Apologies Apologies were noted from Helen Masterton and Andrew Read. Vikki Manning was welcomed as the new QAE officer for the SQSC. 2. Quorum The SQSC noted the number of staff present and determined that it could formally conduct business. 3. Previous Minutes 3.1 The minutes from the meeting on 19 th December 2013 were received and confirmed as accurate by the committee; 4. Matters Arising 4.1 There were no matters arising. 5. Action Sheet 5.1 The action sheet was reviewed and completed actions removed and remaining actions updated where required. The SQSC commented positively that the action sheet had been reduced considerably; 1
2 (iv) (v) Item th September 2013 relating to the Doctorate in Education programme specification both programme specifications need to remain on the website as students are not transferring from the old programme; Item th November 2013 relating to the outstanding external examiner report from Ann Quinn it was noted that due to personal circumstances, the external examiner was not currently available; Some actions were reallocated to the new subject head post holders; Item 5.1 (iv) 19 th December 2013 relating to the Doctorate in Education programme re-approval the re-approval has been postponed. 6. Initial Approvals The committee received the following initial approvals that have been recommended by the SCDG: 1. BA (Hons) Early Childhood and Special Education 2. BA (Hons) Early Childhood and Special Education (Online) 3. BA (Hons) Early Childhood and Psychology 4. BA (Hons) Early Childhood and Psychology (Online) 5. BA (Hons) Early Childhood and Health Promotion 6. BA (Hons) Early Childhood Education and Care (ECEC) 7. BA (Hons) Special Education and Psychology 8. BA (Hons) Special Education and Psychology (Online) 9. BA (Hons) Education and Psychology NOTED The Chair noted that the SCDG had recommended some minor modifications to the forms to strengthen the proposals which was reflected in the documentation received; AC sought clarification over the Early Childhood titles, specifically whether Education should appear after Early Childhood. It was clarified that it had been agreed that this would only appear in the BA (Hons) Early Childhood Education and Care (ECEC); Some of the forms incorrectly referred to other schools, contained minor typos or needed the second school adding to the first page of the document [Action: Programme Leaders/] The committee approved all the programme initial approvals subject to the minor modifications outlined above. 7. Advanced Mental Health Policy and Practice Credit Rated Short Course The committee received the short course proforma and module specification. That the external adviser comments and the Chief Management Accountant s confirmation of viability were outstanding however SQSC would consider the proposal at this meeting and an extraordinary SQSC will be arranged to receive the outstanding items; 2
3 (iv) (v) (vi) (vii) (viii) The course is designed to prepare candidates for the PG Diploma Approved Mental Health Practice (AMHP); The start date of the short course is February 2014 and will only require February intakes to enable candidates to undertake the PG Diploma; The course will be at Level 7, will be delivered by UEL staff and will provide 150 learning hours comprising of four workshop days and five hours of ward observation over one semester; The minimum cohort size will be 8 and a maximum of 20 with a proposed fee of 425; The module will be allocated to Ann Quinn, external examiner; PB suggested that LO 5 evidences their practice and PA noted that the word count should be AC noted that the Level should be noted as 7 and not M and to add the ECTS credits (7.5) [Action: CP]; It was noted that the module had a very similar title to SKM502 which was part of the MA Post Qualifying Professional Practice approval documentation (30 credits). The committee agreed that an extraordinary meeting will be arranged to receive the full set of documentation [Action: ] 8. EDM405 EAL Pedagogy The committee received a Proposed New Module proforma, module modification, MA Multilingualism Programme Committee Minutes (PCM), External Adviser comments (Goodith White). (iv) (v) (vi) (vii) (viii) The addition of this module to the MA Multilingualism programme coheres with a recent trend in recruitment to the programme, from the ranks of primary school teachers who are engaged in supporting bilingual pupils with English as an Additional Language; The PCM minutes in November 2013 report MA Multilingualism student representatives indicating an appreciation and preference for academic content with a focus on language issues in the mainstream classroom (English as an additional language EAL); Offering the module as a UEL Wide option will enable students from other MA programmes to join it, for example, the MA Early Childhood Studies, MA Education Studies, and MA TESOL and MA ELT; The module will be allocated to Les Hankin, external examiner [Action: CW]; The ECTS should be amended to 15 and level amended to 7, the weighting clarified as 100% and the reference to UEL plus amended [Action: RP] The programme specification will need to be amended [Action: RP] The MA Multilingualism programme is being withdrawn however the addition of this new module has been approved by the Dean of School; The external adviser confirmed their approval of the proposed module. The SQC approved the new module EAL Pedagogy subject to the minor modifications outlined above. 9. Programme Withdrawal 9.1 MA Youth and Community Studies (CF0533) 3
4 The committee received a programme withdrawal form. That this programme should not be confused with the MA Youth and Community Work; The MA Youth and Community Studies has not recruited students for the past two academic years. It was originally anticipated that students with a professional youth work qualification would take this route as an alternative to the MA Youth and Community Work but this has not occurred. The form should be amended in the rational to state that Future students interested in working with young people can be accommodated within this sister programme [Action: PA] (iv) SCDG recommended the withdrawal at its meeting on 8/1/14; (v) The withdrawal is effective from January The committee approved the withdrawal of the MA Youth and Community Studies 10. Programme Specification modification 10.1 BA (Hons) Early Childhood Studies by distance learning The committee received the programme specification and proforma. The modification is to remove reference to student advisors, UEL Plus and the modular entrance pathway however UEL Plus is still mentioned on p. 4; PA noted that the reference to ACL or APL needs to be consistent UELs approach. AC noted that it is now referred to as RCL [Action: AC] The SQSC approved the revised programme specification subject to the minor amendments noted above. 11. External Advisers The committee received the following external adviser nomination: 11.1Rob Thomas BA (Hons) Education Studies re-approval That the first EA nomination (David Aldridge) for this programme re-approval was received at the previous meeting and was referred to when considering the second nomination; The SQSC approved the nomination of Rob Thomas. 12. Items approved via Chair s Action since the last meeting 12.1 Sue Soan BA (Hons) Special Education re-approval 4

Review and Enhancement Process progress The SQSC received the REP report tracker Audits were received and approved as complete for the following programmes and subject area: BA (Hons) Social Care by distance learning PGCE Secondary English and GTP Secondary English Secondary Teacher Education SED Post Compulsory Education and Training SED Masters in Teaching and Learning The following audit required further action: MA International Social Work [Action: KA] That the Cass contribution to the Combined Honours overview had been written by PA and should be available for the next SQSC; That the collaborative reports and audits needed to be with CMSC by the end of the month to avoid a letter being sent to the partners; That the Havering College audit was believed to be in a position to be signed off as the external examiner s report was available [Action: NHe] 14. Programme Approval Schedules for 2013/14 The committee received an updated Academic Framework Review Revalidations tracking document. (iv) the chair noted that sub-set names had been added to the document and that it should be circulated by to the committee [Action: ] that PB will be on sabbatical during SEMB and the allocation of subsets would need to be revisited [Action: NHe] That ARo would need to be replaced for the approval events that involve Psychology (noted on the schedule) [Action: ]; CW noted that there are students wishing to progress from the FdA Professional Development on to the BA (Hons) Professional Development in February The BA is scheduled for reapproval at the end of May. AC noted that the SEMB codes had been taken out of use in DELTA and that the progression should be discussed with the Dean [Action: CW]. AC thought that the students should be allowed to progress. 15. Conditions Log The committee received the conditions log for 2013/4. 5
6 PG Dip Social Work (Step-up to Social Work) the MoC has now been signed and the external examiner nomination was being received at this meeting; AKMI PG Cert Learning and Teaching in HE CW noted that the subject head had the matter in hand; 16. External Examiners 16.1 QAE External Examiner Reports Responses Outstanding the external examiner reports with responses outstanding in the Early Childhood and Education Subject Area are to be sent to CW as the new Subject Head [Action: ] That the Margaret Harris report required an action plan and that this was a priority [Action: CW] The response to Helen Tarsh s report was understood to have been prepared [Action: ] Reports not received The committee noted the report Expiring Contracts The committee received a summary of the External Examiners which were due to complete their term of office during the current academic year. That for the contracts expiring in September 2014 replacements would need to be in place by April Modules to be allocated report That the PG Cert Teaching in Higher Education (DL) should either have a new start date or an external examiner nominated External Examiner Nomination Martyn Higgins Social Work Subject Area That this is the examiner for the PG Dip Social Work (Step-up to Social Work) programme; AC queried the length of the appointment and suggested that it be extended until September It was agreed to amend the nomination [Action: ] 6
7 The committee approved the nomination subject to the minor modification Reallocation of Duties Sue Middleton Social Work Subject Area That this was a temporary reallocation for SEMA 2013/4 The committee approved the reallocation of duties Victoria Wynne Early Childhood and Education Subject Area (I) That ED1024 was included in the addition to the contract; The committee approved the reallocations of duties. 17. Dates of future meetings ARo queried whether sufficient time is being allowed for the approval business. The chair confirmed that meetings had previously been extended. This is to be done by Chair s Action E&C Subject Area REP to include AKMI comparative analysis (approval of AKMI REPs is conditional on this) HMa 22 nd January 2014 Minute Action Responsibility Actioned 6 Initial approval documentation to make corrections to the forms and resubmit to AC Programme Completed 7 (vii) Pre-AMHP short course to amend LO 5 to add evidences their practice, amend the word count to 3000, amend the Level to 7 and to add the ECTS credits (7.5) (item to return to next meeting) Leaders/ CP Completed 8
9 7 Organise an extraordinary SQSC meeting to receive the revised pre-amhp short course proposal 8 EDM405 EAL Pedagogy to amend ECTS to 15, level amended to 7 and the weighting clarified as 100%.
