1 Board on Health Sciences Policy Board on Population Health Board on Global Health Board on Life Sciences Research Priorities to Inform Public Health and Medical Practice for Domestic Ebola Virus Diseases (EVD): A Workshop Speaker Biosketches Daniel Bausch, M.D., M.P.H.&T.M., is an Associate Professor in the Department of Tropical Medicine and Section of Infectious Diseases, Department of Internal Medicine, at the Tulane University Health Sciences Center. He is trained in internal medicine and infectious diseases with a Masters of Public Health in Tropical Medicine degree. Dr. Bausch is presently seconded to the U.S. Naval Medical Research Unit No. 6 in Lima, Peru, where he is the Head of the Virology and Emerging Infections Department. He specializes in the research and control of emerging tropical viruses. Formerly with the CDC Special Pathogens Branch, Dr. Bausch has extensive experience in sub-saharan Africa, Latin America, and Asia combating pathogens such as Ebola and Lassa viruses, hantavirus, and SARS coronavirus. He serves as a frequent consultant for the World Health Organization (WHO), United Nations, and National Institutes of Health, and recently returned from Guinea and Sierra Leone, where he worked to arrange and provide clinical care to patients with Ebola virus disease as a WHO consultant. He is presently collaborating with WHO and other groups to explore the possible use of experimental therapies and vaccines in the response to the ongoing Ebola virus outbreak, as well as contributing to preparedness training for clinicians both in West Africa and the United States. Dr. Bausch places a strong emphasis on capacity building in all his projects and also has a keen interest in the role of the scientist in promoting health and human rights. Lisa Broseau, Sc.D, CIH, is a Professor in the Division of Environmental and Occupational health Sciences in the School of Public Health at the University of Illinois at Chicago. She directs the Industrial Hygiene graduate (masters and doctoral) program, conducts research in the areas of small business workplace safety interventions and respiratory protection. She holds an MS and ScD in Environmental Health Sciences/Industrial Hygiene from the Harvard School of Public Health. She is an Assistant Editor for the Annals of Occupational Hygiene and an Editorial Board Member for the Journal of Occupational and Environmental Hygiene. Victor Dzau, M.D., is the 8th President of the Institute of Medicine (IOM). He is Chancellor Emeritus for Health Affairs and James B. Duke Professor of Medicine at Duke University and the past President and CEO of the Duke University Health System. Previously, Dr. Dzau was the Hersey Professor of Theory and Practice of Medicine and Chairman of Medicine at Harvard Medical School s Brigham and Women s Hospital, as well as Chairman of the Department of Medicine at Stanford University. Dr. Dzau has made a significant impact on medicine through his seminal research in cardiovascular medicine and genetics, pioneering the discipline of vascular medicine, and leadership in health care innovation. His important work on the renin angiotensin system (RAS) paved the way for the contemporary understanding of RAS in cardiovascular disease and the development of RAS inhibitors as therapeutics. Dr. Dzau also

2 pioneered gene therapy for vascular disease, and his recent work on stem cell paracrine mechanisms and the use of microrna in direct reprogramming provides novel insight into stem cell biology and regenerative medicine. In his role as a leader in health care, Dr. Dzau has led efforts in health care innovation. His vision is for academic health sciences centers to lead the transformation of medicine through innovation, translation, and globalization. Leading this vision at Duke, he and his colleagues developed the Duke Translational Medicine Institute, the Duke Global Health Institute, the Duke-National University of Singapore Graduate Medical School, and the Duke Institute for Health Innovation. These initiatives create a seamless continuum from discovery and translational sciences to clinical care, and they promote transformative innovation in health. As one of the world s preeminent academic health leaders, Dr. Dzau advises governments, corporations, and universities worldwide. He has served as a member of the Council of the IOM and the Advisory Committee to the Director of the National Institutes of Health (NIH) and as Chair of the NIH Cardiovascular Disease Advisory Committee and the Association of Academic Health Centers. Currently he is a member of the Board of Directors of the Singapore Health System, Governing Board of Duke-National University of Singapore Graduate Medical School, and Senior Health Policy Advisor to Her Highness Sheikha Moza (Chair of the Qatar Foundation). He is also on the Board of Health Governors of the World Economic Forum and chaired its Global Agenda Council on Personalized and Precision Medicine. In 2011, he led a partnership between Duke University, the World Economic Forum and McKinsey. He founded the nonprofit International Partnership for Innovative Healthcare Delivery and chairs its Board of Directors. Among his honors and recognitions are the Gustav Nylin Medal from the Swedish Royal College of Medicine; the Max Delbruck Medal from Humboldt University, Charité, and the Max Planck Institute; the Commemorative Gold Medal from the Ludwig Maximilian University of Munich; the Inaugural Hatter Award from the Medical Research Council of South Africa; the Polzer Prize from the European Academy of Sciences and Arts; the Novartis Award for Hypertension Research; the Distinguished Scientist Award from the American Heart Association (AHA); and the AHA Research Achievement Award for his contributions to cardiovascular biology and medicine. He has received six honorary doctorates. Joseph Fair, Ph.D., M.P.H., is virologist, specializing in viral hemorrhagic fevers, and seasoned public health professional with extensive experience conducting high-impact public health and research programs in Africa, Asia, Europe and Eastern Europe (FSU). He is an adviser for Foundation Mérieux and was a founder and former Vice President of Metabiota, Incorporated, where he initiated and developed a 30 million dollar research and development portfolio. While at Metabiota he personally responded to outbreaks of Ebola virus in the Democratic Republic of Congo, and in Sierra Leone and Liberia, serving as the US Interagency Coordinator in West Africa. Recently, he was a consultant at the World Health Organization headquarters in Sierra Leone responding to the current Ebola outbreak. Having trained under Nobel Laureate Francoise Barre-Sinoussi, and virology CJ Peters, Dr. Fair has traveled the World looking for pathogenic viruses in their endemic settings, and is considered a subject matter expert in emerging infectious diseases in Sub-Saharan African and public health program implementation. Donna Gallagher, APRN,M.S., FAAN,M.A., a nurse practitioner and educator is the co- Director of the Office of Global Health at University of MA Medical/Graduate Nursing School 2

3 where she oversees international programs and travel and is a core faculty for the USAID health and workforce project since 2007 in LIberia. Ms. Gallagher is also the PI for the New England AIDS Education and Training Center (NEAETC), a HRSA funded program for over 27 years where she provides oversight and education and clinical mentorship for providers serving HIV patients throughout New England. Ms. Gallagher serves on myriad panels, task forces,advisory committees across several local and federal agencies. Her clinical practice is in Oncology/AIDS at Mt. Auburn Hospital, Cambridge MA. Ms. Gallagher has provided several roadmaps for education and mentorship in HIV and global health. Lynn R. Goldman, M.D., M.S., M.P.H., (IOM) (Planning Committee Chair) a pediatrician and an epidemiologist, is the Michael and Lori Milken Dean of George Washington University Milken Institute School of Public Health. Formerly she was a Professor at the Johns Hopkins University Bloomberg School of Public Health Department of Environmental Health Sciences. In 1993, Dr. Goldman was appointed by the President and confirmed by the Senate to serve as Assistant Administrator (AA) for the US Environmental Protection Agency, where she directed the Office of Chemical Safety and Pollution Prevention (OCSPP) from 1993 through As AA for OCSPP she was responsible for the nation's pesticide, toxic substances and pollution prevention laws. Under her watch, EPA overhauled the nation s pesticides laws to assure that children would be protected by pesticide regulations. At EPA she was successful in promoting children s health issues and furthering the international agenda for global chemical safety. Prior to joining the EPA, from 1985 until 1993, Dr. Goldman served in several positions at the California Department of Public Health, most recently as chief of the Division of Environmental and Occupational Disease Control. She has a BS in Conservation of Natural Resources, an MS in Health and Medical Sciences from the University of California, Berkeley, an MPH from the Johns Hopkins Bloomberg School of Public Health, and an MD from the University of California, San Francisco. She completed pediatric training at Children s Hospital, Oakland, California and is board-certified in pediatrics. She was elected a member of the Institute of Medicine in She has received several awards including the Woodrow Wilson Award for Distinguished Government Service from the Johns Hopkins University Alumni Association (1999), Alumna of the Year from the UC Berkeley School of Public Health (2002), National Library of Medicine, Changing the Face of Women in Medicine (2003), election to the Delta Omega Honor Society (2007), and the Heinz Award for Global Change, (2010). Dr. Goldman currently is member of the Institute of Medicine Council, vice chairman of the Institute of Medicine Roundtable on Environmental Health Sciences, a member of the NAS Board on Environmental Sciences and Toxicology and a member of the NAS Report Review Committee. She serves as a member of the U.S. Food and Drug Administration Science Board and the Advisory Council to the Director of the U.S. Centers for Disease Control and Prevention. She is a member of the Board of Trustees of the Environmental Defense Fund. Michael Hodgson, M.D., M.P.H., has been Chief Medical Officer and Director, Office of Occupational Medicine, Occupational Safety and Health Adminstration, since April Previosly, starting in 1999, he led Occupational Health activities at the Veterans Health Adminstration, where his programs inclduded the Center for Occupational Health and infection Control, Safe Patient Handling, and Employee Occupational Health units, among others. He worked at CDC's National institue for Occupational Safety and Health as a Senior 3

4 Scientist in the Office of the Director and , as a Epidemic Intelligence Service Officer (Public Health Service Commissioned Corps). While faculty at the University of Pittsburgh ( ) he served as medical consultant to the United Steelworkers of America and was active on the ASHRAE Ventilation Standard Committee (SPC 62). In Connecticut he established and led a residency program in occupational medicine. He graduated from the University of Frankfurt (MD, 1975) and Pittsburgh (MPH, 1985). He is board-certified in internal and in occupational medicine. He has edited two books and is author or co-author on over 100 peerreviewed publications on a range of topics including bioaerosols and infection control. John Howard, M.D., M.P.H., J.D., LLM, is the Director of the National Institute for Occupational Safety and Health in the U.S. Department of Health and Human Services. Dr. Howard also serves as the Administrator of the World Trade Center Health Program in the U.S. Department of Health and Human Services. Dr. Howard was first appointed NIOSH Director in 2002 during the George W. Bush Administration and served in that position until In 2008 and 2009, Dr. Howard worked as a consultant with the U.S. Government s Afghanistan Health Initiative. In September of 2009, Dr. Howard was again appointed NIOSH Director in the Barak Obama Administration. Prior to his appointments as NIOSH Director, Dr. Howard served as Chief of the Division of Occupational Safety and Health in the State of California s Labor and Workforce Development Agency from 1991 through Dr. Howard received a Doctor of Medicine degree from Loyola University of Chicago, a Master of Public Health degree from the Harvard School of Public Health, a Doctor of Law degree from the University of California at Los Angeles, and a Master of Law degree in Administrative Law and Economic Regulation from The George Washington University in Washington, D.C. Dr. Howard is board-certified in internal medicine and occupational medicine. He is admitted to the practice of medicine and law in the State of California and in the District of Columbia, and he is a member U.S. Supreme Court bar. He has written numerous articles on occupational health law and policy. Gary Kobinger, Ph.D., is the Chief of the Special Pathogens Biosafety Level 4 program at the National Microbiology Laboratory (Public Health Agency of Canada), and has an appointment of adjunct professor in the Department of Pathology and Laboratory Medicine at the University of Pennsylvania and associate professor in the Department of Medical Microbiology and Immunology at the University of Manitoba. His work focuses on developing and testing new vaccine platforms and immune treatments against high containment viruses. Gary is the co- Director of the WHO Collaborating Centre for Emerging and Zoonotic Diseases Detection, Diagnostics, Reference and Research, and co-chair the Emerging and Dangerous Pathogens Laboratory Global Network for Outbreak Response and Readiness. In 2013, Gary was appointed as a member of the International Health Regulation (IHR2005) on the roster of experts in Viral Hemorrhagic Fever. James Leduc, Ph.D., is a professor in the School of Medicine and director of the Galveston National Laboratory at the University of Texas Medical Branch in Galveston, Texas, USA. The Galveston National Laboratory is a biocontainment facility involved in basic and applied research into highly pathogenic infectious diseases, including Ebola virus. Work underway includes investigations into the development of vaccines, therapeutics and diagnostics for emerging infectious diseases and agents of potential use in bioterrorism. Prior to joining UTMB, 4

5 Dr. Le Duc worked at the US Centers for Disease Control and Prevention where he served in various leadership roles, including director of the division of viral and rickettsial diseases, associate director for global health, and coordinator for pandemic influenza preparedness. Dr. Le Duc is an expert in public health, specifically in infectious diseases caused by viruses. Dr. Le Duc is a Fellow of the Infectious Diseases Society of America, and a member of several other professional societies. Dr. Le Duc was a medical officer in communicable diseases at the World Health Organization from , was instrumental in implementing the WHO program in emerging infectious diseases, and currently serves as a member of the Global Outbreak Alert and Response Network steering committee. Paul Lemieux, Ph.D., is the Associate Division Director of the Decontamination and Consequence Management Division (DCMD) of EPA s National Homeland Security Research Center (NHSRC). Paul has a BS in Chemistry from Seattle University and a PhD in Chemical Engineering from the University of Utah. He has been with the EPA s Office of Research and Development for 27 years studying formation and control of pollutants from combustion systems and management of residues from cleanup after chemical/biological/radiological incidents and foreign animal disease outbreaks. He has been working on development of decision support tools to aid decision makers during wide-area contamination incidents. The work of EPA's Homeland Security Research Program emphasizes applied research intended to address the knowledge gaps identified by the EPA response community. John Lowe Ph.D., M.S., a virologist and environmental scientists, is an Assistant Professor of Environmental, Agricultural, and Occupational Health at the University of Nebraska Medical Center College of Public Health. He serves as the Associate Director of Research for the Nebraska Biocontainment Unit and the Director of Public Health Exercise and Training Programs for the Center for Preparedness Education at the Nebraska Medical Center. His research focuses on remediation of biological weapon contamination, highly infectious patient transport, nosocomial environmental contamination, and gaseous decontamination. Dr. Lowe s M.S. in Molecular Virology focused on Human immunodeficiency virus and Human papillomavirus in Zambia, Africa, and bioinformatic analysis of viral genomes. In addition to his laboratory research, Dr. Lowe manages disaster training and exercise programs for public health departments, hospitals, and regional medical response systems throughout the state of Nebraska. The focus of this work centers on building cross-sector coalitions of organizations to advance planning and readiness for disasters and disease outbreaks in rural and urban areas of Nebraska. Through these efforts, he works with diverse networks of rural and urban healthcare, public health, safety, and government leaders throughout Nebraska to achieve common strategic goals. Dr. Lowe serves on the leadership team for the Nebraska Biocontainment Unit in which he coordinated transportation, environmental infection control, decontamination and waste processing associated with the 2014 treatment of Ebola patients at the Nebraska Biocontainment Unit. Nicole Lurie, M.D., M.S.P.H., is the Assistant Secretary for Preparedness and Response (ASPR) at the US Department of Health and Human Services (HHS). The mission of her office is to lead the nation in preventing, responding to and recovering from the adverse health effects of public health emergencies and disasters, ranging from hurricanes to bioterrorism. Dr. Lurie 5

6 was previously Senior Natural Scientist and the Paul O Neill Alcoa Professor of Health Policy at the RAND Corporation. There she directed RAND s public health and preparedness work as well as RAND s Center for Population Health and Health Disparities. She also served as Principal Deputy Assistant Secretary of Health in the US Department of Health and Human Services; in state government, as Medical Advisor to the Commissioner at the Minnesota Department of Health; and in academia, as Professor in the University of Minnesota Schools of Medicine and Public Health. Dr. Lurie has a long history in the health services research field, primarily in the areas of access to and quality of care, mental health, prevention, public health infrastructure and preparedness and health disparities. Dr. Lurie attended college and medical school at the University of Pennsylvania, and completed her residency and MSPH at UCLA, where she was also a Robert Wood Johnson Foundation Clinical Scholar. She is the recipient of numerous awards, and is a member of the Institute of Medicine. Finally, Dr. Lurie continues to practice clinical medicine in the health care safety net in Washington, DC. Vincent Munster, Ph.D., received his Ph.D. in virology from Erasmus University, Rotterdam in During his Ph.D. research Munster studied the ecology, evolution, and pathogenesis of avian influenza viruses. He continued his training in the Department of Virology at the Erasmus Medical Center where he focused on pathogenicity and human-to-human transmission of influenza A viruses. In 2009, Munster joined the NIH s Laboratory of Virology at the Rocky Mountain Laboratories as a visiting fellow to expand his research interest in the ecology of emerging viruses to include filoviruses and henipaviruses. In 2013, Munster established the Virus Ecology Unit as an independent tenure-track investigator at NIH s Rocky Mountain Laboratories. The mission of the Virus Ecology Unit is to elucidate the ecology of emerging viruses and define the drivers of zoonotic and cross-species transmission. Since starting his own laboratory, Munster has been actively involved in the response to the ongoing MERS-CoV and Ebola virus outbreaks. Patricia Olinger, B.S., RBP, is the Director of the Environmental, Health and Safety Office (EHSO) for Emory University. EHSO has University-wide responsibility, including Biosafety support to the Special Communicable Diseases Unit (SCDU) in Emory Healthcare. Prior to joining Emory, Ms. Olinger spent 21 years in the Pharmaceutical Industry, providing support to both human and animal health Research and Development. As the Director of Global Programs for the Elizabeth R. Griffin Foundation, Ms. Olinger has practical experience with staff and facilities in extremely low resource environments through projects she has led and is currently leading in rural Kenya. She has facilitated the development of local leadership for assessing and enhancing laboratory capacity in safe, secure, practical and sustainable ways. In addition, Ms. Olinger is the Co-Chair of the ISO-Technical Committee TC-212 Working Group for the development of the ISO International Biorisk Management Standard, the immediate-past President of CSHEMA and a member of the Laboratory Safety Working Group to the Director of CDC. She is also a former council member of ABSA and the NBBTP Scientific Advisory Board. C.J. Peters, M.D., came to the University of Texas Medical Branch in 2000 as the Distinguished University Professor of Tropical and Emerging Virology; he is currently retired but still active in research and the field of bioterrorism. He conducted research on hepatitis in Panama before serving in the U.S. Army (Colonel, Retired), where he directed research on Rift Valley Fever, 6

7 Ebola, Hantavirus Pulmonary Syndrome, Nipah virus, Argentine Hemorrhagic Fever, and other hemorrhagic fevers at the US Army Medical Research Institute of Infectious Diseases at Fort Detrick. He also led the team that controlled the 1989 outbreak of Ebola in a monkey facility in Reston, Virginia. In 1992 he became the Chief of Special Pathogens at the Centers for Disease Control and Prevention where, among other activities, he directed the team that worked on the Hantavirus pulmonary syndrome outbreak in the Four Corners area of the U.S. While at UTMB he directed research on a Rift Valley Fever vaccine, was asked to serve as a consultant in Taiwan during the SARS outbreak, and consulted on influenza, anthrax, Ebola, and other biological threats. He is the recipient of many awards, including the C.J. Peters Award created by the U.S. Army in 1991 in his honor, the 2006 PASCV Clinical Virology Award, and the ACAV Richard M. Taylor Award in Dr. Peters graduated with a B.S. summa cum laude from Rice University in Houston, TX and received his M.D. from Johns Hopkins University. He is the author of over 300 publications, and in 1997 his book VIRUS HUNTER: THIRTY YEARS OF BATTLING HOT VIRUSES AROUND THE WORLD was published and was listed as a Notable Book of the Year by the New York Times. 7
