7 Responding to Evolving Member Needs in the Changing ACO Environment ACO environment is increasingly diverse and specific organization needs vary, and are changing over time Smaller vs. larger New entry vs. experienced Public vs. private sector Hospital-based systems vs. private ACO growth in the public and private sector creates new opportunities and challenges harmonizing measures, managing multiple ACO arrangements, case management along the continuum of care, etc The Engelberg Center for Health Care Reform at Brookings The Dartmouth Institute 7

8 Responding to Evolving Member Needs in the Changing ACO Environment There is a need to support both the launch of new ACOs and development of new capacities for developing ACOs An emphasis on implementation strategies is critical Leveraging the growing knowledge base among and across ACOs and their partners is key: Opportunities for general learning for all members Opportunities for targeted learning to subsets of members with similar challenges Anticipation and impact on likely coming ACO reforms in Medicare, states, and the private sector and ability to respond The Engelberg Center for Health Care Reform at Brookings The Dartmouth Institute 8

11 Transitioning from Workgroups to Innovation Exchanges Implementation Exchange Expert Exchange Ideas Exchange

12 Ideas Exchange Purpose: to serve as a mechanism for members to frequently and easily share ideas and experiences Characteristics Fresh ideas and experiences not requiring research or demonstrations that are exchanged easily and frequently Can be open to all members or stratified based on relevance of the topic Will occur over a short period of time Can be conducted via phone, WebEx or in person Learning can be shared on Webpage or potentially as a publication Example of Potential Exchanges Small Medicare ACOs discussing start-up requirements Discussion of Governance structures for ACO provider collaboratives IT vendor experience Patient attribution Health plan and provider forum

13 Expert Exchange Purpose: to create a formal linkage between members and the ongoing ECHCR expert forums and committees to more directly disseminate knowledge, findings and recommendations to members and to engage members in these activities to garner the benefit from the Network s practical experience. Characteristics Address critical ACO topics on an ongoing basis Forums and resources are already in place or in development as part of overall Brookings initiative Many of past Workgroup activities will be covered in these Expert Exchanges The Expert Exchanges function as collaboratives among several organizations (e.g., ECHCR, Dartmouth, NQF, NCQA) Select participation by Network members and dissemination of learning through presentations, Webinar, Website. Example of Potential Exchanges Performance Measures 2.0 Long-Term Quality Alliance Quality Alliance Steering Committee ACO Summit

14 Implementation Exchange Purpose: to provide members the opportunity to work collaboratively on a specific issue or initiative that is critical to their organization s development as an ACO that will result in a tangible, implementable solution. Characteristics A rapid learning event completed in less than one year Will have direct and immediate impact Stratified learning to meet the diverse needs of ACOs (i.e., larger vs. smaller, mature vs. early stage) A deeper dive into the subject Relatively small number of participants Potentially run with partners who bring subject matter expertise or experience in learning collaboratives. Small group learning shared with Network through presentations, Webinar, Webpage Example of Potential Exchanges Data collection and transfer Patient and physician engagement Methods for identifying costs and use of analytics Competencies for bearing risk Population management Pharmaceutical companies role in ACOs
