1 NORWIN SCHOOL DISTRICT JOB DESCRIPTION JOB ANALYSIS Under the direction of the Superintendent and in cooperation with other District administrators, the shall assist the Superintendent in providing leadership, vision and strategic direction for curriculum, instruction, assessment, school improvement initiatives, and professional development of principals and professional staff. The ultimate goal of the Assistant Superintendent of Secondary Education shall be developing, achieving, and maintaining the best possible educational programs and services. The shall plan, organize, and direct the overall functioning and management of the secondary instructional program, and collaborate and provide support to secondary principals and secondary teachers in meeting identified instructional goals of the District. ESSENTIAL FUNCTIONS Secondary Education 1. Supervises and evaluates the secondary principals; supervises secondary department heads; coordinates professional staff evaluations (designing a program with the Assistant Superintendent of Elementary Education); coordinates hiring of professional staff with other District administrators; and observes and evaluates teachers. 2. Coordinates grades 7-12 curriculum (Chapter 4 Regulations), including secondary-level textbook adoptions, the Secondary Advisory Committee, and the Strategic Plan (in cooperation with the Assistant Superintendent of Elementary Education). Oversees 7-12 music, art, instructional technology, library, and health/physical education programs. Reviews local and state assessment data. Helps to prepare and monitor the annual secondary program budget in cooperation with building principals and Director of Business Affairs; coordinates supply ordering with the Director of Business Affairs. Completes applicable state reports as needed. Reviews and approves conference and workshop requests (7-12). Engages in ongoing evaluations of the effectiveness of the instructional program. 3. Coordinates student teacher and intern assignments for grades 7-12, induction and mentor programs for teachers in grades K-12 (in cooperation with other District administrators), and staff development (with other District administrators). 4. Provides leadership and oversees the K-12, in collaboration with designated principal who has coordination responsibilities. Health and Wellness Committee. Serves as a liaison to the Parents Advisory Committee, Norwin Council of PTAs, Character Education Committee, and the Westmoreland Intermediate Unit Curriculum Council.

Assists the Superintendent in establishing educational goals for the School District (7-12) that will foster instructional excellence and will be in compliance with the requirements of the Pennsylvania Department of Education, state and federal regulations. 6. Oversees curriculum, instruction, and assessment. Directs the process of curriculum development, implementation, monitoring, and evaluation; keeps abreast of current research and trends in education and professional learning communities. 7. Directs the planning, publication, implementation, and evaluation of 7-12 District curricula through the multi-year Curriculum Cycle in cooperation with other District administrators. Coordinates the selection of textbooks, instructional materials, educational software, equipment, and media resources; directs publication and maintenance of curriculum guides and materials for use in the instructional program; and maintains District-wide curriculum materials. 8. Monitors implementation of District and state-mandated testing and assessments to measure student performance. Analyzes data on student testing and assessment. Reviews, modifies, and initiates District strategic educational initiatives, curriculum, and instruction for continuous improvement of student achievement and growth. Prepares a variety of narrative and statistical reports regarding the secondary programs and standardized test scores. 9. Collaborates with the Assistant Superintendent of Elementary Education in the initiation of professional development activities for District teachers and administrators; assists in preparation of staff development activities for support personnel in cooperation with the Director of Human Resources. Works cooperatively with the Assistant Superintendent of Elementary Education in planning of activities, monitoring of program, and preparing professional development reports. 10. Serves as liaison to the Pennsylvania Department of Education, the Westmoreland Intermediate Unit, and other agencies to ensure compliance with all laws, regulations, and policies relating to the instructional program; remains abreast of developments and innovations in the field through knowledge of current literature and participation in professional conferences and workshops. 11. Assesses secondary staffing needs and projections. Assists the Director of Human Resources in the screening, interviewing, selection, and assignment of secondary professional and support personnel. 12. Visits school sites and classrooms to provide instructional support to teachers using best-practice and research-based instructional methods and assists principals and teachers in data-driven decision making to improve student achievement. 13. Maintains data regarding grading, retention, promotions, and the initiation or closure of an educational program. 14. Manages parent and/or guardian concerns regarding secondary education testing, assessment, and other issues. 15. Responsible for preparation, maintenance, and evaluation of all required records and reports delegated to the.

3 JOB DESCRIPTION, CONTINUED Page 3 of 7 Monitors preparation of attendance reports and data necessary for reimbursement of funds, collection of tuition and similar fiscal matters in cooperation with the Director of Business Affairs. 16. Assists in publication of student, parent, and community informational materials. 17. Participates in student expulsion hearings (7-12) and any intervention first-step expulsion hearings as directed by the Superintendent. 18. Participates in District and/or building-level administrative meetings to ensure more effective and efficient implementation of delegated duties and responsibilities. Attends Board of School Directors meetings and participates and/or prepares reports as required. District Programs 19. Provides leadership of and oversight for K-12 Department Heads for annual goalsetting and subsequent meetings. 20. Provides leadership of and oversight for Title II Professional Development program planning. 21. Provides leadership and oversight for K-12 STEM Education. 22. Coordinates career exploration programs for K-12 students. 23. Coordinates College and Career Pathways Program. 24. Promotes the creation of an Office of Collegiate Affairs. 25. Emphasizes the Pennsylvania Career Education and Work Standards. 26. Promotes the guidance office as a nexus to student leadership and senior internship opportunities. 27. Coordinates and supervises the delivery of educational technology to District students and teachers. Coordinates the Center for 21 st Century Learners program. 28. Assists in the coordination of the Act 48 Plan and in the preparation and review of the District annual budget. 29. Coordinates the College in the High School program, the Norwin summer school program for online credit recovery, the District data plan and data analysis, and the driver education program. Assists in the coordination of the comprehensive career planning program and vocational education. Coordinates robotics program and camps. Oversees the District Health and Wellness Program. 30. Supervises and annually evaluates the following administrators: Secondary School Principals and Assistant Principals Coordinator of Educational Technology Coordinator of STEM Education Coordinator of School Safety Coordinator of Drug Prevention and Awareness

4 JOB DESCRIPTION, CONTINUED Page 4 of Serves as a member of the District s Emergency Management Plan Team. and serves as District s Public Information Officer in the event of a crisis. 32. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. 33. Interviews prospective administrative and professional candidates and reviews personnel applications. 34. Reviews the implementation of Special Education and Student Services Department initiatives. 35. Performs any other duties assigned by the Superintendent. COGNITIVE ABILITIES Ability to establish and maintain productive working relationships with staff, business associates, and general community. Ability to work on multiple tasks and prioritize appropriately. Ability to recognize areas of concern relating to secondary education issues and propose or recommend appropriate solutions to problems. Ability to communicate effectively. Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to effectively handle emergency work. PROFESSIONAL QUALIFICATIONS The shall be a strong leader in the design, implementation, and management of a complex secondary-wide system focused on continuous improvement of student performance and achievement. The shall have extensive experience in and sophisticated knowledge of curriculum, best practices in instruction and assessment, school operations and management, leadership development, and a demonstrated record of success in leading strategic educational initiatives that result in measureable improved student achievement. Requirements for the position include: An earned doctorate in Educational Administration preferred. Superintendent s Letter of Eligibility as required by the Commonwealth of Pennsylvania.

5 JOB DESCRIPTION, CONTINUED Page 5 of 7 Three years of experience as a building principal or administrator. At least five years of experience as a classroom teacher. Demonstrated knowledge and application of effective secondary education principles, practices and trends. Computer literacy. Executive Core Qualifications, including the ability to lead change and lead people, the ability to meet District goals with a focus on results, the possession of business acumen, and the ability to build coalitions. Must be able to lead and manage, and to ensure that targeted goals and initiatives are achieved. Ability to enhance overall educational programs and services for all students by building capacity and consistency for effective change and sustainability. Ability to increase capacity, accountability, and efficiency for improved effectiveness among administrative and professional personnel. Ability to enhance communication, critical thinking skills, and collaboration among administrative and professional personnel. Ability to promote team-building and shared responsibilities among administrative and professional personnel. Ability to perform the above responsibilities at a high level. REPORTS TO Superintendent of Schools. POSITION REQUIREMENTS Physical Demands: Frequent travel to School District offices, buildings, classroom and grounds. Frequent traversing throughout various buildings. Sitting for extended periods. Standing for periods of time. Moderate lifting from pounds. Some moving of various items - up to 30 pounds. Manual dexterity to use office equipment. Repetitive operation of computer keyboard. Sensory Abilities: Ability to communicate effectively in all aspects of the job. Work Environment: Generally, office setting year round.

Ability to use computer technology efficiently including word processing, presentation/webpage software, PowerPoint and Excel software applications. Ability to appropriately handle confidential information in accordance with district policies. Ability to use technology for group meetings, presentations (i.e. overhead, document camera, projector and video equipment). Driver s License: Must have a valid PA driver s license. Clearances: Every employee must submit an Arrest/Conviction Report and Certification Form as required under Pennsylvania Act 24 of 2011, Act 34 (Criminal Record Check), Act 151 (Child Abuse History Check), FBI (Federal Bureau of Investigation) Criminal History Check, and Act 126 Child Abuse Recognition and Reporting Training. As per Act 15 of 2015, all clearances must be renewed every five (5) years. Also, as of December 22, 2014, Act 168 of 2014 requires all newly hired employees to provide the District with the Sexual Misconduct/Abuse Disclosure Release Form for all previous employers/organizations in which they had direct contact with children. The District may not hire any applicant for a position until the employment history review process has been complete.

7 JOB DESCRIPTION, CONTINUED Page 7 of 7 TERMS OF EMPLOYMENT Twelve-month work year. Terms and conditions of employment shall be as agreed upon by the Assistant Superintendent and Board, and incorporated into a written agreement between the Board and the Assistant Superintendent. The length of the period of employment must conform to Section 1073 of the Pennsylvania School Code, being either three (3), four (4), or five (5) years. EVALUATION Performance will be evaluated annually by the Superintendent of Schools in accordance with the provisions of Policy on Evaluation of Administrative Personnel, as amended. Approved by Administration and provided to the Board of School Directors on August 17, 2015.
