Call to Order Chairman Holloway 2. Approval of PPSC Minutes Motion by Chief Undestad and Chief Stelljes The Council unanimously approved the December 11, 2013 Minutes. 3. Guests None 4. PASS Update Mike Waters Director Waters advised that he will be sending out the approved Updated Command Staff Contact List to the main Council membership after this meeting. Director Waters advised that the testing of POBITS (Peace Officer Background Investigation Tracking System) is proceeding along smoothly and applicant files are being uploaded. PASS is also consulting with Pinellas County IT to ensure the security of the system is viable should PASS move forward with the agreement with POBITS. Director Waters encouraged feedback from Council agency personnel using POBITS to view applicants. Director Waters advised that PASS is also exploring other program venders to include On Target Performance Systems and NEOGOV. Director Waters sent around the list of phone numbers (confidential) for the Council and asked Council members to update their information if required. Director Waters advised that he would send out a finalized list in January Committee Reports Legislative Committee Chief Thomas

4 The Council discussed the aspect of keeping vigil of all Legislative topics to include ongoing discussions of medical marijuana as well as red light cameras. Chief Thomas reminded everyone of the upcoming Florida Police Chiefs Winter Conference scheduled for the week of January 13, Training Dean Brian Frank No Report this month Standards Review Committee Chief Vincent Chief Vincent reminded the Council of today s SRC (See attached findings from previous month). Finance Chief Edwards Chief Edwards informed the Council that PPSC/PASS is holding steady. LE Radio and User Group Director Jackie Weinreich Director Weinreich relayed the following information: o o RDSTF Region 4 Interoperable Communications Workshop will be held at the Tampa Bay Regional Planning Council Facility Thursday, January 16, 2014 between 09:00 and Noon. This workshop will provide an overview of the communication assets that are available within Region 4, as well as discuss the Tactical Interoperable Communications (TIC) Plan, which is tied to grant funding. Many Radio System Projects are underway to include: Closing Out Rebanding Project Working with Motorola and Sprint/Nextel on final true-up of equipment. P25 Project will continue through the end of This project will require that subscriber units for St. Pete Police, Pinellas County Sheriff s Office, Pinellas Park Police and Tarpon Springs Police will need some type of firmware upgrade and/or programming. Expect to hear from Suncoast/Motorola for schedules and specifics Also feel free to contact Donna Beim ( ), Gary Dempsey ( ), or Jackie Weinreich ( ) with any questions. The radio system was upgraded from 7.9 to 7.13 in December 2013 as part of the $8.499 million major upgrade project recently approved by the BCC. The radio system will be upgraded from 7.13 to 7.14 in the coming months (planning on March, 2014). The reason for two upgrades is that we cannot upgrade more than 4 levels at one time. A new Master/Prime will be installed at the PSC, and the Ridgecrest site at EMS will become an active back-up Master/Prime. This should be complete by June, 2014 in time for hurricane season.

5 6. New Business A stand-alone 20 channel RF site will also be installed at the PSC to provide mobile radio coverage in the event of a total system outage. This should also be complete by June Construction continues on the PSC and we will begin installing 911, CAD & Radio equipment at the end of January. The console furniture is on site and being assembled. LE Information Systems and Analysis Mike Cooksey No report this month Homeland Security Corporal Armistead No report this month 7. Old Business Chief Stelljes updated the Council with respect to the upcoming Principal/SRO meeting and some of the recent dialogue that has taken place with the School Board Administration. Chief Stelljes provided a handout (attached to the minutes) of the tentative schedule of events at the proposed January 17, He advised that Pinellas County Schools Superintendent Dr. Michael Grego has asked him to prepare a draft agreement between the schools and law enforcement, similar to what is currently in place within Broward County, which prescribes how issues from minor offenses to major offenses will be handled between school personnel and the SRO law enforcement personnel. Discussion took place within the Council and there was consensus that Pinellas County has had agreements in the past similar to the concepts of the Broward County agreement. These agreements have faltered to a degree because of a lack of continuity brought about predominantly by the inevitable change of personnel both from school personnel to SRO personnel. The Council stressed that the successful implementation of any pending agreement has to be tied to a long term commitment by the school board, law enforcement and the judicial system that transcends changing personnel. 8. Roundtable Tarpon Springs Police Department Captain Jeff Young offered Chief Kochen s sincere thanks for the law enforcement assistance provided at this year s Epiphany Cross Dive. SAC Rick Ramirez reminded the Council of the free advanced learning classes being offered by FDLE. 9. Adjourn Chief Thomas and Chief Stelljes
