2 Ardian FULLANI Governor BANK OF ALBANIA Mr. Ardian Fullani gaduated from Faculty of Economy in Finance and from Faculty of Law, University of Tirana, respectively in 1977 and He has extensive experience and in-depth knowledge of the banking sector in Albania and abroad. He started working at the State Bank of Albania in 1985 and in 1987 was appointed Deputy Director of Foreign Department and worked in this capacity until Over he was Head of Foreign Department at the Albanian Commercial Bank. Mr. Ardian Fullani joined the Bank of Albania in 1992, in the capacity of the Deputy Governor of the Bank of Albania and further on, during , he was appointed Director of Foreign Department. During his activity in this sector, he has rendered his valuable contribution to establishing a modern central bank in Albania, preparing its regulatory framework, especially as regards foreign exchange market operation, foreign reserve management policies, and designing and coordinating the Bank of Albania strategies for the intermediation and cooperation with the IMF, WB, EBRD and with other international financial institutions. Mr. Fullani has been the coordinator of foreign financed investment projects in Albania (including FEFAD, Foundation for Enter prise Finance and Development, and KFW, Kreditanstalt für Wiederaufbau). He has been the Albanian coordinator for the establishment and licensing of first joint-stock commercial banks (the Italian Albanian Bank and the Arab Albanian Islamic Bank); coordinator and participant in the Albanian External Debt Committee with the Paris Club and the Advisory Committee of 40 crediting banks, for reconciliation and rescheduling of Albania s debts in arrears. During , Mr. Fullani focused his career on consultancy in national and international development projects, such as German-Albanian projects on: financing small and medium-size enterprises in agriculture and agro-industry; foreign exchange market restructuring and institutionalization and capital market development in Albania; capital market analysis in Albania. Mr. Fullani is a co-author of a research on risks and consequences of formalization, restructuring and transformation of pyramid schemes in Albania. His experience with the Italian-Albanian Bank includes the period , initially as Deputy General Manager and Head of the Financial Department ( ) and later on as General Manager ( ). He has been also working in the capacity of the President of the Albanian Association of Banks, Chairman of the Institute of Banking Studies and Assistance, as well as Commissioner of the Albanian Securities Commission. He has also written many articles and scientific papers on economic and financial issues. He is fluent in three foreign languages: English, Italian and German. Mr. Ardian Fullani is the Governor of the Bank of Albania and Member of its Supervisory Council since October Governor Fullani is awarded the title "Commendatore dell'ordine della Stella della solidarietà italiana / Order of the Star of Italian Solidarity", by the President of the Republic of Italy. 1

3 Dejan ŠOŠKIĆ Governor NATIONAL BANK OF SERBIA Dejan Šoškić was born in Belgrade in He graduated in 1989 from Belgrade University, Faculty of Economics, and obtained his MSc degree in 1993 and PhD degree in 1999 from the same University. Mr Šoškić is an Associate Professor at the Faculty of Economics in Belgrade. As a lecturer at graduate and MBA courses at the University of Nebraska, Omaha, Mr Šoškić taught financial markets and institutions, financial management and international business and economics. In 2002, he was a guest lecturer at universities of New Haven, Rhode Island and Berkeley, USA. He attended specialised financial market courses at US universities (in 1994, 1998 and 2002) and the Swiss National Bank (in 2001). Mr Šoškić is a Fulbright alumnus and member of the Presidency of the Scientific Association of Economists in Serbia. He served as a special financial markets advisor in the National Bank of Yugoslavia (end ), economic policy advisor in the EU Policy and Legal Advice Centre ( ), and was a member of the Council of the National Bank of Serbia ( ) and its Chairman until 28 July He authored the book Securities: Portfolio Management and Investment Funds, and co-authored Financial Markets and Institutions, Economic Statistics and Stock Exchange Glossary. He has published more than 40 articles and papers in the field of financial markets and institutions and transition in Serbia. He was appointed Governor of the National Bank of Serbia on 28 July 2010 by the National Assembly of the Republic of Serbia for a term of six years and began his term in office on 29 July

4 Prof. Umberto FILOTTO Full Professor of Banking UNIVERSITA DI ROMA TOR VERGATA Umberto Filotto is Full Professor of Banking Management and Retail Banking in Università di Roma Tor Vergata. He is member of the Faculty and of the Board of emgierre, Master in Financial Management and Advisory of University of Roma Tor Vergata and is the Director of the Consumer Credit Research Center He is member of the Faculty of SDA Bocconi Università Bocconi Business School. Professor Filotto is a member of the Editorial Board of Bancaria published by ABI, of MK Bancaria Editrice and of Eichelos The Consumer Credit Journal. Professor Filotto is Secretary General of Assofin (Italian Consumer and Mortgage Credit Association) and Member of the Board of Eurofinas Brussels. He chairs the Statistical Committee of Eurofinas. He is a member of various Technical Committees of the Italian Banking Association in Rome and Member of the Board of Cardif S.p.A. Groupe BNParibas. He served as a consultant for the DG Enterprise of the European Union, for the Italian Labour Ministry and for several private entities such as At&t, Ncr, Telecom Italia, SAI Group and for a number of Banks. He is Author of various articles and books in banking and finance. His main field of research cover retail banking, consumer lending, financial education. 6 Dariusz ROSTKOWSKI Adviser to the Department of Education and Publishing NATIONAL BANK OF POLAND Dariusz Rostkowski completed philosophy and European studies and post-graduate studies, firstly in Economics and ManagementStudies at University of Warsaw, subsequently in Monetary Policy at the Polish Academy of Sciences. Employed at the National Bank of Poland since Formerly a journalist, reporting for the main Polish newspapers and magazines, dealing primarily with international conflicts and social affairs. Thereafter taking up a post at the Ministry of Foreign Affairs as a Deputy Director, responsible for the cultural promotion of Poland on the international stage. After having moved to the National Bank of Poland, he occupied the position of Deputy Director of the Department of Public Communications, where his role included bridging the gap between NBP and the media by liasing directly with the press community. He then moved to his current position as adviser to the Department of Education and Publishing in NBP where, among his duties, he is responsible for the production and execution of education programs concerning Polish accession to the Eurozone. A important part of this role is to provide sound economic education using all available media channels, including supplements, radio and TV programs and interactive content on the internet. 5

7 Maurizio TRIFILIDIS Head of the Financial Education Unit Banking Supervision Department BANK OF ITALY Born in Asmara (Ethiopia) on 8 December 1951, Mr. Trifilidis has two children. He graduated with first class honours in Economics and Commerce from the University "La Sapienza" in Rome in 1976, awarded following a discussion of his final dissertation on Economic Politics with Professor Federico Caffe'. He continued his studies at the University College of North Wales - Bangor (U.K.). He joined the Bank of Italy in 1976 and was assigned to the Supervision Office of the Turin branch. In 1988 he was transferred to the New York Representative Office. He returned to Rome in 1991, to the Banking and Financial Supervision Area. In 1994 he was appointed Head of the Division for New Banks, Ownership Structures and Competition and, in 1999, Head of the Competition Division. In 2008 he was appointed Head of the Area Coordination and Branch Liaison Unit. On 1 August 2011 he was appointed Head of the Financial Education Unit. He has examined issues concerning the safeguarding and promotion of competition in the banking sector. He has represented the Bank of Italy at national and international level. He is a member of the Joint Committee with the Ministry of Education that deals with financial education. He is a member of the OECD International Network on Financial Education Advisory Board and of the EC Expert Group on Financial Education. He has overseen the work relating to the reorganization of the Banking and Financial Supervision Area, and is the author of numerous publications. 6

8 Steve STILLWELL UK MONEY ADVICE SERVICE Steve Stillwell is a senior manager at the newly created Money Advice Service. Our role is to help everyone in the UK understand and manage their money better by giving clear, unbiased money advice to help people make informed choices. The Service provides information and advice for people online, over the phone and face-to-face and helps people make money choices at key points throughout their lives, whatever their circumstances. We work with partners from a wide range of industries, government and other sectors to find innovative ways to make money matters and financial choices clearer for everyone. Steve joined the Financial Services Authority (FSA) in 2001 to help take forward the early financial capability work in schools. Since then he has been involved in many aspects of financial capability in the UK with the FSA, the Consumer Finance Education Body (CFEB) and now the Money Advice Service. Steve's career began as a secondary school teacher in London. In 1987 he became an education advisor in the London Borough of Enfield, followed by 10 years as a regional director with the Centre for Education and Industry based at the University of Warwick. He represents the Money Advice Service on the OECD s International Network on Financial Education and is a member of expert sub group on national strategy. 7

9 Helena KOLMANOVÁ Executive Director, Consumer Protection Department CZECH NATIONAL BANK Born in Prague, Czech Republic. Education: Graduated at Law Faculty of Charles University in Prague Postgraduate studies at EU Institute in Prague Various seminars in trade and corporate finance and in legal aspects of banking regulation Professional experience: 20 years in commercial banking in Czech and international banks in areas of trade and corporate finance, documentary credits and guarantees and inter-bank credit agreements 5 years in banking regulation of central bank, involved in the implementation of capital requirements directive into Czech legislation 2 years in position of chief lawyer of the Czech Banking Association Since September 2008 Executive director Head of Consumer Protection Dept. in the Czech National Bank. 8

10 Kseniya LVOVSKY Country Manager WORLD BANK OFFICE, ALBANIA Mrs. Kseniya Lvovsky is the Country Manager of the World Bank Office in Tirana from September Mrs. Lvovsky is a Russian national with a PhD in mathematical economics and a long and successful career at the Bank. She brings extensive experience from Eastern Europe, Central Asia and South and East Asia working on policy issues, analytical work and project management. Her expertise in infrastructure development, including energy, water and sanitation, as well as on natural resource management, sustainable agriculture, environmental health and pollution control are highly relevant to the Bank's assistance program in Albania. In the last couple of years, Mrs. Lvovsky has led the development of the first World Bank Group strategy on global climate change, which will represent a valuable contribution to the challenges Albania faces in adapting to climate change. In addition to her expertise in development issues, she is the author and the co-author of several publications and research papers. Mrs. Lvovsky is married and is the mother of two girls. 9

11 Dušan HRADIL Deputy Director, Financial Markets I MINISRTY OF FINANCE CZECH REPUBLIC Mr Hradil graduated at the University of Economics in Prague, majoring in Finance, and experienced a short term college at the University of Erlangen/Nürnberg in Germany. He is being concerned with financial markets since 2001, first as a financial editor and later in commercial banking sector. Since 2005 he has been working for the Ministry of Finance of the Czech Republic at various positions within the Financial Market Section. His agenda includes financial education as well. In he led an expert team which formulated the first Czech Financial Education Strategy. The Strategy was updated and approved by the Czech government as the National Strategy for Financial Education in Currently, he is the chairman of the national Working Group on Financial Education which serves as a platform for exchange of information and experience between representatives of government institutions, financial industry, financial education projects providers and educational experts. Mr Hradil is a member of the European Commission Expert Group on Financial Education (EGFE), the OECD International Network for Financial Education (INFE) and the PISA Financial Literacy Expert Group. 10

12 Gaetano CHIONSINI Economist, Financial Education Unit Banking Supervision Department BANK OF ITALY Mr. Chionsini is a PhD Student in Banking and Finance at the Department of Banks, Insurances and Markets, University La Sapienza of Rome. Since 2001, he has been working for the Bank of Italy at various positions within the Banking Supervision Department. As part of his duties, he is a member of financial education initiatives such as the Joint Committee for the promotion of financial education at school with representatives from the Ministry of Education, University, and Research and the OECD-INFE Sub-group on the measurement of financial literacy. Under the EU-funded IPA project Central Bank Training for the Bank of Albania, Mr. Chionsini is the Key Expert in the area of financial literacy. In 2009, he was seconded to the Financial Services Authority, London, UK, as part of the External Work Experiences (EWE) within the ESCB aimed at sharing experiences in providing personal finance education, developing teaching material, measuring the effectiveness of financial literacy programmes. Mr. Chionsini is author to a number of publications and working papers on financial education and other central banking topics. 11
