1 TPC Agenda Item 6A Mailout - 10/16/15 RESOLUTIONS FOR APPROVAL OF AMENDMENTS TO THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND 2040 REGIONAL TRANSPORTATION PLAN (RTP) OCTOBER AMENDMENTS Amendment Summary Three (3) amendments to the Transportation Improvement Program (TIP) and to the 2040 Regional Transportation Plan (RTP) are available for consideration for the month of October Amendment #27 Location: Fort Bend County Amount: +$100,000 Purpose: Program federal funding to allow the Union Pacific Railroad to provide matching funds. Amendment #32 Location: SH 288 in Harris and Brazoria Cos. Amount: +$3M federal and +$34M state awards (-$86M net in financial plan) Purpose: Update SH 288 toll road project from reflect current financial plan. Includes the authorization of federal and state funds from a SAFETEA-LU earmark and TxDOT discretionary awards. TxDOT requests action in October to ensure funds are available for obligation prior to execution of the definitive agreement with the concessionaire. Amendment #35 Location: Various Amount: +$114 million Purpose: Program TIP funding for regional incident management, Houston TranStar and initial 2015 Call for Projects project awards as approved by TPC at the September 25, 2015 meeting. Excludes the IH 45S and SH 36/SP 10 projects which will require a new transportation conformity determination. 1.6 million transportation development credits (TDCs) are requested to provide non-federal match for the quick clearance towing program funding. 2 NO AUTHORIZING AMENDMENTS OF THE 2040 REGIONAL TRANSPORTATION PLAN (RTP) AND THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FOR THE HOUSTON-GALVESTON TRANSPORTATION MANAGEMENT AREA: WHEREAS, the 2040 Regional Transportation Plan was adopted by the Transportation Policy Council on January 23, 2015; and WHEREAS, the Transportation Improvement Program for the Houston-Galveston Transportation Management Area was adopted by the Transportation Policy Council on May 23, 2014; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the 2040 Regional Transportation Plan and its existing finding of conformance with the State Implementation Plan for air quality; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the federal fiscal constraint requirements established for the Transportation Improvement Program and are consistent with the financially constrained 2040 Regional Transportation Plan. NOW, THEREFORE, BE IT RESOLVED BY THE TRANSPORTATION POLICY COUNCIL (TPC) FOR THE HOUSTON-GALVESTON TRANSPORTATION MANAGEMENT AREA THAT THE 2040 REGIONAL TRANSPORTATION PLAN AND THE TRANSPORTATION IMPROVEMENT PROGRAMS BE AMENDED TO REFLECT THE REVISIONS IDENTIFIED IN AMENDMENTS 27, 32, and 35. BE IT FURTHER RESOLVED THAT FEDERAL FUNDS AUTHORIZED BY THE TPC FROM THE CONGESTION MITIGATION AND AIR QUALITY (CMAQ) AND SURFACE TRANSPORTATION METROPOLITAN MOBILITY (STP-MM) PROGRAMS REPRESENT A LIMITING AMOUNT. ANY COST OVERRUNS ON PHASES OF WORK AUTHORIZED BY THE TPC OR COSTS INCURRED ON PHASES OF WORK NOT AUTHORIZED BY THE TPC SHALL BE THE RESPONSIBILITY OF THE PROJECT SPONSOR. IN NO CASE SHALL FEDERAL PARTICIPATION UNDER THE CMAQ AND STP-MM PROGRAMS BE INCREASED WITHOUT EXPRESS CONSULTATION WITH AND APPROVAL OF THE TPC.
