1 Proposal for Dual Degree Program Master of Education in Higher Education (M.Ed.) / Master of Public (MPPA) The Center for Public and the Higher Education Master s program in the School of Education propose to offer a dual degree program for students to earn the Master of Public and the M.Ed. in Higher Education within three years of full-time study. The MPPA educates individuals to become public and nonprofit sector leaders. The program integrates theoretical learning with multiple opportunities for practical application. The MPPA core curriculum is designed to provide students with a strong analytical foundation, applicable to a wide variety of policy issues. The M.Ed. in Higher Education is geared toward people who are interested in pursuing careers as administrators, faculty, researchers, policy analysts, and student personnel professionals in colleges, universities, and state or federal agencies devoted to post-secondary education. This dual MPPA/M.Ed. degree program is designed for students interested in a range of policy issues that affect higher and postsecondary education, such as state governance and coordination, financial aid funding, and affirmative action in admissions and hiring. The challenges that face higher education require that educators not only adapt to change but also engage in developing a vision of higher education for society. The program will prepare individuals for leadership roles in shaping the future of higher education by combining coursework in politics, methods and analysis with practical experiences designed to increase students understanding of management and policy issues affecting higher education. Typically, students in this program will spend the first year in either the Center for Public Policy and Administration or the School of Education and the second year in the other program. Students may begin at either school. Certain careers will benefit from the skills gained obtaining a M.Ed./MPPA degree. Graduates of the program may pursue research and policy analysis positions in federal and state governmental agencies, consulting organizations, education research groups, and not for profit organizations working on education issues. Graduates with a M.Ed./MPPA degree will be qualified for many positions in the higher education arena including management positions in higher education settings, policy analysts with local and state governments, and leadership positions in nonprofit organizations. Students must apply to, and be admitted to both programs. While there are no formal prerequisites, prior to admission, students are encouraged to complete an introductory course in accounting, statistics (or equivalent practical experience) and an introductory course in microeconomics.

During that year they will fulfill core requirements of that program. In the second year, students will fulfill the core requirements of the other program. In the third year students will fulfill the remaining requirements of both programs. Summer Internship/ M.Ed. Practicum In addition to the course requirements, CPPA requires students to complete a full-time 10-week policy or administration focused summer internship, usually in a public or nonprofit organization. The CPPA internship requirement should be carried out after completing the CPPA first year coursework. All M.Ed. students are required to complete a practicum experience as part of their degree requirements

5 (minimum 120 hours). Placements are arranged in consultation with the student s faculty adviser. With approval of the School of Education, the Student would be able to complete their internship and practicum experience simultaneously. M.Ed. Integrative Seminar During the spring semester of graduation, master s students in Higher Education must take the capstone course, entitled Integrative Seminar. No student with outstanding incomplete grades is eligible for enrollment in this class. All incompletes must have grade changes submitted by the first Friday in January before the scheduled Integrative Seminar. As part of this course, students will demonstrate their proficiency with the higher education competencies through a capstone project and an oral defense, as designed by the course instructor. Students in the dual program should work with their faculty advisor so that the integrative seminar can serve as preparation for the CPPA Capstone to construct a comprehensive research project in a specific area of higher education policy. Administration of Program 1. Applicants are required to apply to each school individually, and must meet the respective admission requirements for each program. Once admitted to both schools, a student will qualify for the dual degree program. 2. Students can decide which program they wish to attend in year one, and their course plan will be determined at that point. 3. Current students in either program who are interested in the dual degree will be able to apply to the other program (and the dual degree program) during their first year. They must meet the respective admission requirements for the other program in order to qualify for the dual degree program. 4. Applicants to the joint program are expected to have taken the GRE. In addition, applicants whose native language is not English must take Test of English as Foreign Language (TOEFL). Students already enrolled in one of the programs can apply to the other prior to their second year in the program. 5. Advising: During the M.Ed. portion of the program, students will be advised by the student s faculty advisor. During the MPPA portion of the program, students will be advised by a designated advisor at CPPA. Students will have access to advisors in both programs at all times. Resources No new resources will be required for the administration of the M.Ed./MPPA program. Summary of Changes 1. Students will complete the 30 required credits of the MPPA program. The remaining elective credits may be taken in the School of Education to fulfill the requirements of the degree. 2. The M.Ed.Practicum Experience for dual degree students will ideally have a policy or public administration focus. This proposal thus meets the overall dual degree option of a minimum of 60 credits with a total degree requirement of 66 credits (36 in the M.Ed., 30 in MPPA). Students in the existing MPPA program are able to take six courses, or eighteen credits, of electives outside of the MPPA program. Thus, there is no reduction in degree requirements for the MPPA students. All students will, of course, have to meet the entrance requirements of both programs and both degrees will be awarded concurrently.
