3 Goals for Today s Panel Identify the commonalities between the aims of Ohio Shifting Gears and those of Career-Technical Credit Transfer and Dual Enrollment as well as the University System of Ohio. Gain an appreciation for the statewide nature of Career-Technical Credit Transfer and how its adoption can benefit secondary and adult learners. Recognize the importance of regional, bilateral transfer agreements and the synergism between these agreements and CT².
4 Goal One Identify the commonalities between the aims of Ohio Shifting Gears and those of Career-Technical Credit Transfer and Dual Enrollment as well as the University System of Ohio.
5 Relationships Between Aims and Goals Ohio Shifting Gears Career-Technical Credit Transfer USO Strategic Plan 1 Increase educational attainment and earnings potential of lower-income working adults. 2 3 Widen the access to postsecondary workforce education. Shorten their pathways to degrees or credentials & speed progress with fewer interruptions. H.B. 66 is about keeping Ohio s citizens moving forward by formalizing a state-wide guarantee enabling progression from CTAE to postsecondary education. Procedures shall apply to courses [and/or programs] that can be identified as equivalent and common in CTAE institutions as well as colleges and universities. Decrease the time to degree/certificate completion. Transfer agreed upon technical courses without unnecessary duplication or institutional barriers. Attain their [students] highest educational aspirations in the most efficient and effective manner. Take equivalent technical courses anywhere within the public educational system. Transfer the technical credits without unnecessary duplication or institutional barriers.

7 Ohio s Commitment to Articulation and Transfer 1990 Ohio Articulation and Transfer Policy and the Ohio Transfer Module H. B. 95 (ORC ) created the Transfer Assurance Guides (TAGs) H. B. 66 (ORC ) created Career- Technical Credit Transfer (CT²) University System of Ohio
8 Understanding Career-Technical Credit Transfer Uses learning outcomes to form the basis for a system of equivalency. Extends a statewide course content guarantee to technical education courses. Supports progression/pathway from secondary and adult career-technical courses/programs to public institutions of higher education. Key phrases are: Agreed upon secondary/adult career-technical content. Commonly agreed upon technical course work. Content based on industry standards. Content completed by secondary or adult CTAE students and transferable and applicable to any state supported institution of higher educaton.

11 Important Considerations about CT² Recognized industry standards has been interpreted to mean credentials or licenses. Program charters, accreditations, or approvals are used as proof that learning outcomes are being met. CT² does not supplant or undermine regional, bilateral agreements. It provides a minimum statewide course guarantee. Career-Technical Assurance Guides (CTAGs) and Career-Technical Articulation Numbers (CTANs) serve as the currency exchange where programs and courses are deemed equivalent. A barrier to implementation has been the acceptance of CT² and the failure to recognize that it is mandatory.
