1 About NEPA HIE Our Mission The Northeastern Pennsylvania Health Information Exchange (NEPA HIE) will promote value based care delivery to Northeastern Pennsylvania by being a conduit for optimal use of health care resources, making secure and appropriate health information available at the point of care, thus fostering an optimum learning and care environment to facilitate and enhance the development of medical education in Northeastern PA. Our Goals To improve provider-patient communication and coordination of care To enable ease, accuracy and efficiency of care To be characterized by inclusiveness and transparency To empower providers, patients and payers by utilizing information captured from across the region To enhance the collection of data for clinical research To enhance healthcare education across the region To connect to the broader state and national HIEs Typically, an individual s health records are scattered throughout the community among different health care providers whose computer systems can t communicate with each other. Information essential to making complete, informed, and timely medical decisions is often not readily available, particularly in an emergency. Patients are at risk. A secure health information exchange system is required to be able to access patient information when and where it is needed. That s where the Northeastern Pennsylvania Health Information Exchange or NEPA HIE comes in. NEPA HIE is a collaborative effort to incrementally build the structure and capabilities necessary for a secure regional data exchange system that enables Northeastern Pennsylvania s health care providers and patients to access vital patient information at the time and place it is needed. NEPA HIE brings together health plans, providers, hospitals, medical students and educators, consumers, public agencies, researchers, policy leaders, and others around a common vision: the use of information technology to make health care safer and more efficient throughout Northeastern Pennsylvania. The Northeastern Pennsylvania region has a long standing interest in increasing the quality of healthcare in the region. A positive impact can be made to quality by creating the ability to bring NEPAHIE info@nepahie.org Page 1
2 comprehensive health information regarding a patient to the point of care. Past efforts have attempted to address all or part of the challenge, but have not resulted in desired levels of success. The establishment of The Commonwealth Medical College, which has an inherent NEPA focus, combined with major provider interest makes this an opportune time to grow and expand a solution in the area. The concept utilizes an incremental approach which delivers value-adding components at defined milestones which in turn contribute toward the over-arching goal of a NEPA Health Information Exchange. NEPAHIE is a Consortium. Members join by way of a memorandum of understanding (MOU), and each entity represents a single vote with respect to decisions. The consortium uses the Commonwealth Medical College as its contracting agent and as a channel to pursue grant opportunities. Like most consortia, it also uses task forces, member collaboration, and in-kind contributions for specific initiatives, and to keep costs low. NEPA HIE utilizes a hosted solution for its technology platform (see Technology Platform below). This eliminates costly local facilities and staff, and enables rapid growth regardless of geography. It also allows for incremental use of features and functionality as they are needed, ensuring that costs grow only as value grows. Technology Platform - Covisint Key Covisint ExchangeLink HIE Strengths Fast Covisint ExchangeLink HIE is already built and operated as a service, which allows for faster implementation. We provide an impressive array of pre-integrated applications, as well as existing integration to most major healthcare applications. When new integrations are called for, Covisint has vast experience establishing interfaces no other organization can provide the level of integration experience Covisint provides. We have over 45,000 end points active worldwide, and we are confident we can enable full interoperability in record time. you will be able to enable the sharing of health-related information in a matter of weeks not months. 3 Secure Covisint ExchangeLink HIE includes Industry leading identity and access management technologies including Single Sign-On with patient context management. Covisint s access management solution is unique: from inception it was designed for managing access across a community of multiple organizations and individuals, not morphed from a product designed to manage a single organization s employees. This design empowers all Covisint ExchangeLink HIE customers to request and approve data exchange capabilities across the community. Flexible Covisint ExchangeLink HIE is scalable, flexible, and adaptable to the myriad of existing technologies and standards in use in and across the nation. The various participants in the statewide HIE will be able to readily exchange data regardless of their level of technical sophistication. Covisint s solutions are designed to minimize disruption to existing processes and to leverage existing investments. We connect to whatever systems the physicians are using today. The end result is that the physicians spend their time in productive ways resulting in improved outcomes and reduced cost of care. Disruption is minimized and attention is focused on improving processes and care delivery. Economic Covisint ExchangeLink HIE is offered as a Platform as a Service (PaaS) model, which includes a wealth of pre-integrated applications, plus our already established, comprehensive HIE solution. Your stakeholders only pay for the services needed, not for the installation, infrastructure and support staff necessary to deploy a new solution. 4 Key Partnerships Covisint recently announced our acquisition of DocSite and our partnership for delivering solutions in Healthcare. We are exploring ways to leverage a broader relationship between the two companies. Given the DocSite team s involvement, we are excited about these relationships coming together to the benefit of all involved in this project, particularly. Established Covisint is a division of Compuware Corporation (NASDAQ: CPWR), a Global, U.S.-based company founded in 1973 and headquartered in Detroit, Michigan. We are built to last. Covisint Initiatives Beacon Grants Our technology was included or has been selected to be a part of approximately 25% of the Beacon Grant Communities. We worked with all of our eligible clients to support their Beacon Grant applications. Certified Modular EHR Pilot Conducted a comprehensive pilot to create a bundle of software applications that meet the Stage 1 objectives and criteria for Meaningful Use. Stage 2 & 3 Meaningful Use Covisint is working to anticipate and incorporate the Stage 2 & 3 Meaningful Use criteria HealthVault integration Covisint has the most comprehensive HealthVault integration in the industry, and in addition, we have plans to significantly expand the scope of this integration. NHIN Direct Covisint is actively involved in the development and demonstration of NHIN (Nationwide Health Information Network) Direct Standards. We are currently engaged as an NHIN Direct pilot. 6 Record Locator Service (RLS): Real-time request and response to patient data across the connected participants of the community Master Patient Index (empi) Patient Authorization: Opt-out, Opt-in, encounter-based, emergency override NHIN Connect Audit/Security/User Identity Management Level (2) Help Desk and 24x7 Monitoring Supported Modules (based on data availability): Patient Demographics/Patient Registry/MPI Feed Patient Summary (Continuity of Care Document - CCD) Laboratory Results Medications Immunization (Historical and Recommended) Eligibility Claims Status Practiced based virtual health record incorporates the branded portal and provides a patient and practice view of information from a physician s practice. Users can view patient data within their office using AppCloud applications. With PMS integration, no double-keying of information is required and information can be organized based on the practice schedule as recorded in the PMS. 10 Summary The uniqueness of the NEPA HIE is that it is not owned by any single entity, and has been developed by a consortium to serve a region. It is also unique in that it allows participants to use solution components that are needed by them without requiring all participants to pay for elements that they may not need or use. Lastly, it is convened via a neutral non-profit organization with an altruistic mission. This combination of governance and approach creates a low cost sustainable entity that is poised to elevate the quality and efficiency of care in the region and beyond.
