2 Dean s Message Welcome to the Global Master of Public Administration (GMPA) program of the Graduate School of Public Administration (GSPA), Seoul National University (SNU). With the collaboration of the Korea International Cooperation Agency (KOICA), we have established a program dedicated to advancing the public interest of developing nations around the world. You will arrive at a great institution. GSPA has been the home of public administration studies in Korea since For more than fifty years, we have produced prominent leaders in the public sector as well as distinguished scholars in higher education. We are proud that our alumni have played a crucial role in our country s economic and social development. 3 New Knowledge for Development SNU-KOICA Partnership and Scholarship Program Graduate School of Public Administration, Seoul National University - The Best Public Administration Degree Program in Korea Seoul National University (SNU) was founded in 1946 as the first national university in Korea. Now it has sixteen Colleges, one Graduate School, and six Professional Schools, with 5,730 full-time faculty members, 16,623 undergraduate students, and 11,355 graduate students. The Graduate School of Public Administration (GSPA) was established on January 13, 1959 in accordance with the Law of Education and Establishment Regulations, to educate students who wish to study the science of public administration. GSPA is the first professional school in Korea and is deeply rooted in traditional values. Our Master of Public Administration (MPA) and Master of Public Policy (MPP) programs have produced more than 4,000 alumni, most of whom have made successful careers in government agencies as well as universities. We also started the Master of Public Enterprise Policy (MPEP) program for midcareer managers from Korea s leading public enterprises in March 2010 and the Global Master of Public Administration (GMPA) program for government officials from developing countries in September We expect that the strategic relationship among the MPA, MPP, MPEP and GMPA programs will generate significant synergy effects on our student body. GSPA s mission is to educate leaders and generate innovative ideas that provide answers to the world s most challenging public issues. As an institution at the forefront of globalization, GSPA seeks to bring prosperity and harmony in the world by cultivating the brightest students from every continent of the world. The GMPA program has resulted from the combined effort and dedication of GSPA and the Korea International Cooperation Agency (KOICA). SNU and KOICA signed a bilateral memorandum of understanding on April 27, 2011 to establish the GMPA program with a vision to raise capacity-building levels of developing countries and to enhance their economic and social development. The GMPA program is one of KOICA s flagship scholarship programs. With a mission to educate talented students from developing countries, KOICA invites high-caliber students and helps them gain professional and systematic knowledge that will help them to play a key role in their home country s development. To accomplish this mission, KOICA has been operating master s degree courses with leading Korean universities such as SNU, Yonsei University and Korea University in the fields of public administration, economics, trade, women s empowerment, and rural development. KOICA was founded as a government agency on April 1, 1991, to maximize the effectiveness of Korea s foreign aid for developing countries by improving the implementation of the government s programs. In the past, development cooperation efforts were focused on meeting the Basic Human Needs (BHNs) of developing countries and on fostering their Human Resources Development (HRD). However, the focus has now shifted to promoting sustainable development, strengthening partnerships with developing partners, and enhancing the local ownership of beneficiaries. Due to the continuously changing trends in development assistance efforts and practices, KOICA is striving to adapt to these changes by using its limited financial resources effectively on areas where Korea has a comparative advantage. In particular, since Korea has the unique experience of developing from one of the poorest countries in the world to one of the most economically advanced, this knowhow is an invaluable asset that helps KOICA to efficiently support the sustainable socio-economic development of its partner countries. In particular, this program has significantly strengthened the relationships between Korea and the students home countries. Students, who have been given an opportunity to see Korea s experience in poverty reduction and socioeconomic development, will gain a deeper understanding of Korea and contribute to the future social, political and economic ties between the two nations. As of 2013, 303 participants are currently participating in the program across 14 different Korean universities, enrolled on 15 master's degree programs, such as Public Administration, Development Policy, Korean Economy & Development Cooperation, Women & Development, Fisheries Science, Agriculture and Rural Development, Global Technology, Human Resources Development, and others. SNU Global Scholarship Program The SNU Global Scholarship Program is fully committed to the Millennium Development Goals (MDGs) and is determined to expand its efforts to nurture future talents from developing countries to promote their countries sustainable economic growth and social development. Those who apply for the SNU-KOICA Scholarship Program will be automatically considered for the SNU Global Scholarship Program

4 Global Master of Public Administration Program Overview The GMPA program started from the joint effort of GSPA and KOICA to contribute to the capacity-building efforts in developing countries and to enhance their economic and social development. The program educates selected public officials of developing countries for 16 months and offers curricula to enhance administrative capacity and share Korea s development experience. Its aim is to upgrade of human resources of developing countries by offering skill, knowledge and Korean experience in economic and social development to their promising public officials. Objectives - To educate global leaders in the public sector of developing countries in order to promote economic and social development. - To equip public officials with administrative capacity based on the knowledge of human resource development, public organization, finance, and policy expertise. - To share and disseminate Korea s experience in development administration and planning. Medium and Methods of Instruction English is the principal medium of instruction for coursework and academic administration. GMPA students do not need any prior knowledge of Korean language. Students can complete all the requirements for graduation within 16 months and 2012 GMPA Students Profile Title of Degree The title of degree is Master in Public Administration (MPA). Students will study theories of public administration, public management, financial administration, local and global governance, and conflict management and resolution. Highly-qualified and dedicated faculty members, a real research atmosphere, a well-equipped library, and other facilities guide students to higher level of analysis, communication, and interpersonal relationships. More also, it fosters a vibrant campus life in and outside the classroom, has many buildings with adequate high technology facilities for students and employees, enough qualified Professors for every course, and above all, good management who are very responsive to modern campus challenges. I can therefore confidently say that SNU- GSPA is an international university which believes in the sanctity of the relationship between student and professor, the sharing of knowledge for capacity building and human progress. Personally, I expected much from the GMPA as I came from one of the poorest countries in the world with a tragic genocide history behind. I needed a new model and fresh ways of thinking. This was only found at GSPA. After almost one year and six months, I am fully satisfied with what I have learned from the GMPA program. I am now equipped with skills that can be applied to my country. My thirst for knowledge has been satisfied much more than I excepted. Thank you GMPA! 6 I was enormously exhilarated to get the opportunity to study in the GMPA program at SNU, which is prestigious and one of the top ranked universities in the world. The GMPA at SNU is composed of the brightest students from every continent of the world and provides the opportunity to exchange and enrich the experiences of different countries. It aims to educate public leaders and bureaucrats and make them adept to generate innovative ideas that pave the solution of most challenging public issues. GMPA students are trained and guided by highly qualified, dedicated faculty members in a cosmopolitan academic atmosphere. Those who want to contribute to the improvement of their countries public administration and public policy should join GMPA. I am really honored and immensely advantaged to study in this program. It provides a natural opportunity to learn different cultures and new experiences from each other. Through a thorough research, I have learned that SNU is one of the best universities in the world. Furthermore, GSPA excels other departments and schools within SNU in terms of academic and professional rigor. I truly believe that developing countries can improve their economic and social conditions by sharing their ideas and experiences with each other. I really appreciate the GMPA program to provide such an excellent venue for all of us! As a developing country public servant I was surprised when I heard that I would be able to join SNU s GSPA as a GMPA student. This is a rare chance to public servants like me from a small island country to be part of the program. I had a great pleasure in joining SNU and got an opportunity to study various aspects of public administration and public policies that have helped South Korea to transform itself into an economic power house in less than five decades. 7 How to Apply 1. APPLICATION ELIGIBILITY To be eligible for acceptance into the program, applicants must: Be citizens of KOICA Scholarship Program partner countries. Be officially nominated by their governments. Be government officials or employees in the public sector. Private sector employees are not eligible. However, if the applicant works in a development related non-governmental organization (NGO) or UN-associated organization, they can apply on the condition that he/she obtains a recommendation from the government ministry which covers the organization. Be a university/college graduate or an equivalent educational background. Have a good command of both spoken and written English in order to take classes conducted entirely in English and to be able to write academic reports and theses in English. Be in good health, both physically and mentally. Pregnancy, HIV/AIDS, tuberculosis or any kind of contagious disease are regarded as disqualifying conditions for the program. Not have previously received a scholarship from the Korean government. Not have withdrawn from KOICA SP program due to submission of false documents, below average school performance, or violation of school regulations. 2. APPLICATION PROCEDURE A. 9 Syllabus A. Required 4. CURRICULUM GMPA students have to complete 33 credit hours for graduation. Excluding the thesis, the courses are distributed among requirements and electives. Each course has 3 credit hours except prerequisite courses. Over the last few years, theories and practices of public administration have changed significantly. First of all, a heavily multidisciplinary approach has characterized its development. While PA was indebted to political science in its early stages, it has gradually absorbed ideas of organizational theory, psychology, sociology, economics, business management and other disciplines. Secondly, dynamic changes in the political, economic, and social environment significantly affected PA. The relationship among public, private, and non-private sectors has changed dramatically. This change is not only restricted to a specific country but has become a worldwide trend. Thirdly, public organizations have begun to find opportunities and threats from a changed environment. Government reform activities such as NPM (New Public Management) or result-driven management have changed the hard and soft-structure of the public sector. After finishing this course, students will understand such intellectual history and stream of thoughts and will be able to apply them to their own research. This course is a graduate-level introduction to statistical reasoning, probability and elementary statistical tests, and linear regression for one or more variables. As future decision makers in an environment of uncertainty, students should learn statistical reasoning. We frequently have to read and evaluate statistical studies during policy making. Therefore, the emphasis in the course is given not only to perform statistical tests but also to know how to interpret their results. After finishing this course, students will be able to summarize and analyze data using SAS, and interpret the results. This course is on how to conduct research. The aims of this course are as follows: (1) understanding the theoretical principles on which scientific research is based; (2) seeing how those principles are reflected in the established research designs and techniques for doing research; (3) examining how the researchers actually adopt the these designs and techniques to solving their research questions. To achieve these goals, this course will cover scientific methodological topics such as the role and principles of research design, constructing researchable hypothesis, and critical literature review, valid and reliable measurement for construct, quantitative and qualitative research designs, data collection, etc. In addition, we will examine some papers published in academic journals to see how the authors of the papers adopted the methods in their real research. Special attention and care will be given to GMPA students to meet their professional needs
