1 PENNSYLVANIA ASSOCIATION OF ENVIRONMENTAL PROFESSIONALS Board of Directors Meeting Final Meeting Minutes: July 9, 2002 The PAEP Board of Directors Meeting was held via conference call on Tuesday, July 9, Vice- President Fred Brenner called the meeting to order at 4:04 p.m. with the following present: Fred Brenner Bob Hosking Deborah Scherkoske Tony Toth Joe Musil Eric Buncher Jerrold McCormick Purpose The purpose of the meeting was to discuss the following business items: previous Meeting Minutes, Treasury Report, membership, database management, Section Events, Website update, Newsletter, Bylaws revisions, 2003 Annual Meeting, 2002 Membership Directory, PAEP s publicity policy, and upcoming events (election, and Fall retreat). Previous Meeting Minutes The meeting minutes for June 11 th, 2002 were reviewed and approved by the Board. Treasury Report Tony presented the treasury report to the Board. Two payment requests were reviewed and approved by the Board: (1) one for Farrell Associates for $947.97, and (2) one for Genesys Conferencing for $ Checking Account balance as of 06/1/02: $ 19, Inflow as of 06/30/02: $ Outflow as of 06/30/02: $ Checking Account balance as of 06/30/02: $ 19, Tony recommended that PAEP switch from Genesys Conferencing to The Conference Depot for conference call services (i.e. the monthly conference call meetings). With a lower rate of 18 cents/minute, this change will save PAEP $456/year. Jerrold, upon receiving the contact info for The Conference Depot, will make arrangements for service transition. The old PAEP checking account remains open until all outstanding checks have been cashed. Membership - PAEP Welcomes its New Members PAEP welcomes the following six new general members, and one new corporate member: Timothy S. Clippinger, Larry J. Gaudino, Gregory A. Hufnagel, Peter Jason McKeon, Christine M. Schwamberger, Andrea M. Teti, and ASC Group, Inc. Their individual qualifications are summarized in Attachment 1 of these minutes (thank you, Bob).
2 Section Events East: Joint PAEP / SWEP September presentation on Section 106 and the PA History Code Central: Land Use Planning Program under development. West: 7/24 tour of the Braddock Dam. Possible tour of the windmill farm in Somerset County at some future date. Penn State: Nothing to report. NAEP Update (and 501(c)(3) Status) Nothing to report, though the question as to whether PAEP is an official chapter of NAEP was asked by Tony. Joe responded that, yes, PAEP is a formal chapter of NAEP. Tony then requested Joe to provide him a copy of the charter -- documentation Tony needs in his ongoing efforts to revise the PAEP Bylaws. Publicity Web site Update Nothing to report. Newsletter Bob is currently planning to have the newsletter issued by mid-july. It will include (tentatively) sections for job listings, a report on the 2002 Annual Meeting, the 2002 Karl Mason Award, and Bill Zemaitis s farewell letter. Bob is encouraging other PAEP members to assist in the management of the Newsletter since it is just too much for a single person to handle. PAEP Career Center There was discussion regarding the need for PAEP to provide its membership employment information services specific to the environmental job market. Since the success of such a service is so dependent on the employment service contractor PAEP chooses to work with, the Board should develop a plan to ensure PAEP chooses to align with the right employment service contractor. One such employment service contractor recommended by Joe Musil is the National Association of Environmental Professionals in partnership with QuantumCareers. This group offers a web site ( gives environmental professionals tools to successfully market themselves and find the career of their choice, and also gives employers seeking environmental professionals the tools to advertise and recruit
3 those individuals. QuantumCareers is a national career resource and development center dedicated to bringing employers and candidates together. Drexel University Student Chapter Nothing to report. Revisions to the Bylaws Nothing to report; the Bylaws Revisions Committee is currently preparing a draft for the Board to review during a future meeting Annual Conference Ted signed a contract with the Harrisburg Hilton to lock in the conference dates (4/30/03 5/2/02). In the near future Deb Scherkoske will be organizing an information meeting for PAEP members interested in participating on the Annual Meeting Committee Membership directory Bob (courtesy of McTish Kunkel & Associates) are very near completing the cover for the 2002 Membership directory, and expect to have the cover ready to support mailing of the new directories in mid-july. PAEP s Publicity Policy The question is, should outside groups / organizations have access to our PAEP Membership directory? The Board decided that there should be no set policy to address this question; issues of this sort shall be handled on a case-by-case basis. Other Business Fall Retreat Location: Jerrold (PPL) volunteered to host the Fall retreat at PPL s Montour Preserve, which has scenic outdoor pavilions available. Since there were no objections to this proposal, Jerrold will investigate the availability of the proposed venue and inform the rest of the Board members of his findings before the end of July. Resolved Items: - A recommendation (Bob Hosking) has been put forth that the Board resumes the past tradition of approving all applications for PAEP Membership. It was also recommended that the President make a welcome aboard phone call to each new member. This practice has been re-instituted by Bob with no objections from the Board. Also, Ted has commenced making welcome aboard phone calls to new members.
4 - A recommendation (Bob Hosking) has been put forth that all new PAEP Members should be publicly recognized in the PAEP Newsletter. This practice has also been re-instituted by Bob with no objections from the Board. - Upcoming elections and the Fall Retreat. The date for the Fall Retreat has been set for October 18 th, with a proposed location (PPL s Montour Preserve) a strong possibility. The Board agreed that the electoral mechinism needs to be put into motion (i.e. starting with determining eligibility and status of current board members, a call for nominations, ballot preparations, etc ) - The fee for Student memberships. The Board voted to keep the current fee ($10) the same. - Development of a [clearer] corporate membership information form. The Board decided that there this a need for a clearer corporate membership info form (the current form s layout can be confusing), and that this is an action for the President (Ted). Agenda Items for Future Meetings: - A recommendation (Tony Toth) has been put forth that the Board require all PAEP / NAEP members to pay their PAEP dues directly through PAEP -- NOT through NAEP (NOTE: Need to see what NAEP s position is to resolve). - A recommendation that $ petty cash fund for Section Events should be given to Sectional Chairpersons. Fund to be supplemented as necessary pending submission of event report and receipts (NOTE: discussed during July meeting; needs to be an agenda item for the Fall Retreat). - Establishing an environmental employment service for members Action Items Ted Clarify / summarize (for Board and Corporate Members) the benefits associated with corporate sponsorship (include that Corporate Members can only send 1 member to PAEP functions at the General Membership rate). Development of a clearer corporate membership information form separate from the General Membership form.
5 Bob Complete and publish Newsletter. Consider revisions to Corporate Sponsorship opportunity letter. Complete cover for 2002 PAEP Directory Provide a summary for how the Board should go about evaluating applicants for PAEP Membership. Tony File for sales tax exemption Head the Bylaws revisions subcommittee; oversee preparation of revised PAEP Bylaws. Current Bylaws do not formally identify the Student Membership category; include in revision scope. Rich Pugh Add a feature to the site that records the duration of each visitation Joe Follow-up with Drexel (Student Chapter Formation Kit now approved) Provide Tony copy a of the NAEP Charter Through NAEP, investigate what employment agency they utilize to inform members of employment opportunities in the environmental job market. Jerrold Arrange teleconference package with The Conference Depot. Determine availability of PPL Montour Preserve for hosting the Fall Retreat Future Meetings The next meeting will be August 13 th, 2002 (4:00 pm 5:00 pm) via Tele-conference NOTE We will be utilizing a NEW tele-conferencing service instructions will be included in the August 13 th agenda. 6 New General Members: Attachment 1 Timothy S. Clippinger Tim is a new Central Section member. Actually I spoke to Tim at the Bog Turtle Program and learned that he is a former PAEP member who recently decided to become a member again. Welcome Back! Tim holds an AAS and a BS from Paul Smith s College and Johnson State College. His specialities include Natural Stream Channel Design, Wetlands and NEPA Compliance. He has expressed interest in the Newsletter and Program Committees and becoming a member of the PAEP Board. Tim is currently employed at Michael Baker Jr., Inc. Larry J. Gaudino Larry is a new Western Section member. He holds a BA in Chemistry/Biology from St. Vincent College, and has completed 95% of his Masters of Environmental Management from the University of Denver. He specializes in Wastewater Treatment Design and International Environmental Health and Safety. He is certified as an REM, and holds Wastewater Certificates in both Pennsylvania and North Carolina. He is currently employed at AMI DODUCO in Export, Pa. Gregory A. Hufnagel Gregory is a new Eastern Section member. He attended the State University of New York, College of Environmental Science and Forestry in Association with Syracuse University where he studied Natural Resource Investigations. His specialities include Wetland and Plant Ecology, Botany. Greg is also a member of the Society of Wetland Scientists. He has expressed an interest in the Membership Committee. Gregory is currently employed by ENSR International in Langhorn, Pennsylvania. Peter Jason McKeon Peter is a new Eastern Section member who graduated in 1997 with a BS in Environmental Studies from Richard Stockton College. His specialities include wetland delineation, permitting and threatened and endangered species, and he is also a member of the Socirty of Wetland Scientists. He holds OSHA 8 hour and 40 hour certifications, and is employed as a Senior Environmental Scientist at Vollmer Associates, LLP. Christine M. Schwamberger Christine is a new Central Section member. Her academic credentials includes a B.A., M.E.P. and J.D. She is a graduate of Oklahoma City University College of Law, where she studied Land Use Real Estate Law. She is a member of both the Pennsylvania and Arizona State Bar Associations, and the Pennsylvania Planning Association. Christine is currently employed in Camp Hill at Reager & Adler, PC as an Attorney. Andrea M. Teti Andrea is a new Eastern Section member who graduated in 1989 with a BS in Science/Wildlife Biology from Richard Stockton College. Her specialties include endangered species, and she is a recognized certified bog turtle and red-bellied turtle surveyor. She is a contributor to the Pennsylvania Herpetological Atlas, and an NJDEP volunteer. She is also a member of the Society of Women Environmental Professionals.
