1 Establishment of Focal Point for PWD Prepared By Farrukh Saleem Field Officer Vocational Rehabilitation & Employment of Disabled Persons (VREDP) H-8/4, Islamabad
2 Name of Project : Establishment of Focal Point for PWD Time Period : 1 Year ( Starts from October 2013) Target Group : PWD especially PWID Target Community : Ali Pur Farash and its surrounding towns/villages Long Term Objective : Enhance Economic & Social functioning of PWD in the area Short Term Objective : Access of PWD to the services by the support of community
3 Background Persons with Disabilities were the unprivileged and unattended segment of society prior to the emergence of United Nations Convention on the Rights of Persons with Disabilities. The convention made possible for the PWDs to get attention and inclusion in the social world. Their rights must be ensured and they must be given equality not only to participate in all walks of life but also to play significant role for the development of social world as the normal can do. With the passage of time the boundaries of Islamabad are redefining and many far flung localities are now becoming the part of Islamabad as rural settings. Islamabad is administratively divided into two segments, namely Islamabad Urban and Islamabad rural. The rural area is further divided into twelve Union Councils. Alipur Farash is one of the settlement in ISLAMABAD, located on the Lehtrar road and covering the areas of Kirpa, Jiggiot, Jhang Sayedan, Partal, Saknal, Panjgran, Chak Shehzad and Ali Pur Farash itself. Most of the services for PWD is located at urban part of the city. The proposed focal point will likely to facilitate the disabled population of respected communities. The approximate population of cited villages is 2 hundred thousand and the disability figures are quite prominent and it is not possible for them to visit the main territory of Islamabad Urban for their socio-economic and psychological rehabilitation.
4 The disabled of these communities are very hardworking and devoted as reported by the community based organizations. Moreover, Ali Pur Farash located on main road and rich in respect of business markets. So, there is no access problem for PWD.Therefore, it is expected that with the establishment of focal point for the PWD within the area of Ali pur Farash, it will become easier and more convenient for PWDs to access the services. There are many private/public schools in the area, but there is no concept of inclusive education in the community. There is need to create awareness among the community & educational institutions in this respect especially for PWIDs.
5 Activities Activity 1 : Data Collection/Record Keeping To collect data from every aspect regarding PWDs living in Ali pur Farash and its surroundings towns/villages. It will be done by the volunteers of local NGOs on prescribed performs. With the help of local community they will arrange home visits for registration and assessments purpose. Persons In charge : President/G. Secretary of the Local NGO of respective area. Supervised by : Field Officer Budget : Budget provision is available for paying RS 1500/- per volunteer for Food & Travel Expenses. Supporting Agency: Vocational Rehabilitation & employment for Disabled (VREDP)
6 Activities Activity 2 : Counseling & Guidance To provide counseling & proper guidance especially to the parents of PWDs regarding the disability of their child. Also provide assistance/guidance in respect of their education/vocational training/rehabilitation. Counseling & Guidance will be provided twice a week. Schedule for whole month will be issued for this activity so that parents may visit the focal point according to schedule. Persons In charge : Social Welfare Officer/Field Officer Budget : Social Welfare Officer/Field Officer is the employee of Governments of Pakistan and GOP already paying salary & other benefits to social welfare officer/field Officers.
7 Activities Activity 3 : Create awareness in the community regarding PWD & inclusive Education In order to create awareness in the local community regarding PWDs especially PWIDs, small community meeting in villages will be held. The local community has least knowledge about the PWID, so it necessary to create awareness regarding PWID. These meetings will be held twice a week. Local community leaders will arrange these meeting. There are many private/public schools in the area, but there is no concept of inclusive education. There is need to create awareness in this respect especially for PWID to accommodate them in the local schools. The teacher s training for special need class will be held at National Institute of Special Education (NISE), Islamabad. Persons In charge : Social Welfare Officer/Field Officer Budget : RS 25000/- (Printing Material) Supporting Agencies : National Council for the Rehabilitation of Disabled Persons (NCRDP) National Institute of Special Education (NISE) Vocational Rehabilitation & Employment for Disabled (VREDP)
8 Activities Killer Assumption : It might be possible that school administration does to cooperate in order to develop inclusive setup in their schools for PWID. How to Resolve : In the case of private schools, influence of local community leaders & member of parliament may be used. But in the case of government schools CAD (Capital Administrative Division) might be approached through official procedure.
9 Activities Activity 4: Medical Camps To arrange small medical camps in different villages of the proposed area. Doctor having experience in different disabilities i.e PH/VI/HI/MR/ID may be invited to conduct medical camps. Besides providing basic medicines & referral services, this activity will also helpful in order to create awareness regarding different disabilities especially PWID. This activity will be held once a month in any proposed area. Persons In charge : Director VREDP/Deputy Director VREDP Budget : Rs 10000/- (for basic medicines) Supporting Agencies : National Institute of Rehabilitation Medicines (NIRM) Centre for PHC Centre for MRC Centre for HIC
10 Activities Activity 5: Vocational Training Centre To establish small vocational training centre with the help of local community in order to provide vocational training to PWDs that will be helpful in the rehabilitation process. It is proposed that Training of Tailoring/computer may be arranged for 10 to 15 PWD & PWID at a time. Small skills like envelop & candle making may also be provided to PWD. Persons In charge : Vocational Teacher Supervised by : Field Officer Budget : Rs 8000/- (salary of vocational teacher) Rs 10000/- per month (Supporting/raw material) Supporting Agencies : 1.National Council for the Rehabilitation of Disabled Persons (NCRDP) 2.Paksistan Bait-ul-Mal 3.National Training Centre for Special Persons (NTCSP)
11 Activities Killer Assumption i. It might be possible that due to the limited resources of local community it will be difficult to arrange the salary of vocational teacher. ii. It is difficult for local community to provide the Raw Material for the proposed vocational training centre. How to Resolve I. The services of vocational teacher may be obtained from National Training Centre for Special Persons, Islamabad. ii. Various corporate/multi-national companies will be contacted for the donation in the shape of Raw material. iii. Raw material for training purpose can also be obtained from National Training Centre for Special Persons.
12 Expenses Rental Space Three rooms required to establish the focal point/service centre for PWD in area of Ali Pur Farash, Islamabad. The approximate rent for proposed place is RS 7000/- p.m. The rent for proposed Focal Point will be arrange with the help of local community/corporate organizations/nation wide NGOs. Killer Assumption There is a possibility that we may failed to arrange the proposed rent. How to Resolve -Through official request we may use space within the building of Social Welfare office. -Tailoring centre for Girls (PWD) is already working in the village of Jaggiot with the support of community, its space may also be utilized.
13 Expenses Utility Bills Utility bills will be paid by the cooperation of local community. Killer Assumption It might be possible that local community failed to arrange utility bills expenses on regular bases. How to Resolve -Through donation from wealthy community living in urban areas of Islamabad. - with the help of Zakat System. (Zakat is one of the five basic Pillars of Islamic faith. Zakat is not an option it is a compulsory act for all Muslims is to give 2.5% of one s wealth to those in need).
14 Expenses Printing Material Printing Material for awareness purposes will be arranged with help of printing press owners as donation. Killer Assumption There is very less possibility, but in any case if we failed to print awareness material. How to Resolve Available resources in the VREDP office, such as computer, Cyclostyle & photocopier machine will be used for this purpose.
15 Evaluation/Monitoring WHO: Evaluation and monitoring will be done by following organizations. 1. Directorate General of Special Education. 2. Vocational Rehabilitation & Employment of Disabled Persons (VREDP) WHEN : Evaluation will be done after one year. HOW: To check the complete record regarding services provided to PWD by focal point. INDICATORS: How many PWD visit the focal point in a year. No. of PWD who get vocational Training. No. of referral cases. No. of Medical camps arranged/no. of persons who got medical checkup. No. of meetings arranged for community awareness.
16 Sustainability Firstly, this project will initiated for the period of one year. Besides the running of this project a comprehensive case will sent to finance division (Government Of Pakistan) through proper channel for the provision of financial resources in order to meet the expenses of project. In the case Government of Pakistan owned this project, it will be more easy for this project to sustain. Secondly, this project can be run successfully with the help of local community/available resources/donations and corporate organizations. Only commitment & devotion of attached persons with the project is required.
