7 Summary of Mandate In 2008, His Highness General Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and Chairman of the Abu Dhabi Executive Council, mandated the formation of the Abu Dhabi Mosque Development Committee. Its purpose is to deliver upon the vision of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the United Arab Emirates and Ruler of Abu Dhabi, for the continued fulfilment of the grand design envisaged by the late Sheikh Zayed bin Sultan Al Nahyan, Father of the Nation, and the ongoing evolution of the Emirate of Abu Dhabi. The Mosque Development Committee (MDC) is responsible for preparing a strategy to direct the development of mosques in the Emirate. Its objectives include optimising the distribution of mosques and enhancing their role within communities, encouraging design innovation while preserving Emirati architectural heritage and ensuring that mosques are built, operated and maintained to the highest international standards. Accordingly, the MDC has completed the following: A comprehensive Emirate-wide survey and conditions assessment of all existing mosques to identify which may be replaced to regulate distribution and capacity based on population density; A web enabled application processing tool that identifies gaps in supply and demand to determine the optimum location of future mosques; An Emirate-wide cleaning and maintenance programme that ensures all mosques are serviced to the highest international standards for public buildings; An Emirate-wide programme that enables all mosques, including those that are privately owned, to be managed and operated by the General Authority of Islamic Affairs and Endowments (Awqaf); An Emirate-wide programme that enables all temporary mosques to be replaced with new permanent ones where required; and An Emirate-wide regulatory framework that addresses the planning, design, construction, operations and maintenance of each mosque to ensure best practice standards are applied during its complete life cycle. As such, the MDC is pleased to issue the Abu Dhabi Mosque Development Regulations, a regulatory framework that will safeguard the development of mosques well into the future.

10 I. Introduction Mosques play a central role in the daily lives of the majority of Abu Dhabi s residents. They are primarily a place of prayer, but can also be a place of study and a place for community engagement. The Mosque Development Committee (MDC) intend, through the implementation of the Abu Dhabi Mosque Development Regulations (ADMDR), to ensure an appropriate number, size and type of high-quality mosques are strategically located in all communities across Abu Dhabi Emirate. The ADMDR includes a series of regulatory standards and guidelines to regulate the planning, design and operation of all permanent mosques in the Emirate. Through the implementation of the Regulations, all mosques will be designed, built and maintained to a high sustainable standard. The Regulations promote the use of Emirati vernacular design to celebrate Emirati culture and heritage, while having a level of flexibility to allow for innovation and individual identity. Mosques designed using the ADMDR will set the benchmark for high-quality and sustainable architecture and landscaping and, through appropriate co-location, will remain at the heart of community life as Abu Dhabi advances towards Vision 2030 and beyond. Municipality of Abu Dhabi City Al Ain Municipality Objectives The objectives of the Abu Dhabi Mosque Development Regulations are: i. Optimise the distribution of mosques and enhance their role in communities. ii. Encourage innovative design while preserving Emirati architectural heritage. iii. Ensure mosques are built, operated and maintained to the highest international standards. Context The characteristics of an Emirati vernacular mosque are based on an analysis of a number of historical mosques in the United Arab Emirates (refer to Appendix 3 - Vernacular Study). While this was not an exhaustive study, the Emirati vernacular mosque design characteristics outlined in the ADMDR are representative of common vernacular design elements and have been chosen specifically due to the peaceful atmosphere they create. Suite of ADMDR Documents The ADMDR is comprised of three regulatory volumes and three appendices: Volume 1 Planning Establishes policies and principles, standards, guidelines and methodologies for mosque distribution, location, type and capacity to ensure the provision of mosques meets the needs of each community throughout Abu Dhabi Emirate. Includes built form, land use compatibility, accessibility and parking standards and guidelines for permanent mosques. Guides mosque planning for infill development and area plans and/or master plan developments. Covers any area that has a residential component and/or any industrial areas and establishes musalla standards for non-residential buildings. Volume 2 Design Establishes the policies, principles, standards and guidelines for the site layout, architecture, building services and landscape design for mosques. Encourages innovative and sustainable design while preserving Emirati architectural heritage by promoting Emirati vernacular design. The volume covers: 1. Architectural Standards and Guidelines: establishes functional and spatial provisions, and site development and architectural design considerations for mosques. 2. Building Services Standards and Guidelines: establishes building services requirements that need to be considered when designing mosques, in addition to guiding users to the relevant regulatory codes. 3. Landscape Standards and Guidelines: general landscape spatial layout, implementation of Estidama requirements and material selection and detailing for the external areas of mosques. Volume 3 Operations Sets out the roles and responsibilities for the operation, maintenance and cleaning of mosques and establishes the corresponding standards and guidelines. Establishes cleaning, repairs and maintenance of the internal, external and landscaped areas of the mosque plot. Includes specific requirements for opening times, lighting and sound management, access restrictions, community information, Imam responsibilities and documentation records. - Page 3

13 Appendix 1 Estidama Gives mosque-specific guidance on compliance with the Estidama Pearl Building Rating System. Provides a pathway to achieve the mandatory Estidama 2 Pearl Rating for mosques within the Emirate of Abu Dhabi. Design teams will have to demonstrate that each of the required Credits of the Pearl Design, Building and Construction Rating Systems have been/will be achieved. Requires all members of the design, construction and maintenance teams to work together as part of an Integrated Development Process (IDP). Focuses on reducing water and energy use, material selection, shading, ventilation and accessibility. Appendix 2 Architectural Prototypes Provides supplementary guidance on possible outcomes of the Regulations through six examples of Emirati vernacular mosques. Provides design guidance on location typologies and built form typologies. Highlights how site-specific characteristics can combine with Emirati vernacular design to create individual design solutions. Demonstrates how mosques can be designed in a traditional or contemporary style while adhering to Emirati vernacular characteristics. Appendix 3 Vernacular Study A research based study that identifies and defines Emirati vernacular mosque architecture to ensure that Emirati architectural heritage is preserved and protected through the development of mosques that are physically and culturally reflective of Abu Dhabi s unique identity. The study has identified appropriate Emirati vernacular architecture, building techniques, materials and colour palettes which can be utilised in modernday mosque development. Vernacular The ADMDR promotes Emirati vernacular designed mosques throughout the Emirate of Abu Dhabi. To easily identify the elements of vernacular design, a v logo has been placed next to all policies, standards and guidelines that represent Emirati vernacular design characteristics. When integrated into the design of a mosque, these characteristics achieve the design of a mosque that intrinsically follows Emirati vernacular design, as per the vision set by the Mosque Development Committee. v - Page 4

16 IV. Integrated Development Process The Integrated Development Process (IDP) is a requirement for achieving a minimum Estidama 2 Pearl Rating, which is mandatory for all mosques. The targeted users that have been identified in each document combine to form a team of experts which is consistent with the implementation of the IDP process. There must be a documented flow of information covering the application of the standards and guidelines during planning and design and operation. This will ensure compliance with the Pearl Rating System Credits for an IDP. For more information on the IDP, refer to Appendix 1 - Estidama. Estidama Estidama, which means sustainability in Arabic, is Abu Dhabi Government s programme of sustainability. As part of Estidama, the UPC has developed the Pearl Rating Systems (PRS). The PRS is a comprehensive framework for sustainable design, construction and operation of communities, buildings and villas that supports the social and cultural traditions and values of the Emirate. The Abu Dhabi Mosque Development Regulations specify that all mosques shall achieve a 2 Pearl Rating. In order to do this, the design of a mosque must: meet all 20 mandatory Pearl Building Rating System (PBRS) required Credits; and meet a combination of PBRS Credits that will achieve a minimum of an additional 60 credit points. A PBRS credit is a specific sustainability item or set of items from which credit points are obtained. The number of credit points obtained can vary from credit to credit. For example, item SM-10 is a credit relating to recycled material that offers 6 credit points, whereas item SM-12 is a credit relating to re-used or certified timber that offers 2 credit points. Throughout the volumes, the Estidama logo appears next to the relevant policies, standards and guidelines to inform the user of credit requirements and opportunities. For more information, refer to Appendix 1 - Estidama. Mosque Development Support System The Mosque Development Support System (MDSS) is a web-enabled computer based tool that supports the planning, plot allocation and ongoing management of mosques. This system contributes to a coordinated approach between all relevant Government agencies in the provision of mosques. - Page 7

17 V. Mosque Development Process The ADMDR provides comprehensive guidance to support with the planning, design and operation of a mosque. To complement the information contained in the volumes and appendices, Table 2 below outlines the approvals and No Objection Certifications (NOC s) that may be required but are not listed within the ADMDR Standards and Guidelines.
