emerging Leaders Program, participants will be exposed to an array of insights into leading in a complex world. This workshop will explore the leadership capacity of the individuals involved, and consider how issues of leadership are presented in the field of economic diplomacy. Participants will reflect on their leadership experiences and have the opportunity to apply new thinking in this field through engagement with case studies and interactive presentations. Professor Helen Sullivan Helen Sullivan is Foundation Director of the Melbourne School of Government, University of Melbourne. Her research and teaching focuses on changing state-society relations and modes of governance. She has published widely on public policy, public governance and public service reform. Her latest book (with C. Skelcher and S. Jeffares) is Hybrid Governance in European Cities: Neighbourhood, Migration and Democracy. Professor Peter Gahan Peter Gahan is Professor of Management and Director of the Centre for Workplace Leadership at The University of Melbourne. Between 2001 and 2004 he worked as Director of Workplace Innovation in the Department of Innovation, Industry and Regional Development. He has undertaken commissioned research for both state and commonwealth governments on employment relations, regulatory arrangements to support workplace innovation, and regulatory labour market reforms. 12 LEADERSHIP TRAINING SERIES Monash University Economic Diplomacy and Strategic Leadership About the University Monash University has a global outlook that values inclusiveness, enterprise and excellence. It was established in 1958 and its research excellence and international education expertise spans five Australian campuses, international campuses in Malaysia and South Africa, a learning centre in Italy and two graduate institutes in China and India. Monash has 67,000 students and is a comprehensive university across 10 faculties. In 2015 Monash was ranked 73rd by the Times Higher Education world university rankings which placed it in the top 1% of world universities. It is a member of the Group of Eight (Go8), a group recognised for its research reputation and teaching excellence. Monash Business School is one of the largest Business Schools in the Asia Pacific and has triple accreditation from AMBA, EQUIS and AACSB. It is a global research leader in economics disciplines according to the RePEc rankings. Monash University and its Business School have a long history of engagement with Indonesia and have played an important role supporting Indonesian scholarship. Course Overview Thinking effectively about strategic planning, capabilities development and the importance of resource transfers to economic growth is central to economic diplomacy. The way that state and private sector leaders reason through strategic challenges has a profound impact on the types of productive opportunities that emerge from trade and investment. Central to these socio-economic outcomes are approaches to engagement and risk management. For example, negotiations sometimes become adversarial zero-sum games which negate the benefit of trade and investment. However, long term fruitful collaboration is possible providing certain criteria are prioritised. The day will introduce frameworks for productive engagement. Through case studies we will explore the strategic role of economic diplomacy in stimulating entrepreneurial activity and establishing industry and service clusters. We will also participate in role playing activities that provide participants with the opportunity to apply their new knowledge and make it their own. Professor Edward Buckingham Professor Edward Buckingham is Director of Engagement at Monash Business School. Prior to joining Monash Business School in July 2015, Edward spent two years at Nottingham University s Business School in Ningbo, China. His professional background includes both corporate and academic roles. Edward has been Director of INSEAD s Executive MBA programs (France, Singapore, the UAE and Beijing); Manager, Schlumberger Business Consulting Group (UK, France, Gabon, Pakistan and Russia); and Associate Consultant, Boston Consulting Group (China). After his MBA he was Directeur Général of Airsec SAS (now part of Clariant) a French company that pioneered desiccant packaging for the pharmaceutical industry. Edward s PhD research was on organisational boundaries in Indonesia s Oil Palm sector. Edward s areas of expertise are strategy, entrepreneurship, international business and change management. 12 EMERGING LEADERS PROGRAM

13 LEADERSHIP TRAINING SERIES The University of Sydney Towards the ASEAN Economic Community About the University The University of Sydney is a leading, comprehensive research and teaching University that consistently ranks in the top three research universities in Australia. It pursues a shared commitment to the transformative power of education, and to fostering greater understanding of the world around us. Through critical analysis, thought leadership and active contribution to public debate, the university helps to shape Australia s national and international agenda. The University of Sydney is home to the Sydney Southeast Asia Centre, Australia s premier centre for interdisciplinary work on the region. The Centre has 270 members drawn from 15 of the University s 16 faculties. One hundred and twelve (112) of those members have research or outreach interests in Indonesia, 25 of whom are fluent speakers of Indonesion. Course Overview The course will focus on the opportunities and challenges presented by the ASEAN Economic Community. The workshop will provide assessments of the AEC across three themes that lay at the heart of the AEC. This is particularly important considering that Indonesia, as ASEAN s largest economy, is expected to continue to play a leadership role in the AEC. This workshop is timely as Indonesia will soon be navigating the new opportunities and challenges posed by the AEC. Drawing on expertise within the University, this workshop will explore issues that were highlighted as part of SSEAC s flagship ASEAN Forum The key pillars of the AEC that will be explored include connectivity, mobility and trade. Professor Michele Ford Professor Michele Ford is Director of the Sydney Southeast Asia Centre and an ARC Future Fellow at the University of Sydney. She also sits on the Indonesia Project Advisory Board and the Advisory Board of the Australia Indonesia Youth Association (AIYA), and is the University s representative on the Operations Committee of The Australia- Indonesia Centre. Professor Ford s research interests are in Southeast Asian labour movements, labour migration and trade union aid. Dr Sandra Seno-Alday Dr Seno-Alday has research and teaching interests in international business, risk and performance. For more than 10 years, she was a consultant for medium and large organisations from a broad spectrum of industries, providing strategic international business development and organisation development solutions particularly in Southeast Asia. She is a member of the Society for Risk Analysis, and Secretary of the Australia and New Zealand Chapter of the Society. EMERGING LEADERS PROGRAM

14 PROGRAM HIGHLIGHTS Economic Diplomacy Program Highlights The Hon Julie Bishop MP, Minister for Foreign Affairs Delegates will meet Australia s Foreign Minister to discuss key bilateral issues and learn about the Minister s priorities with Indonesia in Indonesian Ambassador s Reception Dinner This reception with Ambassador Nadjib offers delegates the chance to meet VIP guests from the Indonesian and Australian governments and discuss key issues together. Parliament House Delegates will have the opportunity to attend Question Time in Parliament with Australia s leading government and opposition representatives. Healesville Sanctuary The animals that made Australia famous will welcome delegates during a relaxed cultural day tour of Victoria s scenic Yarra Valley and surrounds. Darling Harbour A tour of the Black Armada exhibition at Australia s National Maritime Museum and Harbour Lunch Cruise offers delegates a chance to experience Sydney highlights. Dinner with Consul General Yayan Mulyana This farewell dinner with the Indonesian Consul General and his team gives delegates the chance to reflect on their Australia experiences and learn more about the Consulate General activities in NSW, South Australia and Queensland. 16 PROGRAM DELEGATES Emerging Leaders Program Delegates EKO JUNOR Eko is Deputy Director of SESPARLU at the Ministry of Foreign Affairs. Previously, he was Spokesperson at the Indonesian Embassy in Australia and Head of the Secretariat of the Vice Minister of Foreign Affairs. ABDULLAH ZULKIFLI Abdullah is Deputy Director at the Directorate of Information and Media Services at the Ministry of Foreign Affairs.
