2 Introduction Violence is understood to mean all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse. A 2014 EU Fundamental Rights Agency (FRA) report on violence against women reveals that, on average in the EU, 27% of women had experienced some form of physical violence before the age of 15 by an adult (i.e. roughly 61 million women who were physically or sexually abused in childhood by an adult. Child protection systems cover a wide range of interventions including prevention, identification, reporting, referral, investigation, treatment, followup, judicial involvement and effective procedures [ ]. Quotes from the Reflection Paper 2
