Managing Asbestos* *Defined by Asbestos NESHAP 40 CFR 61, subp. M

Dilbert Comic (2006)

Asbestos what is it? Fibrous mineral very strong, heat resistant, fire retardant Airborne hazard asbestos can be inhaled and trapped in lung tissue Known carcinogen no known safe exposure level

Asbestos what is it? Known carcinogen! No known safe exposure level

Asbestos why was it used? Acoustic sound damping Increase strength of products Fire resistant Heat resistant Electrical resistant Chemical resistant Water resistant (certain forms)

Asbestos production Mining U.S. 60 former mines in eastern time zone Largest US mines AZ, NC, VT, and CA. Producers, consumers, exporters - top 5 (2008) Producers Russia, China, Brazil, Kazakhstan, & Canada Consumers China, India, Russia, Kazakhstan, & Brazil Exporters Russia, Kazakhstan, Brazil, Canada, & China Commercial production ,970,000 metric tons mined (U.S. 136,000) 20 th Century - U.S produced 3.3 million metric tons consumed 31 million metric tons

Asbestos-containing material (ACM) Filters Packaging contaminated with commercial asbestos Disposable equipment and clothing Asbestos-containing waste material (ACWM) Friable and non-friable

Types of asbestos materials Friable Any material containing more than 1% asbestos that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure Non friable Any material containing >1% asbestos that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure (includes Category I and II ACM)

Categories of non-friable ACM Category I non friable Asbestos-containing packing, gaskets, resilient floor covering, and asphalt roofing products containing >1% asbestos Cat II non friable Any material, (excluding Cat I non friable ACM) that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure

Mastic non friable or friable?

Transite that has been rendered into RACM

What s regulated? Friable ACM Cat I non friable that has become friable Cat I non friable that has been/will be subject to sanding, grinding, cutting, abrading Cat II non friable that will likely be or has been crumbled, pulverized, or powdered during reno or demo

Regulations: NESHAP NESHAP = National Emission Standard for Hazardous Air Pollutants Found in 40 Code of Federal Regulation, Part 61, Subpart M Definitions Applicability standard for demo & reno, notification requirements & emission controls procedures Waste disposal 85

NESHAP Requires That asbestos be identified and managed to avoid airborne fibers during disposal Affects Reno/demo contractors Facility accepting waste ACM

Place friable materials in leaktight containers Solids, liquids, dust cannot escape or spill out

NESHAP requires 1. Survey 2. Removal by licensed contractor 3. Notification 4. Labeling 5. Marked vehicles during unloading 6. Keep waste shipment records for at least 2 years

Where is asbestos found? Furnaces Boilers Fireplaces HVAC duct insulation Fireproofing materials Vinyl floor tile Linoleum paper backing Asphalt tile Mastic Pipe insulation Joint compound Plaster Roofing Pipes And more

Friable asbestos spray-on fireproofing

Linoleum/vinyl sheet flooring with paper/felt backing is friable

Textured ceiling spray friable

Millboard and black moisture barrier friable

Insulation on pipes friable

Preformed pipe wrap friable

Heating-system insulation friable

High-temp insulation friable

Mud-pack on elbow friable

Transite pipe regulated when broken

Insulation friable (tape and wrap may be asbestos)

Asphalt roofing (Category I NF) usually not friable

Asbestos-containing paint may be regulated if flaking

Accepting ACM waste PBR Demo Cannot accept ACM! Demo LDF Before accepting ACM Demo LDF must have an MPCA-approved ISWMP stating how asbestos will be handled/managed

Before taking ACM waste landfill must... Be approved by MPCA Receive prior notification from the waste generator (time to prepare) Prepare area; create a sufficient depression near toe of working face Have enough cover ready 6 minimum over ACM

When ACM waste arrives you must... Ensure containers are marked Ensure vehicle is marked Ensure containers are undamaged before burial Minimize handling

When placing ACM waste you must... 1 Dump into prepared area 2 Immediately cover with 6 of non-acm 3 Compact AFTER covering

After you bury ACM Waste you must accurately... 1 Locate/record quantity & vertical/horizontal location field copy phase plan 2 Transfer info to official plan ASAP 3 Record on final contour plan (and property plat after closure)

When disposing of ACM waste you must... Certify shipment properly described in shipment records Report discrepancies to MPCA

When disposing of ACM waste you must keep records! 1 Keep shipment records on site for 2 years 2 Keep mapped records of the location, depth and quantity of ACM until closure

If you must intentionally disturb or excavate areas containing ACWM/RACM Notify the MPCA 45 days prior to excavating or otherwise disturbing in writing, including.. Schedule for starting and completion Reason for disturbance Location of any temporary storage and final disposal site And

Emission Control Plan Procedures to be used to control emissions during: Excavation Storage Transporting Final disposal Who is legally allowed to do the work? MDH licensed contractor

NESHAP applies to and landfills Excavating? Impacting asbestos? Call MPCA!

Check your knowledge 1. Asbestos is a health concern because: a) it is a known carcinogen b) it can contaminate groundwater c) it slows blood clotting d) none of the above

Check your knowledge 2. The primary route of asbestos exposure is a) inhalation (breathing it) b) absorbed through the skin c) drinking contaminated groundwater d) all of the above

Check your knowledge 3. Suspect asbestos if you see: a) old pipes with wrapping/insulation b) old heating units wrapped with insulation c) linoleum with backing d) all of the above

Check your knowledge 4. When handling asbestos, all of the following are true except: a) Containers must be marked b) Be ready to bury it soon after you receive it c) Compact it well before you cover it d) Keep good records of quantity and location

For asbestos help call your MPCA solid waste contact
