6 Minutes of the Transportation Advisory Committee Lubbock Metropolitan Planning Organization January 14, 2014 The meeting of the Transportation Advisory Committee of the Lubbock Metropolitan Planning Organization was held in the 2 nd floor Auditorium, 916 Main Street, at 2:00 p.m. on January 14, Required notices were given to the members of the Committee and the public. The following Transportation Advisory Committee members were present: TAC members: Bill McCay, County Commissioner, Lubbock County Sharmon Owens, Director Traffic Engineering, City of Lubbock Darrell Newsom, City Manager, City of Wolfforth Mark Heinrich, County Commissioner, Lubbock County Travis Watkins, Director of Finance, Citibus Nick Olenik, Director of Public Works, Lubbock County Jerry Brewer, Assistant Chief of Police, City of Lubbock Theresa Drewell, Facilities Management, Texas Tech University Jerry Cash, TxDot, Lubbock, Transportation Engineer Supervisor Visitors/Staff: David Jones, Lubbock MPO Darrell Westmoreland, Lubbock MPO Tammy Walker, Lubbock MPO Call to Order: Bill McCay called the Transportation Advisory Committee to order at 2:05 p.m. The Committee moved to the next item. Mr. McCay acknowledged the quorum of the Transportation Advisory Committee. The Committee moved to the next item. Transportation Advisory Committee January 14, 2014 Page 1
7 Public Comment Opportunity/Acknowledgment of Guests: Mr. McCay asked for any public comment of the Transportation Advisory Committee. No comment was made. No guests were present. The Committee moved to the next item. Approval of the December 3, 2013 minutes of the Transportation Advisory Committee Meeting. Mr. McCay noted that there were no minutes to review, as the December meeting had been cancelled. The Committee moved to the next item. Discuss and take action to advance the FY Transportation Improvement Program (TIP) to public involvement. Mr. Jones stated that Map 21 authorizes public involvement for the TIP. The recommended public involvement process starts February 1, 2014 and ends March 18, The TIP map shows the 4 previously recommended projects and the 4 new projects , 40-61, 40-62, are the new safety projects that the district added, at the direction of Federal Highways to enhance performance standards/measures approved by TxDOT. These projects are already funded and do not affect the budget. Mr. Jones discussed the transit project and financial summary. He noted that the only change here is that the committee now has a recommendation from the Lubbock Transit Advisory Board to advance the program to the public involvement. Mr. Heinrich made the motion to approve the FY Transportation Improvement Program to Public Involvement, Ms. Drewell seconded and it passed unanimously. The Committee moved to the next item. 8 Discuss and take action to amend the 2040 Metropolitan Transportation Plan (MTP) and add the South Loop 289 Ramp Reversal Project, the 5C Marsha Sharp Freeway project, the US 84 and FM 2528 interchange project, two safety projects on US 84, a safety project on IH27, and a safety project on South Loop 289, to the constrained financial plan and amend the map accordingly. Mr. Jones stated the mobility projects were directed to be put into the long range plan by the Transportation Policy Committee. The safety projects were added by the District at the direction of FHWA. Attention was noted regarding all the added projects, as they do not change the Financial Summary and maintain the required fiscal constraint. Mr. Jones recommended approval of Amendment #2 to the 2040 plan and that it be included in the public involvement process for the TIP. Ms. Drewell made a motion to approve, Mr. Olenick seconded the motion. It was approved unanimously. The Committee moved to the next item. Discuss and take action to amend the FY Transportation Improvement Plan (TIP) to increase the budget for the South Slide Road project, correct the limits for the Phase 5B Marsha Sharp Freeway, change the year of expenditure of the North University Enhancement project and amend the map accordingly. Mr. Jones stated there wasn t much else to say about this item more than what was already written in the back up. The Policy Committee previously directed that $1 million of Category 7 money be added to the budget for South Slide Road, that the description for the Phase 5B Martha Sharp Freeway be corrected, and the year of expenditure for the city s enhancement project be changed to FY2016. Collectively, these changes will become Amendment No. 3. Mr. Heinrich made a motion to approve Amendment No. 3 to the FY TIP, Mr. Olenick seconded the motion, and it approved unanimously. 9 Discuss and take action to amend the Lubbock Metropolitan Planning Organization Public Participation Plan (PPP). Mr. Jones opened the discussion stating that this amendment is necessary in order to satisfy the Federal Transit Administration requirement for public involvement for the Program of Projects (POP). The amendment included the POP requirement in the plan. It also includes the new language assistance plan, discrimination complaint protocol and complaint form as required by Map 21. Mr. Jones recommended approval of the Public Participation Plan, which will go forward to Public Involvement (Feb 1 st to March 18, 2014). Mr. Brewer made a motion to approve the Public Participation Plan, Mr. Heinrich seconded the motion, and the item passed unanimously. The Committee moved to the next item. Discuss and take action to accept the 2013 Annual Performance and Expenditure Report (APER). Mr. Jones presented the document and discussed the budget summary. Mr. Jones recommended approval of the APER. Mr. Heinrich made a motion to approve, Mr. Newsom seconded and the item passed unanimously. Reports: City of Lubbock: Sharmon Owens: North Slide Road is now open. It has 4 lanes with a raised median. TxDOT and the City of Lubbock are currently working on a Speed Study. 34 th and Avenue Q intersection,is open and the signal timing has changed. A communications upgrade is in process using flashing yellow lights to signal a left turn movement at major intersections. Transportation Advisory Committee January 14, 2014 Page 4
10 Work on Milwaukee and 114 th will be complete this week or next. Spur 327 at Milwaukee, beams are set and it is open for traffic. North Slide Road is open for traffic. Finishing up minor details on Phase 5B Martha Sharp Freeway. Phase 5C plans are done, bridge detail work is slow. Frankford and US84 is way behind schedule. City of Wollforth: Mr. Newsom discussed the bond election for the school district. It will bring in $85 million and will affect the traffic. Frienship is growing very fast. Lubbock Police Department: Mr. Brewer stated for last year there were 8,026 accidents, 8 fatalities, 832 DWI arrests. 46% of those were alcohol related. And regarding the tickets that were written, 3,100 were speed issues. Citibus: Mr. Watkins discussed the triennial review. Director: Mr. Jones discussed the new leadership at TxDOT. Phil Wilson will be leaving, Commissioner Jeff Mosely will head the search committee looking for a replacement. TxDOT has disbanded the regional administration and moved all regional personnel to the division level. Joe Clark is being replaced by Tammy Marlow. Mr. Jones discussed the Texas Transportation forum he attended in San Antonio. Transportation Advisory Committee January 14, 2014 Page 5
11 Mr. Jones discussed the Move Texas Forward committee. Their job is to implement a marketing strategy for the November bond election. Mr. Jones discussed the status of the National Freight Policy and network. Mr. Jones introduced Tammy Walker, and reported on Tera Davis. 12 AGENDA ITEM 5: Consider and take action to approve the sub-consultant planning projects for FY DISCUSSION: The Policy Committee has approved the FY 15 operating budget and established a tentative allocation of PL 112 funding to be programmed by the TAC for planning activities in support of the 2014/2015 UPWP. As has been the case for the last several years, there is no extra money available for additional planning studies outside the on-going activities we have funded for many years. Again this year, I am recommending that the TAC consider continuing the three on-going planning activities that we have funded in the past. Those being the maintenance of eligibility activities for Citibus, the GIS data base maintenance program by the City s GIS department, and the congestion management plan monitoring activities by the city s Traffic Engineering Department. The staff s recommendation is to maintain last years funding level at $53,700 for both Citibus and the City GIS Department and $7,000 for Lubbock s Traffic Engineering Department to assist with the Congestion Management Plan. I have included the three sub-consultant s proposals in your back-up for your review and discussion at the meeting. ACTION REQUIRED: Approve the scope of services for consultant contracts. STAFF RECOMMENDATION: Recommends approval.
13 Traffic Engineering Exhibit A Scope of Services The following items shall be included in the scope of services to be rendered by Consultant pursuant to this Agreement, hereinafter referred to as Project. It is understood and agreed that unless this Agreement is extended by Parties, mutually and in writing, no activity or compensation therefore shall be made after September 30, 2015, and that the Project shall be completed in full before said date except as otherwise provided for in this Scope of Services. The stated purpose of this project is to update the Lubbock MPO s Congestion Management System Plan in accordance with SAFETEA-LU requirements as necessary. This project will result in data collection that will be used to update the LMPO Congestion Management System Plan. The City will compile and report the Level of Service information contained in the Congestion Management Plan. The City will provide the LMPO assistance in identifying crash locations within the Metropolitan Area Boundary. The information will include producing a map showing the number, location, and type of crash. All subtasks set out in this Scope of Services shall be complete on or before September 30, 2015 unless extended by the Technical Advisory Committee and approved in the following year s Unified Planning Work Program. This task and all associated sub-tasks are annual ongoing elements. Construction and/or performance progress shall be reported monthly to the Technical Advisory Committee by the Project Manager. Consultant will be responsible for any and all research, investigation, and data recovery necessary to perform the described services. Consultant will be responsible for any and all data interpretation, compilation and entry necessary to complete this project. Consultant will be responsible for any survey necessary to perform the data collection, all coordination among the stakeholders, and any mobilization necessary to implement the services to be provided. Collected data will be used by the Lubbock Metropolitan Planning Organization (LMPO) to update the Travel Demand Model, Metropolitan Transportation Plan, Transportation Improvement Program, and the Congestion Management Plan as required by law and policies of the various stakeholders.
14 Geographic Information Systems Exhibit A Scope of Services The following items shall be included in the scope of services to be rendered by Consultant pursuant to this Agreement, hereinafter referred to as Project. It is understood and agreed that unless this Agreement is extended by Parties, mutually and in writing, no activity or compensation therefore shall be made after September 30, 2015, and that the Project shall be completed in full before said date except as otherwise provided for in this Scope of Services. The stated purpose of this project is to enhance the ongoing update of the City of Lubbock Land Use Data Files in order to be able to provide more accurate data input to the Texas Department of Transportation s (TxDOT s) Travel Demand Model for forecasting future traffic volumes within the Transportation Analysis Zones (TAZ). This project will result in spatial and tabular datasets, including geographic and demographic information for areas inside the Metropolitan Area Boundary (MAB) and the Transportation Analysis Zones (TAZ). Products include: Spatial and tabular data, including political and census boundaries, TAZ and Serial Zone and other special areas as needed. Geocoded street centerline information for areas within the Transportation Analysis Zones (TAZ). The centerline segments will be maintained by 100 blocks to facilitate traffic modeling. Flood plain data within the approved TAZ to the extent that such data is available from FEMA and other sources. Demographic data, as it becomes available from the Census Bureau and other sources. Bus routes and stops, bus shelters, major traffic generators and other transit improvements to facilitate Title VI compliancy when requested by the MPO and with the cooperation of Citibus. Detailed parcel mapping and database information processed from Lubbock Central Appraisal records, plats, building permits, and other sources for the area within the Lubbock city limits. Services include daily database maintenance and record maintenance to ensure accurate and comprehensive data in the City s land use database. More general land use information may be collected for areas outside the city limits but within the Metropolitan Area Boundary (MAB) and Transportation Analysis Zones (TAZs) from available sources as needed. City will manage the Travel Demand Update data by Traffic Analysis Zones and will be able to produce studies including but not limited to: Revising statistical data by TAZ from multiple sources, including identifying special generators
15 Reviewing the demographic chapter of the Lubbock Metropolitan Plan Providing demographic information as requested by the LMPO Maintaining current geographic and political boundaries, including TAZ, for the Census Bureau. Other activities as requested by the MPO. City will also assist the MPO in updating the Travel Demand Model through GIS assistance, including map production. City will also assist in map production for Title VI and Environmental Justice requirements. City will also provide information about buildings, structures and sites for Section 106 review of projects in the MPO area, using the existing resources of the City of Lubbock Historic Site Survey and the Lubbock County Historical Survey ( ). This does not, however, obligate the City to undertake additional historical research for MPO projects nor to act as a cultural resources consultant on projects in the MPO area. City will include the LMPO on its enterprise license agreement with Esri, and make available all software and extensions that are included within that agreement to the LMPO. At the conclusion of this Scope of Services, City will be able to produce a land use analysis, demographic characteristic analysis, and limited environmental analysis for areas within the Metropolitan Area Boundary (MAB) and the Transportation Analysis Zones (TAZ). The information available to the MPO may be collected from other sources and agencies (including Lubbock Central Appraisal District and Lubbock Emergency Communication District) in addition to being created by the GIS and Data Services Department. All subtasks set out in this Scope of Services shall be complete on or before September 30, 2015 unless extended by the Technical Advisory Committee and approved in the following year s Unified Planning Work Program. This task and all associated sub-tasks are annual ongoing elements. Construction and/or performance progress shall be reported monthly to the Technical Advisory Committee by the Project Manager. Consultant will be responsible for any and all research, investigation, and data recovery necessary to perform the described services. 17 TRANSIT Exhibit A Scope of Services The following items shall be included in the scope of services to be rendered by Consultant pursuant to this Agreement, hereinafter referred to as Project. It is understood and agreed that unless this Agreement is extended by Parties, mutually and in writing, no activity or compensation therefore shall be made after September 30, 2015, and that the Project shall be completed in full before said date except as otherwise provided for in Article 4, Contract Amendments. The stated purpose of this project is to produce new reports based on the collection of new data or update existing reports to satisfy maintenance of eligibility standards as required by federal agencies. Named reports include but are not limited to the following: Technical Study Report (annually); National Transit Database reporting and related data collection and analysis (monthly/annually); Grant application preparation (as required); Federal Financial Status reports (monthly); Federal Milestone Status Reports (quarterly); DBE program preparation and reports (annually); Safety and Security Plan update (annually); Contingent upon funding and staff availability, this year s projects could also include the following requisite documents to support Citibus planning and compliance efforts: Comprehensive Fixed Route System Analysis fixed route study would assist staff in analyzing the effectiveness of the existing route system and potential changes that would optimize available equipment and personnel resources; would also assist in determining alternatives that could be implemented if future funding shortages occurred. Funding would derive from TxDOT Section 5304 discretionary planning funds. Passenger Marketing Survey survey would seek passenger feedback on topics such as trip purpose, travel times, methods of payment, the cost of fares/passes, and utilization of Citibus services, as well as age, race, income, home language, and educational level. This information would be used for route planning and consideration of service changes, as requested by Title VI program. Project would be completed with available staff resources. Regional Coordination Plan this plan, which incorporates annual revisions, updated statistics, and approved deliverables as prepared by Citibus staff, will be updated with the participation and input of the South Plains Regional Coordination Group. Funding is derived from TxDOT Section 5304 planning funds. ADA Paratransit Plan Citibus staff intends on developing a formal ADA Paratransit Plan that would incorporate a description of demand response procedures and processes, fare structures, passenger certification process and general service information. Project would be completed with available staff resources.
