Deputy Commissioner John Cech was unable to attend the meeting due just returning from vacation. Issues regarding BOR timeline will be tabled until August 19, 2015 Individual campus curriculum review committee approval is needed before the program and curriculum changes can go to the BON and BOR for approval. This discussion will continue with John Cech at the 8/19/2015 meeting Carol Bischoff reported on the outcome of the employer survey of the following questions: 1. How much need is there for the LPN within your facility? Minutes Approved John Cech and BOR timeline to be added to 8/19/2015 agenda. Further discussion needed and will continue Carol will compile a summary of the result of the survey and place in Box in the July 23, 2015 meeting folder 1 P a g e

2 Review of Nursing Education Vote 2 P a g e 2. As an employer, are you asking for more LPN s due to not being able to hire enough RN s? 3. Your thoughts on the potential curriculum: a. Stand-alone Practical Nursing (PN) program completed in 3 semesters Presently the PN program is 4 semesters with a seamless progression to an ASN program There is a pathway to the ASN program, but students would have to take general education courses needed for an ASN degree b. Stand-along Associate Degree Nursing (ASN) program completed in 5 semesters with a seamless ability to do an RN- BSN completion program Presently the ASN program is 6 semesters with no seamless progression to an RN-BSN completion program Much discussion occurred regarding nursing education needing more specifics on these employer issues than just a general statement (i.e. what is meant by electronic documentation being a weakness of nursing graduates). Carol reported how interested and invested employers across the state are. They are wanting to assist in the nursing curriculum revision. They have been quick with rapid responses for all questions and information sent to them. Mary presented that in most of the documentation discusses the issue of confusion felt by voters for the type of nursing education programs desired for MT. Mary shared her apology for the Sandy shared a SimChart documentation system that Helena College uses to teach EMR. It is a fully web based program that students purchase. The cost is $109/year and is available to students 24/7. Nursing Curriculum Committees and members are to write down employer questions they see as needing to be addressed. Carol will take to employers and report back with responses. Committee felt there is no need for a revote and will continue to move forward in curriculum revision. The issue of the vote is closed.

3 Update of BON & BOR follow-up 3 P a g e confusion and takes complete ownership that the questions could have been stated in a different way. She stated we have come to a placed where we need to make a decision on what to do with this. She commented that the committees have done excellent work in moving forward and the areas of the vote seem invalid at this point, but if the committee feels it is important we can revote. One way or the other, we need to make a decision and move past this issue. Susan Floyd proposed we move past the issue as it is no longer valid. After discussion, the committee agreed. Mary reported on the BON & BOR questions follow up: Discussed with BON how an optout/opt-in would affect a student s ability to test for NCLEX regarding the need to graduate from an approved PN program, not an approved ASN program with a PN opt-out. Cynthia is on the agenda to go over the new nursing education rules and regulations BOR The proosed PN program is a terminal degree and has no seamless progression to an ASN program. Several general education credits will need to be completed before a student would be eligible for application to the ASN program. This does not meet BOR/Legislative approval as the reason for the present curriculum for a seamless PN to ASN. This was presented to John who stated that the language of the grant is a separate PN credential with an articulated pathway, this does not need to be seamless The last curriculum revision was completed in 2006 with many changes occurring in healthcare and nursing education needs since then. The specifics of the curriculum changes of

4 New Nursing Education Rules and Regulations Nursing Program Curriculum Updates & Discussion Admissions Diversity PN ASN RN-BSN 2006 do not apply to the present grant and curriculum changes. The pathway from PN to ASN does not need to be seamless. Cynthia Gustafson, Executive Director of the MT BON, reported on the new regulations that are pertinent to curriculum changes for nursing programs. The statutes and rules she reviewed were: (a) LPN Licensure by Examination an official transcript, sent to the board directly from the educational institution, verifying date of graduation and degree of credential conferred - The BON would have to approve a PN program with PN outcomes, not RN learning outcomes. If a program is not approved as offering and conferring the PN certificate, then the opt-out is not an option. Can this be granted by the college? Program Standards (a) the purpose and outcomes of the program shall be consistent with accepted standards of nursing practice appropriate for graduates of the type of program offered If a program is not approved as demonstrating PN program outcomes, then the opt-out is not an option. Cynthia also stated that there is no real rush to have the curriculum to the BON for approval for the October Mary will post the new Montana Nursing Education Regulations in Box in a folder titled MT NON Regulations & Statutes Admissions Committee: Myrna and Karla presented the Admissions Committee common admission proposals as: A minimum GPA of 2.75 as the requirement for program acceptance For application GPA, Nursing programs will use the National Advancement Placement grading system of 5=A, 4=B, and 3=C. All CLEP scores will be calculated as a 4 P a g e

5 5 P a g e C; and no CLEP or Advance Placement scores will be accepted for science courses. All schools/program will require a readiness assessment for application to the nursing program. This test can be either o TEAS o KAPLAN o HESI The school may use the exam for o Assessment and advising and/or o Selection of applicants for admission o Each school/program which will use the assessment test as an admission criterion will determine how the score will be used in the selection process. Required student testing in preparation for clinical is considered to be a post selection process which will be school specific as required by clinical sites. This will not be part of the admissions process Areas still needing further discussion and research include English As a Second Language testing - The committee agreed that ELS testing will be required, but what is available in MT and what MUS vs The National Council of State Boards of Nursing (NCSBN) requirements are best for nursing education to ensure student success and patient safety needs further investigation Diversity Committee: Julie opened with requesting on what the committee wants from the Diversity Committee. Responses focused on: Training sessions created to assist faculty in better teaching methodologies/strategies for diverse populations of Native American, Veterans, first generation college students, and underemployed Liz McClain shared that the experts on Native American education are the Tribal Colleges and we should use their expertise o SKC needs to be asked to join the committee o Aaniiih Nakoda College was asked to join the committee Cynthia reported on the CAHN/APIN are evaluation and trying to understand the needs of the Native American students in MT to better assist them for success in nursing school. They are trying to gather the data at this point. We need to include the individuals and communities who are teaching the Native American students to help us better understand the needs. BFCC, SKC, are our experts and Aaniiih Nakoda is starting a nursing program. We need them to be our guide and Liz pointed out that Tribal Colleges can and want to help

6 PN Committee: Erica reported on the three semester PN program 3 rd proposal as posted in Box in the July 23, 2015 meeting folder. Discussion focused on: Three semester program with application to PN program occurring after semester I A B grade being required for A & P to assist with chances of success in the rigorous PN program Clinical hours were increased allowing students more time in LTC and clinics within their communities where they would possible be employed Lab was increased in Pharmacology to cover the medication administration which is presently covered in fundamentals Pathophysiology was combined with Pharmacology as it is difficult to teach pharmacology without pathophysiology open to change if group desires Semester II is 16 credits in three courses Semester III has increased credits to Adult Health didactic to give more time to cover the large amount of content Current LPN Leadership course needs to be renamed and is about LPN practice role and preceptorship MH Nursing changed to Psychology in Nursing to include Introduction to Psychology if this can be approved Total program credits equals 46 Chemistry and Transition to RN would be the courses still needed by LPNs desiring to enter the ASN program plus 1000 hours of experience and successful passing of an pediatrics/ob placement examination Much discussion on how to hand the pediatrics/ob challenge examination and clinical hours or having 2 levels of pediatrics/ob in the ASN program. ASN Committee: Jan reported on the five semester ASN program with an opt-out and opt-in for the LPN as posted in Box in the July 23, 2015 meeting folder. She presented what the curriculum draft accomplishes, what it might accomplish and tentative language as posted in BOX in the same folder. Discussion focused on: What do students want students are frustrated having to be an LPN before they can be an RN even when they have no desire to be an LPN Is there a population who are not applying to PN programs due to the competition with students who desire to be RN? Career Coaches say yes, they have met these students as they have been traveling 6 P a g e

7 Colleges do not have enough financial or faculty resources to have both PN & ASN programs. Can just some schools have the PN program? Employers want LPNs, students want to be RN. There may be a population that desire to be an LPN who work in the kitchen who have never had the opportunity to apply to just an LPN program There are creative places where PN and ASN clinical can be completed different than the way we have always done it this needs to be taken to employers to see how/if they are willing to assist. How can simulation be used to meeting clinical hours and learning outcomes. An NLN study shows that up to 50% of clinical can be simulation with no changes to learning outcomes How/where does the LPN enter the ASN program? This is important and we need to make sure we design a plan demonstrating the opportunity for the LPN to advance their degree if they desire An idea was presented for summer education programs for returning LPN s to an ASN program or didactics during academic calendar and clinical in summer when student numbers in facilities are low and it would not affect program student numbers An Introduction to Native American studies course needs to be added to the ASN curriculum. Possible as an elective, but very much a need to meet the largest diverse population in MT BSN Committee: Kelly reported on the three semester RN- BSN Completion program as posted in Box in the July 23, 2015 meeting folder. Committee assign 1 credit (45 hours) of clinical to Community Health Nursing and 1 credit (45 hours) clinical to Nursing Leadership and Management o Other courses will meet course and program outcomes through projects, practicums, and/or field experiences set up within the students community after approval from faculty o The projects, practicums, and/or field experiences will be well defined in each course description The committee viewed the APIN created video on Ekalaka, Montana finding a way to help staff continue education. The video site is in BOX in the July 23, 2015 meeting folder NEXT STEP: Each committee will continue to work on program outline and courses in response to the discussion of today s meeting. Recommendations will be brought to the August 19, 2015 meeting for possible vote if all committee work is ready. 7 P a g e
