3 I. INTRODUCTION A. Massachusetts Campus Compact Massachusetts Campus Compact, Inc. (MACC) is a nonprofit coalition of 68 college and university presidents committed to developing the civic skills of students, building partnerships with the community and integrating civic engagement with teaching and research. The work of the Massachusett Campus Compact encompasses a broad range of activities designed to increase the effectiveness of those working to make higher education institutions vital agents of civic renewal. B. Overview of AmeriCorps*VISTA AmeriCorps*VISTA is the national service program of the Corporation for National and Community Service (CNCS) designed specifically to fight poverty. Founded as Volunteers in Service to America in 1965 and incorporated into the AmeriCorps network of programs in 1993, VISTA has been on the front lines in the fight against poverty in America for almost 50 years. VISTA supports efforts to alleviate poverty by engaging individuals, 18 years and older, from all walks of life in a year of full time service with a sponsoring organization to create or expand programs designed to bring individuals and communities out of poverty. In FY , the VISTA program expects to support about 7800 full time VISTA members who will serve with approximately 800 sponsors. AmeriCorps*VISTA operates under the following four core principles and all projects must be developed in accordance with them: 1. Anti Poverty Focus: The purpose of the AmeriCorps*VISTA program is to support efforts to fight poverty. VISTA projects are designed to help individuals and communities out of poverty, not simply to make poverty more tolerable. VISTA projects focus on long term solutions rather than short term services. 2. Community Empowerment: Sponsoring organizations ensure that the project engages residents of the low income community being served in planning, developing, implementing and evaluating the project. The proposed project must be responsive and relevant to the lives of the community residents and should tap into inherent community assets, strengths and resources. 3. Sustainable Solutions: As directed by Congress, VISTAs are short term resources that serve to build the long term sustainability of anti poverty programs. VISTA projects should be developed with a goal to phase out the need for VISTA members and maintain the ability of the project to continue without them. 4. Capacity building: VISTA projects leverage resources, expand the scale/reach, efficiency, and/or effectiveness of programs or organizations that fight poverty. Rather than providing direct service to low income individuals and communities, VISTA members strengthen organizations by building infrastructure, expanding community partnerships, securing long term resources, coordinating training for participants and more as determined by local needs assessment. VISTA members create systems that remain long after their service ends. 3

Overview of the MACC AmeriCorps*VISTA Program The Massachusetts Campus Compact AmeriCorps*VISTA (MACC AmeriCorps*VISTA) program was created in 1997 through a partnership between MACC and the Massachusetts state office of the Corporation for National and Community Service (CNCS). MACC AmeriCorps*VISTA members build capacity for campus and school/community partnerships to address the educational needs of children in underperforming schools and low income communities. Over the past eighteen years, MACC AmeriCorps*VISTA members have served 65 colleges and universities and hundreds of organizations in their surrounding communities. The MACC AmeriCorps*VISTA program represents an innovative partnership between national service and higher education. The model has been replicated at numerous other Campus Compact offices across the country. MACC is proud of the impact MACC AmeriCorps*VISTA members have had on campuses and communities across the Commonwealth. Eligibility to apply for MACC AmeriCorps*VISTA Proposals must be submitted by an institution of higher education that is a member of Massachusetts Campus Compact in partnership with 1 2 identified school or community based organizations. Due to the high demand for AmeriCorps*VISTA support, MACC discourages multiple applications from any one member institution. Campuses that have never accessed MACC VISTA resources or who have not hosted a MACC VISTA in the past five years are encouraged to apply. MACC member campuses located in the same geographic area may apply jointly for one or more positions in partnership with 1 2 community based partners per position. MACC members may agree to locate the shared VISTA position at a regional consortium office provided the campuses are members of MACC. In this case the regional consortium office is not the community partner but the conduit for the campuses to work collaboratively with the same partner(s). 2. Application for Renewal As directed by Congress, VISTA members are short term resources that serve to build the long term sustainability of anti poverty programs. VISTA projects must be developed with the goal to phase out the need for VISTA members and for the proposed campus/community partnership to have the capacity to continue without them. Campuses who currently host a MACC AmeriCorps*VISTA may apply for renewal of the current partnership for up to three years following all of the guidelines in this RFP. Awards are made on an annual basis and are not guaranteed. The most competitive renewal applications will show strong plans for sustainability and a plan for cost sharing. 4
5 3. About MACC AmeriCorps*VISTA Members MACC AmeriCorps*VISTA members are recruited, selected, trained and placed at host sites by MACC. In general, MACC recruits two and four year college graduates who are willing to commit to a year of national volunteer service. They come from around the country with various backgrounds and professional goals. They are not experts in any specific field but typically all MACC AmeriCorps*VISTA members have significant experience working with community based organizations or schools and/or have participated in college level civic engagement. Host sites are required to assist with the recruitment effort and encouraged to recruit candidates for the program. MACC AmeriCorps*VISTA members receive a living allowance indexed to the poverty level in the county where the host site is located, an end of service option of either an education award of $5,730 or cash stipend of $1,500, basic health coverage, most training and travel costs, and modest moving allowance for relocation over 50 miles. II. MACC VISTA Programmatic Priorities and Requirements A. Building Capacity for Education Partnerships MACC member campuses will apply to host a MACC AmeriCorps*VISTA member in partnership with 1 2 school based or community based partners that align with the CNCS education objectives outlined below. Applicants must explain how the proposed position will build capacity for the partnership(s) to provide support and/or facilitate access to services and resources that contribute to improved educational outcomes for economically disadvantaged children. Eligible school based partners are Massachusetts public schools which receive Title I funding with a majority of economically disadvantaged students (schools with 51% or greater participation in the Federal Free and Reduced Lunch Program) or a Massachusetts school district or school with a statewide accountability and assistance level of 3 5. Eligible community based partners are education related non profit organizations that are located in economically disadvantaged communities and enroll a majority of low income participants. MACC VISTA members will build capacity for campus/school/community partnerships that are aligned with one or more of the following CNCS education objectives: School Readiness: School readiness for economically disadvantaged pre school aged children to make gains in social/emotional skills, literacy or numeracy skills (teaching, tutoring and the provision of education readiness support services to children and families), K 12 Success: Providing services to support academic and behavioral outcomes of students in low achieving elementary, middle and high schools (teaching, tutoring, mentoring of students, expansion of learning or out of school time programs and other school improvement support), and Post Secondary Success: Providing services that prepare students for higher education and training and improve the prospects of success in post secondary education institutions for economically disadvantaged students (programs that help students prepare for college and careers including, college counseling, tutoring, enrollment support, retention activities for first generation and low income students) 5
6 Please see the chart below that further illustrates how the proposed partnerships must align with the CNCS education objectives described above. 1. Providing services to students living in poverty to increase enrollment and success in a post secondary institution. Providing service to students living in poverty to receive vocational or technical certification from an accredited post secondary institution or to continue to another year of post secondary education. Where possible, project activities within these education objectives should seek to align with the goals of the national Together for Tomorrow initiative: Celebrate and inspire community and family engagement in education and strengthen a community culture of education success Foster the capacity of low performing schools to manage school community partnerships Focus community partnerships on boosting key measurable student outcomes: attendance, behavior and course performance and college access as a means to improve low performing schools. 2. Additional Priorities The Corporation for National Service and Massachusetts Campus Compact prioritizes the following types of partnerships for : 1. Partnerships which introduce or expand science, technology, engineering and math education (STEM) programming for K 12 students who attend under performing schools and/or; 2. Partnerships that will build programs between STEM students, faculty, staff and community partners to develop long term solutions for bolstering the number of underrepresented students who obtain STEM degrees. Please indicate on the application information page if your proposed program will meet this priority. 6
7 3. Restricted Activities The following are federal restrictions on the use of AmeriCorps*VISTA positions: AmeriCorps*VISTA members are not permitted to engage in any political or lobbying activities including but not limited to voter registration drives and pro or anti labor organizing. AmeriCorps*VISTA members are not permitted to hold another job or receive additional compensation for work performed. AmeriCorps*VISTA members are not permitted to proselytize or engage in related activities. The following are additional restrictions on the use of MACC AmeriCorps*VISTA positions: MACC AmeriCorps*VISTA members are not permitted to transport students to and from service sites on a regular basis. MACC AmeriCorps*VISTA members are not allowed to chaperone students or act as the sole campus representative on a student trip. MACC AmeriCorps*VISTA members are not allowed to travel outside of the country in an official capacity (this includes international service trips). MACC AmeriCorps*VISTA members are not permitted to serve as the legal applicant or program director for MACC or other state or federally sponsored grant programs or bear sole responsibility for such programs including the Federal college work study program. MACC AmeriCorps*VISTA positions may not supplant, replace or eliminate staff positions. In addition they are not to be used as an administrative stopgap during a hiring freeze, employee maternity leave or work stoppage. 4. Program Duration The MACC AmeriCorps*VISTA program year will be August 6, 2015 August 5, B. Host Site Requirements 1. Recruitment MACC implements and manages a national recruitment process to develop a pool of qualified candidates. Host campuses are required to help with the recruitment effort by promoting the availability of the MACC AmeriCorps*VISTA positions to eligible students on their campus. In addition, host campuses are welcome and encouraged to engage in the recruitment and identification of a candidate from their campus or community who is then forwarded to MACC and prioritized in the selection process. MACC will provide support and guidance to campuses that wish to identify their own candidates. The deadline for candidate submission is June 5, 2015 in order for the candidate to be interviewed by MACC and forwarded to the CNCS for final approval. 7
8 2. Supervision and Supervisor Requirements Applicants must designate a person who will serve as the primary host site supervisor. This person must have the capacity to provide day to day supervision of the proposed VISTA. In addition, the proposed community partner(s) must also designate a person who will serve as the secondary supervisor onsite for the coordination of the proposed partnership. Applications should describe the strategy for communication between the partners and the MACC VISTA. In our experience programs which build in reliable and clear plans for both 1:1 communication and 3 way communication are the most successful. MACC strongly prefers that the proposed primary supervisor be a full time employee of the host institution. MACC expects year round supervision regardless of the host institution s summer schedule. Prior to placement the campus and community partner supervisors will submit the Volunteer Assignment Description (VAD). This work plan will be the document by which supervisors assess the progress of the MACC VISTA on building capacity for the partnership. Instructions for the VAD will be distributed post award notification and will be due to MACC in June. Host site supervisors and community partner supervisors are required to attend the supervisors orientation and two grantee meetings. The partnership must accommodate at least one site visit, and conduct data collection for mid and end of year MACC progress reporting. 3. Required Host Campus Support Host sites are expected to provide their assigned MACC AmeriCorps*VISTA member with: College ID with library privileges Secure office/desk space with office supplies Daily access to phone and private voic Daily access to computer with internet and an individual account Access to fax, photocopier and printer Comprehensive community and campus orientation Support in securing housing and accessing resources at the local level if necessary Host sites and identified community partners must work together to ensure that the MACC VISTA has adequate support at the community partner site as well. 4. Cost Share Expectations For the program year, CNCS expects one third of the the MACC AmeriCorps*VISTA portfolio to be made up of cost share positions. Cost share host sites are responsible for covering the total cost of the VISTA living allowance. CNCS covers all the remaining federal program costs for each VISTA (member orientation, health care, child care, and end of service cash stipend or Segal Education Award). Cost sharing is a practice common within AmeriCorps*VISTA nationally and has proven to be a successful strategy for leveraging support for community engagement partnerships in the MACC network for many years. Host sites and their partners are encouraged to apply as cost share sites at the start of their program cycle and are expected to transition into cost share sites by year three. Host sites 8
9 and partners may share the cost of the cost share position and are welcome to propose incremental cost sharing plans over the 3 year cycle. Once MACC AmeriCorps*VISTA positions are awarded, MACC cost share sites will be invoiced either $12,500 (Central and Western MA) or $15,000 (Boston area) depending on the region of service of the AmeriCorps*VISTA member assigned to their campus. Living allowance amounts are county specific and determined at the federal level. Full cost share positions are not required to pay the host site fee, partial or incremental cost shares will pay an incremental host site fee. 5. Host Site Fee MACC requires all AmeriCorps*VISTA host institutions that are not cost sharing to provide a cash match of $2,500 per position. These funds support trainings, meetings and professional development opportunities, and help defray the cost of national recruitment. The host site fee follows common practice in Campus Compact AmeriCorps*VISTA programs across the country and is strongly supported by the Corporation for National and Community Service. MACC will invoice host campuses for this fee before the position start date. C. MACC VISTA Support of Host Sites and MACC VISTA Members The full time Director of MACC AmeriCorps*VISTA program is responsible for the overall supervision and management of the program including recruitment, day to day administration, supervision of the AmeriCorps*VISTA Leaders and serving as the liaison to the CNCS State and National offices. The MACC AmeriCorps*VISTA Leaders conduct regular check ins with MACC VISTA members, maintain the listserv, web presence, blog, google drive and social media. They conduct a minimum of two site visits per year with members, and support the logistics and design of all training and recruiting events. Host sites and MACC VISTA members are convened in a variety of ways throughout the year: new supervisor orientation, early grantee meeting, an early service and close of service retreat, mid year grantee meeting, and numerous training and professional development days and monthly collaboration meetings. Host supervisors are critical not only to the success of their MACC AmeriCorps*VISTA member, but also to the development and sustainability of the designated campus community partnership. In as in past years, MACC will continue to provide host site supervisors with additional resources and optional opportunities to learn from one another as well as from leaders in the field. III. Capacity Building Performance Measures and Reporting Requirements Building the capacity of organizations and programs to alleviate poverty is a core principle of the VISTA program and a critical component of every MACC AmeriCorps*VISTA project. MACC AmeriCorps*VISTA members do this by leveraging resources, expanding the scale and reach, effectiveness and efficiency of education programming designed to support children and youth who live in low income neighborhoods or who attend under resourced schools. The attached Table 1: Alignment of Campus Community Partnership Service Delivery with MACC AmeriCorps*VISTA 9
10 Capacity Building Activity details the interplay between the intended partnership program and the capacity building effort of the MACC AmeriCorps*VISTA member. The table can be found at the end of this document. The program requires that every partnership that receives capacity building support track and collect data. Host sites will be asked to set capacity building goals and track their progress toward achieving them. Data will be collected by MACC through online tools at the beginning, mid year and end of year, the types of data outputs that are needed are also detailed in attached Table 1. Host sites may utilize MACC AmeriCorps*VISTA capacity building efforts to design and develop data collection tools and performance outcome tools for the partnership as well as design and implement continuous improvement practices for the partnership. It is critical that the partnership be able to measure the effectiveness of its programming and it is also critical that the partnership measure the effectiveness of the capacity building effort. Proposals must include evidence that there is a plan in place to collect necessary data, describe data collection methods, and target outputs that will result from the capacity building effort. In addition, the proposal must detail how the partnership will conduct continuous improvement measures and how the partnership will measure progress toward achieving its capacity building goals. IV. Proposal Submission Process 1. Application Assistance MACC will offer two application assistance sessions: 1. Tuesday, March 3, 2015 from 1:00pm 4:00pm at the MACC office in downtown Boston 2. V. Application Instructions 1. Applicant Information page Please complete the applicant information page found at the end of this document. 2. Executive Summary (not to exceed 250 words ) Provide a clear and concise description of the proposed partnership, its anti poverty focus, education goals and the specific capacity building effort of the MACC AmeriCorps*VISTA. The executive summary will be used to describe your program throughout the year and must also include the name of the institution, the name of the partner organization(s) and the names and titles of the key personnel. 3. Project Narrative The project narrative must be organized into the five sections outlined below. The narrative must not exceed 10 double spaced pages in 12 point font. Applicants are not required to use all 10 pages. a. Need In this section clearly describe the unmet educational needs of the low income population being addressed by the partnership and the intended goal of the capacity building effort of the MACC VISTA. How will the capacity building strategy lead to the final outcomes for the beneficiary community? Using data that is current, objective and specific to the community being served, substantiate the need you aim to address and explain why capacity building efforts are needed and why capacity building will help the partnership achieve its intended results. Cite the data source and include any evidence that suggests your proposed intervention will be successful such as past 11
12 performance, results from your or your partner s research, other credible research sources or results from a similar successful program. For example: An applicant proposes to utilize a MACC AmeriCorps*VISTA to build capacity for a volunteer recruitment and management system in which recruited student volunteers will tutor 3 rd grade students in an underperforming school for an hour a day, three days per week. The applicant believes that as a result of tutoring the students academic performance will improve. To support this programming approach, the applicant would describe any evidence that the intervention will result in improved academic performance. Renewal Proposals: Demonstrate the need for AmeriCorps*VISTA capacity building for this partnership for another year. If the request is for a second or third year of a full time AmeriCorps*VISTA position, please explain how the work of the prior MACC VISTA is being sustained and the plan to sustain the partnership at its increased capacity beyond MACC VISTA support. b. Strengthening Communities In this section, describe how your partnership and the proposed capacity building effort of the MACC AmeriCorps*VISTA aim to complement or expand current efforts in the community to address the school readiness, K 12 success or post secondary success needs of low income children. In which area of the three education priorities will your partnership deliver service? If the AmeriCorps*VISTA position is intended to build capacity in more than one area of the education priority (for example K 12 success through a tutoring/mentoring program and post secondary success through college access programming), please make sure the capacity building goals in each area are detailed separately. Please answer the following questions: 1. Describe the intended capacity building goals and outcomes of the proposed position. 2. How will the development of the partnership and the capacity building effort of the MACC AmeriCorps*VISTA result in increased capacity of the partner organization(s) to meet the educational needs of children in underperforming schools and low income communities? 3. What is the history of the partnership(s)? 4. How and why was the partner(s) selected to host a MACC AmeriCorps*VISTA member? 5. How was the partnering organization(s) involved in designing the proposed scope of work? 6. What are the primary departments on campus that the proposed MACC AmeriCorps*VISTA will be working with? 7. How does the proposed partnership work align with existing plans for long term community engagement work between the campus and the local community? 8. How will your approach change over time as the work plan is implemented? 9. What is the plan for sustaining the program at its increased capacity and the partnership overall after the service is completed? Renewal proposals: Responses to the above questions must be framed in terms of the original partnership proposal, describe your assessment of where the partnership is now and detail how the partnership s capacity building goals have grown or changed based on lessons learned from prior years. Of particular interest is what the partnership has learned as the result of its continuous 12
13 improvement measures and how the program will be sustained at its increased capacity in the years to come. c. Organizational Capacity In this section please describe your capacity to successfully host a MACC AmeriCorps*VISTA member in collaboration with a community partner. Please consider the following in your response: 1. Discuss your capacity to host a MACC AmeriCorps*VISTA member and your community partners organizational capacity to host a MACC AmeriCorps*VISTA member. 2. What experience do you have with the proposed partnership? 3. What resources including office and desk space, access to computer, phone, and other supplies will you provide to the MACC AmeriCorps*VISTA member? What will the community partner provide? Renewal proposals: Describe what was provided for the MACC AmeriCorps*VISTA in the past year(s) and delineate modifications, if any, for the upcoming year. d. Project Management In this section describe both your plan to supervise the MACC AmeriCorps*VISTA member and to collect the required data about your proposed partnership as described in Table 1. Please consider the following in your response: 1. Who will supervise the MACC AmeriCorps*VISTA at the host site? 2. Who will supervise the MACC AmeriCorps*VISTA at the community partner site? 3. What is the plan for communication between all parties? 4. What strategies will be employed to ensure that the MACC AmeriCorps*VISTA is prepared for their assignment, supported and given regular feedback. 5. How will the supervisors monitor progress toward the accomplishment of the goals of the VISTA Assignment Description? 6. Describe in detail your plans for data collection and assessing the impact of the capacity building effort? Describe in detail the MACC VISTA role in data collection and impact assessment. 7. What data collection tools will be used? How will you coordinate with partner sites for data collection? Renewal proposals: Describe the supervision approach for the MACC AmeriCorps*VISTA in the past year(s) and delineate modifications, if any, for the upcoming year. Describe the data collection and impact assessment effort during the past year and note changes for the year ahead. e. Recruitment and Development There are two separate methods of recruitment for identifying MACC AmeriCorps*VISTA members: 1. MACC coordinated recruitment (all recruitment efforts are conducted by the MACC AmeriCorps*VISTA team and the most qualified candidate is matched to a host site), and 2. Local recruitment (all recruitment efforts are conducted through the host site). 13
14 In this section describe your preference between the two options above and answer the following questions: 1. What qualities are most needed for the MACC AmeriCorps*VISTA to have a successful year? 2. What service related transportation is necessary for this position? Is public transit available? 3. What additional resources can the campus provide for this position; for example housing assistance, meal plan, MBTA pass, professional development training and conferences. Renewal proposals: Please indicate whether your current MACC AmeriCorps*VISTA has plans to serve for an additional year. 4. Attachments The following are required attachments: 1. Letter of support from each of the proposed partners reflecting commitment and mutual investment in the partnership and the capacity building goals that require MACC VISTA support; 2. Letter of support from the senior academic administrator in charge of the division where the MACC VISTA will be hosted detailing knowledge of the partnership, how the goals of the proposed project are aligned with the institutional mission and vision, and a statement of the resource commitment of the campus to support the MACC VISTA placement; 3. Job description for the MACC VISTA position; 4.
