Health Informatics in India : Vision and Activities September 5, 2008 S. Ramakrishnan ramki@cdac.in 1
Health Informatics : Multidisciplinary in Nature Medicine Biology Computer Science Health Informatics Statistical Analysis Information Science Psychology It deals with the integrated usage of Information Communication, and Electronics technologies for offering better health services. 2
Telemedicine As complex as Interactive Robotic Surgery As simple as a Phone Call Deals with delivery of health care, through exchange of information across distances, using ICT It includes Tele-Consultation and Tele-Diagnosis 3
Tele-Education It uses e-learning framework for Continuing Medical Education (CME) Its applications may range from Public Education on health care issues to Real-time video broadcasting of an operation being carried out in an OT to multiple groups of medical students 4
Standards for Medical Systems Standards are necessary for interoperability of Medical equipment Computing equipment and Software from different vendors Standards for medical systems deal with areas such as: Health concept representation Electronic messages and communication Security, confidentiality, and privacy Electronic health records Information modeling Health cards or smart cards 5
Standards for Medical Systems (contd ) Few international standards for medical systems include: DICOM (DIgital Imaging & COmmunications in Medicine) HL7 (Health Level Seven) UMLS (Unified Medical Language System) SNOMED (Systemitized NOmenclature of MEDicine) HIPAA (Health Instruments Portability and Accountability Act) In India, DIT, MCIT is leading the initiative of laying standards for Health informatics from Indian context 6
Other Health Informatics Projects H. R. Portal for Health Department, GoK Medical College Hospital Computerization Computerization of Health Directorates Health Management Information System Picture Archival and Communication System Digital Programmable Hearing Aid 7
Bioinformatics Bioinformatics deals with the analysis of Genome databases to provide structural and functional information on unknown genes or proteins and reconstructing metabolic pathways Technologies involved in Bioinformatics include: Molecular modeling Gene Finding Biomolecular Docking Comparative Genomics Genome Sequence Analysis Microarray Data Analysis All these activities are useful for new drug design for better health care Bio-informatics Resources & Applications Facility (BRAF) on C-DAC s PARAM System 8
Recommendations by National Knowledge Commission (NKC) Initiate Indian Health Information Network Development (I-HIND) (web-based) network, connecting all health care establishments in both private and public sector Establish national standards for clinical terminology and health informatics Create a common electronic health record (EHR) 9
Recommendations by National Knowledge Commission (NKC) Create appropriate policy Framework to protect health data of citizens (technical & legal framework, encryption, anonymity, confidentiality, security) Medical Informatics to be part of Medical and Pharma curriculum Create an institutional framework for implementation (An Autonomous body) 10
