2 Introduction Violence is understood to mean all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse. A 2014 EU Fundamental Rights Agency (FRA) report on violence against women reveals that, on average in the EU, 27% of women had experienced some form of physical violence before the age of 15 by an adult (i.e. roughly 61 million women who were physically or sexually abused in childhood by an adult. Child protection systems cover a wide range of interventions including prevention, identification, reporting, referral, investigation, treatment, followup, judicial involvement and effective procedures [ ]. 4 Who we are The IWF was established in 1996 and is an independent self-regulatory body (Charity) Funded by the online industry and the EU + 30 staff, including 12 ICA s (Internet Content Analysts) Close working relationships with law enforcement Part of wider international framework to combat the availability of child sexual abuse material 4

8 How we operate Relevant police agency notified for investigation (= CEOP) Report submitted to INHOPE or direct contact with international hotline/relevant police agency Notice sent to hosting provider to preserve evidence and remove content Webpage added to IWF URL list to prevent accidental access until content is removed and liaison with international hotline and relevant police agency ~ Removed in 1 HOUR Webpage monitored until content is removed Webpage monitored until content is removed and webpage taken from IWF URL list after removal ~ 84 % removed in 10 DAYS
9 IWF Services Notice and takedown in the UK; Removal of criminal content hosted outside the UK by sending details of the content to the INHOPE Hotline or to law enforcement in that country A URL list for industry to block/filter content hosted outside of the UK to disrupt the availability of this content; Development of an IWF Hash List; A keywords list of search terms used to find criminal content; Monitoring of newsgroups and issuing of takedown notices for individual postings where child sexual abuse content is identified.
