4 INTRODUCTION The Ohio Child Welfare Training Program promotes the delivery of high quality, culturally responsive, family-centered services to children who have experienced or are at risk of abuse, neglect, or dependency, and their families. We provide competency-based training, primarily to the public agency professionals, caregivers, and adoptive parents who serve them. We collaborate with other service providers to promote the delivery of competency-based training. We advocate for public policy and practice standards that reflect best child welfare practice. The Ohio Child Welfare Training Program is a cooperative effort of the Ohio Department of Job and Family Services, the Public Children Services Association of Ohio, the Institute for Human Services, and the eight Regional Training Centers. Funding for the program is provided by the Ohio Department of Job and Family Services. The Ohio Child Welfare Training Program is a model program that includes these essential elements: Utilization of a Universe of Competencies Competencies are statements of knowledge, skills, and values required for workers to do their jobs. Use of an Individual Training Needs Assessment Instrument Trainers must have the appropriate course content knowledge, the necessary adult training skills, and the ability to promote family-centered, culturally competent practice. Development of Job Related Training Content Training content relevance is assured by using our Universe of Competencies as the guide to curriculum development. The Utilization of Transfer of Learning Activities Transfer of learning activities promote the effective and continuing application by trainees to their jobs of the knowledge and skills gained in training. A Statewide System for the Delivery of Training Training is developed and delivered based upon data gathered from ongoing training needs assessments of workers in each region. Training is provided locally through eight Regional Training Centers, located in the following counties: Athens (Southeast) Cuyahoga (North Central) Franklin (Central) Greene (Western) Guernsey (East Central) Clermont (Southwest) Lucas (Northwest) Summit (Northeast) 3

5 THE SOUTHEAST OHIO REGIONAL TRAINING CENTER The Southeast Ohio Regional Training Center provides high quality, competency-based workshops and other skill-building initiatives to the child welfare staff, caregivers, and adoptive parents in our 13 county agencies in a friendly and comfortable learning environment. We are here to assist you in identifying your individual training needs and to schedule workshops to meet those needs, either regionally or at your agency. REGISTRATION AND CONFIRMATION To register for training, log in to E-Track and search for the workshop using the E-Track Course Number listed for each workshop. You can call or the contact person listed for the workshop you wish to attend. A registration deadline is posted for each workshop. Please register early to secure your admission in each workshop. Late phone registrations will be accepted if space is available. When registering, please identify any special needs you may have. It is the Training Center s goal to make your participation enjoyable, as well as informative. If you register for a training event but will not be able to attend, PLEASE call as soon as possible to cancel your registration. CANCELLATIONS Training sessions are occasionally canceled due to low registration, inclement weather, or other unforeseen circumstances. When a workshop is canceled, each of the 13 child welfare agencies will receive notification. It is the responsibility of the host agency to notify registered participants of any training cancellation. CERTIFICATES To receive a certificate, participants must attend the entire training event. Each training session will begin on time, so please be prompt for all training sessions. Participants who miss 15 minutes or more of a workshop will not receive a training certificate. The State of Ohio Counselor, Social Worker, Marriage and Family Therapist Board has informed us that we can only provide credit for total hours ATTENDED during a workshop. For example, in the event of inclement weather, early dismissal, or any other reason the workshop ends before total stated hours, the certificate will reflect the number of hours attended at that point in time. (January 10, 2008) PLEASE NOTE! The Southeast Ohio Regional Training Center, as part of the Ohio Child Welfare Training Program, is an Approved Provider through the State of Ohio Counselor, Social Worker, and Marriage and Family Therapist Board. Training events sponsored by the Southeast Ohio Regional Training Center meet Board guidelines and can be used by licensees toward their social work license renewal requirements. Clock hours on certificates of attendance will be readily accepted by the Board at the time of license renewal. PLEASE NOTE: Ohio Counselor, Social Worker, and Marriage and Family Therapist Board regulations prohibit breaks from being counted toward credit; therefore, a 6 hour workshop will count as 5.5 licensure hours, and a 3 hour training session will count as 2.75 licensure hours. Clock hours will be noted on certificates. 4

PROGRAM CONTENT: This 3 hour training will highlight theoretical perspectives on loss and detail John Bowlby s theory on attachment, separation and loss. Examples of how loss is represented in the arts and literature will be presented to illustrate the magnitude of pain that may result from these experiences. Lifebooks will be introduced as an effective technique to uncover the pain and subsequently also be used as a technique to aid in the healing process. Caregivers will also receive strategies to help youth: Be realistic about their transition planning. Maintain ties with family, friends and mentors as safety nets. PROGRAM CONTENT: In this workshop, caregivers will take a close look at the critical components in the "discipline box" and how understanding the cycle of attachment assists caregivers in choosing the most appropriate method to deal effectively with problematic behavioral situations in their home. With increasing concerns about youth and anger, this training is timely and offers practical steps. PROGRAM CONTENT: This training will provide information to help foster parents better understand the addicted birth parent. As someone who battled the same issues as an addicted parent herself, the presenter will try to explain why it was so challenging to put down the drugs and reclaim her role as an effective and active parent. As a participant, you will: Develop an understanding of how addiction compromises good judgment in the brain of the addict. Discover techniques for engaging birth parents and help keep them motivated in their treatment and reunification goals. Learn how to confidentially communicate with foster children about addiction. Min., L.S.W., P.C.C. PROGRAM CONTENT: This workshop revisits the basic purposes of foster care placement, looks at the impact of loss of family and familiar surroundings on the child in care, and considers factors related to placement disruption. Participants will learn the five most common reasons for placement disruption and how disruption complicates the child's process. Participants will explore what foster parents can do to assure a good "fit" prior to and during the child's placement in their home, and how to make placements successful allowing sufficient time for the child to regroup and mend. The importance of good and timely permanency planning, and the maintenance of placement stability throughout the child's separation from his/her birth family are overriding themes throughout this presentation. 17 LESSONS FROM THE LIFE OF A TRANSRACIAL ADOPTEE: WHAT EVERY CASEWORKER AND CAREGIVER SHOULD KNOW DATE: Wednesday, October 28, 2015 TIME: 9:00 a.m. - 4:00 p.m. HOURS: 6 LOCATION: SEORTC 2099 E State Street, Suite A Athens, Ohio TO REGISTER, CONTACT: Tracy Reichardt Tracy.Reichardt@jfs.ohio.gov PRESENTER: Kevin Hofmann PROGRAM CONTENT: Kevin Hofmann, foster care alum and adoptee, offers his unique viewpoint as a transracially adopted child. He shares his experiences related to developmental stages of racial awareness and identity, and what he needed to prepare him for the racism he would experience in childhood. Kevin shares what his parents did right and what he believes they could have done differently to help him. He also shares how exposure to his culture of origin helped him navigate in adulthood through a racially conscious world. The workshop also provides researchbased strategies for caseworkers and caregivers to help children identify, understand, and manage racial prejudice. PROGRAM CONTENT: Parents must equip their children to survive on their own by the time they reach adulthood. The process of enhancing a child s ability to be selfreliant begins around 18 months of age and continues into young adulthood. Parents begin this process with the simplest learning opportunities in daily living skills; they increase the complexity of the activities and skills as the child matures. Building self-reliant adults is an intentional process. This workshop gives parents and caregivers specific tools to foster self-reliance in children of all ages and developmental levels. This workshop will provide a discussion about the feelings of the children in regard to their parents' illness. It is critical that everyone who interacts with parents continues to grow in their understanding of these very vulnerable people. Reasons for foster care placement are often complicated, difficult to explain, and confusing to the child or adolescent placed in care. Children of all ages enter care with many questions, concerns, and anxiety. The child may ask direct questions, clam up, or speak very loudly by less than desirable attitudes and behaviors. This workshop will help foster parents become more effective in initiating and negotiating difficult conversations with children placed in their care. They will develop better listening skills, and gain expertise in implementing practical, age-appropriate approaches to opening conversation between themselves and their foster children. More ease and effectiveness in negotiating difficult conversations will lessen the incidents of disruptions in foster care placement. Participants will learn the social, neuropsychiatric, and physical problems commonly associated with children who have experienced the unspeakable. The Fostering Connections to Success and Increasing Adoption Act of 2008 includes a requirement that a youth-directed transition plan be developed 90 days prior to a youth turning 18. However, it is important that we recognize that transition planning begins well before this time. This training provides a definition of transition planning, examines the benefits of youth engagement, and outlines the transition planning process. In addition, participants will learn about the Foster Club s Transition Planning Toolkit - a document that helps transitioning adolescents develop their plans for the future. 31 PRE-PLACEMENT SESSION SUMMARIES Module I: Orientation to Foster Care, Adoption, and Kinship Care Module I of Preservice provides an overview of the child welfare system and examines the differences between foster care, adoption, and kinship care. Participants receive information about the needs of waiting children, as well as the process of becoming a caregiver. Module II: The Child Protection Team Module II of Preservice discusses the history and goals of foster care and adoption, and examines the role of the foster, kinship, and adoptive families within that system. Emphasis is placed on the primary care team (the foster caregiver, the primary parent, and the agency caseworker) supporting the child. Information is shared about the effective use of teams to serve children and families. Module III: Child Development Module III of Preservice introduces the core concepts that shape our understanding of early childhood development. Participants receive an overview of brain development and gain an awareness of the importance of attachment, self-regulation, and initiative in development. Factors that enhance development will be addressed. Module IV: Childhood Trauma and its Effects Module IV of Preservice helps participants understand how childhood trauma can effect development, including brain development, as well as emotions and behavior. Module V: Child Sexual Abuse Module V of Preservice provides an overview of child sexual abuse and is designed to help prospective foster, adoptive, and kinship caregivers understand basic facts about child sexual abuse, recognize potential indicators of sexual abuse, and take beginning steps to make their homes safe environments for children who have been sexually abused. Module VI: Minimizing the Trauma of Placement Module VI of Preservice addresses strategies caregivers and adoptive parents can use to help children feel safe and accepted in their home and community. The importance of gathering background information and maintaining connections is stressed. Module VII: Transcending Differences in Placement Module VII of Preservice helps participants gain awareness of their own diversity in order to better understand the diversity of each child that comes to their home. Participants will consider ways they can prepare their home and community to welcome and provide a safe and nurturing environment for a child. 30

32 Module VIII: Helping the Child Manage Emotions and Behaviors Module VIII of Preservice introduces caregivers and adoptive parents to strategies they can use to assist children in learning to manage their emotions and control their behaviors. Module IX: Understanding Primary Families Module IX of Preservice presents a rationale for involvement of foster caregivers in promoting connections to primary family members, particularly primary parents and siblings. The training encourages a non-judgmental approach to the caregiver s work with primary families to promote reunification. Module X: The Effects of Caregiving on the Caregiving Family Module X of Preservice examines the impact of foster care and adoption on individual members of the caregiving family, as well as the impact on their relationships with one another. Participants are introduced to effective coping strategies and the benefits of developing survival plans. Module XI: Long-Term Separation from Birth Parents Module XI of Preservice describes the emotions children and youth experience when reunification efforts with the birth parents fail. Feelings of adopted children or children in long-term substitute care placements are explored. Participants will learn about typical triggers of long-term grief. Finally, the personal perspectives of adopted individuals will be shared. Module XII: Post-Adoption Issues for Families Module XII of Preservice describes the adoption dynamics impacting families. Openness in adoption will be addressed, as well as stages of adjustment for new adoptive families. Participants will learn about post-adoption services, including subsidy. 31

Anderson, B.A., is a former foster mother and has worked as a caseworker with teenagers, served as director of a senior center, and worked on the development and coordination of social services in the greater Cincinnati area. She has worked as an independent trainer for the OCWTP since Jamole Callahan, entered foster care at the age of 13. During his time in care he was shifted through 9 homes. At 18 Jamole was emancipated out of care. With the assistance of one of his mentors/teachers he was encouraged to further his education. In the fall of 1998 Jamole enrolled at Central State University where he studied music education. After college Jamole married his college sweetheart. Within that union, they were blessed to have 4 beautiful children. On the business side, in 2006 Jamole co-founded 90 Degree Entertainment with a long time college buddy. The company focuses on artist management, development and promotion. His motto is: Don t be ashamed of your past. Marlin Cheyney, M.S.W., L.S.W., has 10 years previous experience at Franklin County Children Services working with the unwed parent unit, crisis intake unit, and foster care education. She has served in the area of foster care education for over 30 years. China Darrington, B.F.A., has made a remarkable success out of her life following a period in her earlier years when she became addicted to drugs. She has gone through an extensive recovery period and has since graduated from college with her B.F.A. in Photography and Design. China works full time and spends part of her time giving back by talking to other women who are dealing with recovery issues of their own. Kevin Hofmann, has 44 years of experience as a transracial adoptee. He is a presenter and lecturer, speaking to professionals and parent groups about adoption all across the United States. Mr. Hofmann authored a personal memoir about growing up as a transracial adoptee. He has served as a CASA Volunteer to several foster care youth Ronna Johnson, R.N., B.S.N., C.P.N.P., has over 28 years of experience as a Registered Nurse and Pediatric Nurse Practitioner working with children with medical and developmental special needs. Mrs. Johnson is also a foster and adoptive parent for two children with complex special needs. 36

38 Adrian McLemore, Mr. McLemore spent the first 18 years of his life bouncing between foster care and his divorced separated parents. He was involved in the Georgia foster care system and later the Ohio foster care system. Mr. McLemore offers a triple threat of unique perspectives. First, he knows what it s like and has experienced being a child engrossed in the foster care system. Secondly, he knows what it s like to provide kinship care as he obtained custody of his young niece and nephew in Finally, he has a proven track record of ways, ideas, and means to improve the system for all those involved. His passion and areas of expertise include youth empowerment, youth development, foster parent training, and self-worth. Anthony President, B.A., is President of Presidential Consultants, L.L.C., a consortium of training professionals serving both the private and public sector on foster parent and staff development issues. He is an approved OCWTP trainer with over 11 years training experience in child welfare, education, and business and has served with distinction as a Senior Training Officer and social service worker for Cuyahoga County. He is also a staff instructor at Lakeland Community College and the ATS Institute of Technology. Judith A. Qualls, and her husband have been fostering teens since She has enjoyed mentoring foster parents and has served on a committee to write foster parent/private agency goals and protocol. She began co-training prospective foster and adoptive parents in 1999, and became an approved trainer for the Ohio Child Welfare Training Program in Michele Santin, M.A., P.C.C., L.S.W., is a graduate of Ohio Dominican University with a BA degree in Criminal Justice and a graduate of Franciscan University of Steubenville with a MA in Counseling. She has been in the field of foster care and adoption for over 30 years. Currently, she is Director of Family Life and Social Concerns (Catholic Charities) for the Diocese of Steubenville where she began her career as an adoption caseworker. Previously, Ms. Santin was employed for 18 years by the Jefferson County Department of Job and Family Services where she served as an adoption caseworker and supervisor of the Placement Unit. Ms. Santin was also a therapist at the Family Service Association in Steubenville, Ohio where she focused primarily on children and teens who have experienced parental separation and loss. 37

39 Wendy Shields, M.P.A., received her Master s in Public Administration in 2003 and Bachelor of Arts in Sociology in 1996 from Ohio University. Ms. Shields has worked in various positions with Athens County Children Services, is the former Director of Milestones Therapeutic Foster Care Agency and the former Foster Care Training Coordinator for The Buckeye Ranch. Currently, Ms. Shields serves as the Administrator of Athens County Family and Children First Council, overseeing the county's multi-system service coordination, Help Me Grow and Ohio Children Trust Fund programming. Eugene Smiley, D. Min., L.S.W., P.C.C., is a professional clinical counselor, social worker, family mediator, adoption assessor, parent education, foster parent/adoption trainer, and a practicing mental health clinician. He has provided counseling and educational services to families and individuals in child protective, court and foster care/adoption venues for more than twenty years. Jim Still-Pepper, M.A., is a therapist who works exclusively with children, teens, and their families. He consults with several school districts and group homes for teenagers. He is also a motivational speaker and an independent trainer in the field of child welfare. Mr. Still-Pepper is a freelance writer and has co-authored six books. He is the creator of the Abstinence Education Game, which is a powerful tool for teaching kids the importance of abstinence. David Zidar, L.I.S.W.-S., an independent trainer and therapist, has been working in child welfare since 1982 in a variety of capacities, including as a front line child and youth care professional, an administrator, trainer, and therapist. He is the 1992 recipient of the Timothy E. Kuster Memorial Award for Excellence in Child Care, recognizing him as one of Ohio s top front line child and youth care professionals. Mr. Zidar has a Bachelor of Social Work degree from Capital University, an M.S.S.A. from Case Western Reserve University, and a certification in Juvenile Sex Offender Treatment from the University of Louisville. 38

Therefore, please allow ample travel time for possible traffic and construction delays, and turn cell phones and pagers off or on silent mode and return calls during break, as any time spent outside the classroom counts toward the 15 minute rule.
