EXECUTIVE SUMMARY 1.1 Objectives The Asian Institute of Technology Center in Pakistan (AITCP) will be a collaborative institution for human resource development located in Islamabad, which will contribute to research and development, consultancy, professional trainings and higher education programs in telecommunications according to the regulations of the Government of Pakistan. AITCP will be established with the collaboration between Asian Institute of Technology (AIT), Thailand and Commission on Science and Technology for Sustainable Development in the South (COMSATS) Institute of Information Technology (CIIT), with the funding coming from the Higher Education Commissions of Pakistan. The main objective of the AITCP is to offer Master of Engineering in Telecommunications and share and contribute AIT expertise in telecommunications to the Government of Pakistan. The Asian Institute of Technology (AIT) at the invitation of the Higher Education Commission of Pakistan is willing to assist and have suggested a very practical approach in developing the skills while providing innovative solutions for the telecommunication industry. Policies and operational activities of AITCP are managed by AITCP Steering Committee which is formed by AIT and CIIT. 1.2 Mission AITCP is established with a mission which is as follows: a) Sharing the knowledge of science and technology particularly in the field of telecommunications which has been developed by AIT to support development in Pakistan. b) Increasing quality of human resources in Pakistan through trainings and high educational programs for professionals. c) Increasing regional partnerships and collaboration in the field of telecommunications through research and development, training and education Keys to Success The key success factors in implementing the AITCP program is to develop partnership collaboration based on mutual respect, good partnership and mutual understanding with rights and responsibilities. 1

BRIEF DESCRIPTION OF THE ASIAN INSTITUTE OF TEHCNOLOGY CENTER IN PAKISTAN 2.1 Institutional Ownership Asian Institute of Technology Center in Pakistan (AITCP) is a partnership collaboration institution established by AIT and Commission on Science and Technology for Sustainable Development in the South (COMSATS) Institute of Information Technology (CIIT). AITCP operation shall be abided by AIT s policies and procedures (P&Ps). Exceptions would require the approval from AIT. 2.2 Institutional Location and Facilities AITCP will be located in the premises of CIIT in Islamabad. III. PRODUCTS AND SERVICES 3.1 Description of Products and Services Offering: Master of Engineering in Telecommunications Duration: 4 semesters (22 months) Option 1 2-Stage Program (First 2 Semester at AIT Center in Pakistan, last 2 semester at AIT Bangkok) Option 2 Full 4 semesters in AIT Center in Pakistan Expected Class Size: Number of Students: 15 to 30 Admission Criteria: 1 st Class 4-years Bachelors Degree in Electronics and Telecommunications/Communications Engineering/Computer Science and Engineering/ Electrical Engineering/ Applied Physics and Electronics/Computer Science from a recognized university of Pakistan or neighbouring countries. For applicants who have 2 years or more real experience of working in telecom industries/organizations, the academic qualification can be relaxed to high second class. Source of students: Selected by AIT from the pool of applicants (Pakistan and neighbouring countries) Mode of Academic Operation: First 2-semesters: 1. 4 courses in each semester (students will not have any choice of courses, other than offered to them by the Field of Study) 2. At least 2 courses will be offered by AIT Bangkok TC Faculty. Depending on the circumstances, Adjunct Faculty from Pakistan will be appointed to offer two other courses per semester. 2

4 3. After finishing 8 courses in 2 semesters, the students will go to the local telecom industries/organizations for about 8-weeks internships. In addition, the students will prepare a 2-credit Special Study Report during the summer break period. 4. For the Option 2 (full duration in AIT Center), in the third semester the students will start thesis proposals. For that the students have to have at least 2.75 GPA out of 4. Depending on the area of interests and viability, 3-4 numbers of AIT Bangkok faculty (among these, 2 will go to teach the new batch 1 st semester courses) will visit the center for the theses topics and proposals and examination committees will be formed together with the local Adjunct Faculty. Those who will not get 2.75 by the end of Special Study will obtain a Certificate and leave the program. 5. For Option 1 (last 2 semesters in AIT Bangkok Campus), the students would then proceed to AIT Bangkok to attend the 3 rd and 4 th semesters together with the main stream students at AIT Bangkok. 6. For the Option 2 (in AIT Center), the students would continue their research in 4 th semester and would finish in May to graduate. Exceptions would require prior approval from AIT. 3.3 Competitive and Comparative Advantages Competitive and comparative advantages of AITCP education is the education fee (tuition and academic fee) which is relatively lower than other international education institutions whilst offering international education with quality standard at AIT. Quality of products and services offered at AITCP will be same to those offered at AIT, Bangkok. The medium of instruction would be English and the quality of AITCP faculty resources will be the same standard at AIT, Bangkok for teaching students at AITCP under AIT curriculum. 3.4 Future Products and Services To be in line with global development in higher education, AITCP will widen its focal area from Telecommunications to Energy, Environment and Management. 3

5 IV. MARKET ANALYSIS 4.1 Target Groups The target groups will comprise of: - Public Sector - Private Sector - University - International students from neighbouring countries Advertising campaigns shall be done in order to attract these target groups. V. STRATEGY AND IMPLEMENTATION 5.1 Collaboration Development AITCP is a collaboration between AIT and CIIT. AITCP would like to develop linkages with industries both in the public and private sectors throughout Pakistan. In the future, AITCP would also be a Regional Center for expertise in the field of telecommunications. 5.2 AITCP Steering Committee AIT and CIIT is going to create the AITCP Steering Committee (Council of advisors) which is responsible for giving alternatives of programs to AITCP and identifying sources of funds for the programs. AITCP Steering Committee will appoint the operational team which is led by AITCP Director. 5.3 Scheme of Operational Funding a) Salaries or remuneration for members of AITCP Steering Committee shall be covered by own institutions. b) Salaries or remuneration for operational team shall be covered by the tuition fees. At AIT, Bangkok, the students will use all the facilities offered at AIT. In the AITCP, the infrastructure will be arranged by the CIIT. 5.4 Scheme of Program Funding AITCP Steering Committee is going to facilitating financial support including grant and international scholarship to support the programs. a) Grant will be used as: - Faculty salary - National and International Field trip Cost - Research and Development - Infrastructure Development b) Scholarship will be used as: - Educational expenses AITCP Steering Committee can also offer this training and educational programs to general community by their own cost. 5.5 Program Development AITCP programs will facilitate research and development; consultancy; professional trainings; and certificates and diploma programs which support development of target groups within public and private sectors. 4

6 VI. MANAGEMENT 6.1 Organizational Structure Organization structure is formed based on partnership collaboration and works adversity which are related to the objectives of the establishment of the AITCP. 6.2 Management Team Organization of AITCP mainly consists of two main parts, AITCP Steering Committee and AITCP Office (Director and staff). A) AITCP Steering Committee Based on the AIT-CIIT MoU, AITCP Steering Committee will oversee the operations of AITCP. The tenure of AITCP Steering Committee is for one calendar year. ATICP Steering Committee shall meet at least twice a year or once every six months. AITCP Steering Committee shall initially consist of five (5) members: one (1) representative from AIT; one (1) representative CIIT; one (1) from Higher Education Commission; one (1) from Private Sector; and one (1) selected AITCP Director who shall serve as General Secretary of AITCP Steering Committee. AITCP Steering Committee will be chaired by a Chairperson who is nominated and appointed by AIT and CIIT. Tasks of AITCP Steering Committee are: 1) To prepare the Policy development for implementation of AITCP 2) To supervise the operational activities 3) To identify national and international funds 4) To decide the standard operation procedure of AITCP B) AITCP Office AITCP Steering Committee will appoint an AITCP Director who will lead the operation of the AITCP Office. The Director of AITCP will also serve as General Secretary of AITCP Steering Committee. The Director of AITCP Office will be assisted by a secretary. The organizational structure and numbers of personal shall be adjusted according to development and workload of AITCP. VII. FINANCIAL PLAN 7.1 Key Financial Indicators Key financial indicators of financial plan AITCP are: a) Continuing increasing profit b) Minimum cost c) Maximum revenue 7.2 Costs of operations a) Salary of Operational Team (inclusive of salary for AITCP Director) shall be covered by the tuition fee b) AIT faculty time shall also be covered by the tuition fee. 7.3 Financial sustainability a) Either research and development or consultancy or professional trainings shall be conducted based on feasibility of the program. b) Each program must meet the breakeven point of operating revenue per program. c) Sample cost calculations for running two-year master s degree program is presented in Annex 1 5

7 ANNEX 1 Cost for Running the Masters Program for any Option: 1. At least 2 courses by AIT TC Faculty Honorarium --- US $ 3,000/-per course per semester per faculty Travel & Hotel -- Air-fare $ 500 X 3 trips = $ 1,500/- per semester per faculty Hotel $ 70 X 5 nights X 3 trips = $ 1,050/- per semester per faculty Total = $ 5,550/- per faculty per semester Total cost for 2 AIT faculty = $ 5,550/- X 2 persons = $ 11,100/- per semester 2. Cost for 2 local Adjunct faculty $ 2,000/- X 2 persons = $ 4,000/- per semester 3. Cost for 1 local Program Officer $ 1,800/- per semester (@ $ 300/- per month) 4. Operational cost (Stationary, Fax, Telephone, local contingencies) $ 4,000/- per semester 5. Room Rents, Utilities etc. $ 5,000/ per semester (?) Total $ 25,900/- per semester Total cost for 1 year = $ 51,800/- At the current announced rate, cost of tuition and registration fees per year per student = $ 9,700/- At full rate, 6 students will make the break-even ($ 9,700/- X 6 = $ 58,200/- (in fact, $ 7,600/- surplus)). 6
