3 1 BACKGROUND Parliament currently employs multiple service providers to provide various telecommunications services that enable technology dependant business solutions. 2 OBJECTIVES The broad objectives of this RFT include: To provide prospective service providers with adequate information to understand and respond to Parliament s requirements for a new telecommunications service provider. To ensure uniformity in the responses received from each prospective service provider To provide a structured framework for the evaluation of proposals. 3 PURPOSE OF RFP Parliament seeks to identify and appoint a suitable service provider to supply telecommunication services for a period of three years. 4 EVALUATION CRITERIA The 90/10 preference point system is applicable on this bid. Preference points for this bid shall be awarded for: (a) Comparative price and functionality (90) (b) BEE (10) The threshold for functionality is set at 70%. Any service provider that scores below the threshold will not proceed further in the evaluation process. 4 5 FUNCTIONAL REQUIREMENTS 5.1 FUNCTIONAL REQUIREMENTS o Internet 100Mbps Metro-E / Fibre connection for internet connectivity scaled down to a minimum of 20mb Additional bandwidth to be made available at short notice for special events (e.g.: state of the nation address and budget speech) Minimum annual increase in internet bandwidth of 5Mbps 100% of bandwidth purchased to be available to local and international sites without any kind of contention International connectivity to be provided via 2 or more breakout points A router will be rented from and managed by the service provider to terminate this access in 90 Plein Street - 5th floor data centre ( ) o Site to site connectivity over MPLS VPN for Parliamentary Democracy Offices 1Mbps connection into cloud from each office Custom QOS to match Parliament s traffic requirements Fully managed router to be rented from service provider for each office o Site to site connectivity directly to Travel Solution hosted by MWEB 1Mbps diginet to Travel Solution hosted on the same router that is used for internet connectivity o Additional services DNS hosting of parliament.gov.za zone Registration and hosting of following domain: Parliament.co.za o In the cloud mail filtering Heuristic spam detection, real-time blacklists, greylisting, etc to be done inside the service provider s network Access to a web console to manage rules and policies pertaining to mail filtering to be provided o In the cloud intruder detection / prevention system All traffic inbound (to Parliament) from the internet to be scanned for and cleansed of known attacks IDP/IPS to occur inside service provider s network Access to a web console to manage IDP/IPS Provision of Telecommunication Services Page 4 of 11

8 6 GENERAL REQUIREMENTS 6.1 PROJECT DELIVERABLES The following deliverables must be provided: Supply various telecommunications services for a period of three years. Parliament will provide a project management resource to ensure all work required from Parliamentary staff is done within scope, budget and delivered on time. The service provider is responsible for ensuring the same is done for their staff. Single consolidated monthly invoice Single point of contact for all technical and administrative queries Draft Service Level Agreement with the following objectives 99.99% availability (24x7x365) for the internet connection 98% availability (24x7x365) for all other connectivity Quarterly review meetings Penalties for non compliance Service provider to provide access to a comprehensive monitoring system to check SLA adherence 6.2 PROJECT GOVERNANCE The IT service provider must comply with the following: Security clearances for all staff including sub-contractors; Sign confidentiality agreements; and All intellectual property remains the property of Parliament. 9 7 RESPONSES PROPOSAL RESPONSES Responses should include the following information: Service providers responses must be laid out in the format described in this section. Sections must be clearly labelled. 7.1 Service Provider Contact Details Specify name, position, address and other contact details ( , telephone, and fax) of the person within the service provider organisation responsible for leading the bid process and to whom all correspondence should be directed. Who, within the service provider organisation, will be authorised to conduct the contract negotiations and sign the eventual contract? 7.2 Service Provider Profile Service provider name and address Company / organisation structure Commencement date of business Comprehensive audited financial statements for the last three completed financial years (with comparative figures) Supply a list of references (preferably Public Sector Organizations) where similar work has been performed. Provide contact names, their position in the organisation and their contact numbers as well as the value of the work done. Proof of affiliation with authorized official body (e.g. ISPA- Internet Service Provider Association) Provide a proposed Service level Agreement for post-implementation support. (Refer to item 7 above) Provide a proposed high level project plan for the implementation Provide 2 copies of all tender submissions and 1 copy on CD. 10 7.3 Financials All costs / prices must be supplied in a separate, sealed envelope. (see Annexure F(3)) 8 GENERAL CONDITIONS The following information applies: a. All proposals in response to this RFP, whether successful or unsuccessful, will become the property of Parliament. b. The price would not be the only determining factor. c. Copyright remains that of Parliament and all copies of material used in the project should be returned to Parliament. d. Parliament reserves the right not to award this contract. e. Parliament reserves the right to add or remove products or services from the responses received. f. The award of the contract will be in line with the Preferential Procurement Policy Framework Act. g. All quotations must be valid for a period of 90 days after the closing date. h. The service provider may be required to provide further information or clarification. i. SLA s will be concluded with the successful service provider j. The service provider must certify that the personnel identified in its response to this Bid will be the persons actually assigned to Parliament. Any changes in the personnel from those identified in the response to the Bid must be approved by Parliament. Parliament may, at its discretion, require the removal and replacement of any of the Service Providers Personnel who do not perform adequately. Provision of Telecommunication Services Page 10 of 11

11 k. Service provider must comply with Parliament security clearance l. Service provider must be willing to sign confidentiality agreement m. The Service Provider will accept and follow direction and instructions from Parliament for the management of services. n. All responses must conform to instructions. Failure to provide relevant information, signatures or any other requirements of this RFP will result in instant disqualification. o. The Service Provider must follow the submission format as indicated in the Proposal Response section. p. The Supplier Forms attached should be completed and submitted with the proposal. q. Any costs incurred by the service providers in preparing and submitting their response to the RFP will be the sole responsibility of the service provider.
