2 Welcome and Introduction The Humanitarian and Conflict Response Institute (HCRI) at the University of Manchester is inspired by the need to conduct rigorous research and to support postgraduate training on the impact and outcomes of contemporary and historical crises. This programme is driven by a desire to inform and support policy and decision makers, to optimise joint working between partner organisations, and to foster increased accountability within a knowledge gathering framework. Bringing together the disciplines of medicine and the humanities to achieve these aims, the HCRI will facilitate improvements in crisis response on a global scale whilst providing a much needed centre of excellence for all concerned with emergencies and conflicts. The Institute is developing a novel configuration for research and teaching which will uniquely associate practitioners, non-governmental organisation (NGO) partners, theoreticians, policy makers and analysts in sustained intellectual engagement. Combining a targeted programme of research with the provision of timely analysis on current emergencies, the institute will seek to develop new methodologies in the budding field of humanitarian and conflict response research. Staff Dr Rony Brauman, Director Qualified as a medical doctor, Rony Brauman has worked in the field of international medical assistance since Initially serving as a field physician in developing countries with Médecins San Frontières (France), he became the President of the organisation from He is currently Associate Professor at L'Institut d'études Politiques (Paris), Director of the MSF Foundation also in Paris, and Director of the Humanitarian and Conflict Response Institute. Professor Bertrand Taithe, External Affairs Director Born in France, Professor Bertrand Taithe studied at the Sorbonne with Professor François Crouzet and began his career as a historian of urban sociology. He later moved into the history of medicine and sexuality and is particularly interested in the history of humanitarian aid. Professor Taithe is a prolific author, Editor of the European Review of History, and co- Director of the Humanitarian and Conflict Response Institute. Professor Tony Redmond, Deputy Director Professor Redmond has been involved in international emergency medical assistance for over twenty years, responding to natural disasters, major incidents, conflicts and complex emergencies throughout the world. In 2008 Professor Redmond headed a medical team sent to China following the 2008 earthquakes. Professor Redmond is co-director of the Humanitarian and Conflict Response Institute, Hospital Dean at Salford Royal NHS Foundation Trust, and Professor of International Emergency Medicine at Manchester Medical School within the University of Manchester. Dr Tanja R Müller, Research Director Tanja R. Müller received an MA in Linguistics and Philosophy (1991) at the Freie Universität Berlin, an MA in Development Studies at University College Dublin (1994), and a Ph.D. in Development Studies (2003) at the University of East Anglia, Norwich, UK. She has worked as a university lecturer in Dublin ( ) and Asmara ( ), as an education consultant in Japan ( ), and as a journalist on development-related issues (1994-2

She was assistant professor at Wageningen University from with the programme African Women Leaders in Agriculture and the Environment (AWLAE), where she worked on the implications of the HIV/AIDS pandemic for rural development in sub- Saharan Africa. She joined the Institute for Development Policy & Management (IDPM) within the University of Manchester in Professor James Thompson, Executive Director James Thompson is the Project Director of In Place of War and a Professor of Applied and Social Theatre in the Department of Drama at the University of Manchester. In Place of War came out of his work in Sri Lanka, where in 2000 he was invited by UNICEF to run training courses for practitioners working with young people affected by conflict. During these sessions, James was impressed by the extensive use of theatre in response to the 20 year long civil war, which in turn, led to many of the research questions addressed by In Place of War. James has continued work with close colleagues in Sri Lanka, and through In Place of War, has continued to explore his interest in the relationship between performance and war. James specialises in performance in conflict and disaster zones, theatre with offenders, theatre and development and Sri Lankan theatre. He has documented theatre practice in Sri Lanka, Democratic Republic of Congo, Banda Aceh and the UK. Dr Tim Jacoby, Teaching Director After working in Turkey and Nigeria during the 1990s, Tim Jacoby won an ESRC-funded place on the International Conflict Analysis Masters degree programme at the University of Kent. He then completed his PhD and an ESRC Post-Doctoral Fellowship in the Department of Politics at the University of York from Since 2005, he has been senior lecturer in conflict studies at the Institute for Development Policy & Management, the University of Manchester. His research concerns the historical sociology of state development, political violence and post-war reconstruction - with a particular focus on Turkey. Dr Jen Peterson, Post-Graduate Research Director Jenny Peterson conducts research on the politics of conflict response and critiques of liberal peacebuilding. With a particular interest in the concept of political space and its impact on aid policy and practice, her current research agenda questions the possibilities for policy innovation and increasing levels of agency within the aid industry. Her doctoral work included research trips to Kosovo in 2005 and 2006 during which she investigated the norms and processes relating to rule of law projects and economic reforms which were used to fight criminality and political corruption. Dr. Peterson joins the HCRI from the University of British Columbia in Canada where she recently completed a Post-Doctoral Fellowship in the Department of Political Science. She is currently Korchinsky Lecturer at HCRI. Rebecca Whitehead, Institute Manager Rebecca graduated with a BSc (Hons) in Applied Human Psychology from Aston University before moving into medical publishing, initially in sales and marketing, and then as a Commissioning Editor. She spent the next decade working within communication agencies where she lead teams to service the medical education and marketing needs of the global pharmaceutical industry across a wide range of therapy areas. Rebecca joined the University of Manchester in Jan 2008 securing a role within the Division of Development and Alumni relations with a focus on major gift fundraising for the Faculty of Medical & Human Sciences. As part of her role, she worked alongside the Directors of the HCRI to secure philanthropic funding for the HCRI Korchinsky Lecturer in Humanitarian and Conflict Response as well as Korchinsky studentships at both the MA and PhD level. 3
4 Dr Maura Duffy Maura received an M.A. in International Development (Social Policy and Social Development) from the Institute of Development and Policy Management, University of Manchester in 2006 and was awarded a PhD in International Development (also within IDPM) in Dr Emily Pia Emily's primary research interest lies in examining innovative forms of responding to trauma, and how their incorporation into the Peacebuilding discourse may open up the discipline itself, as well as its respective sub-fields. Additional research interests and previous work include: narrative therapy, the role of civil society in conflicts; human rights and processes of desecuritisation; citizenship and identity; and migrants and social movements. Emily is Course Director for the MA in Peacebuilding and joined HCRI from the University of St Andrews where she was working as a Lecturer in the School of International Relations. Professor Peter Gatrell Peter obtained his undergraduate and PhD degrees from the University of Cambridge. He has spent most of his academic career at The University of Manchester, including working as Head of the School of History and Classics between 1997 and 2002 prior to becoming part of the School of Arts, Histories and Cultures. Peter's research and teaching interests fall into two broad categories: population displacement in world history and the history of modern Europe. These twin interests are also brought together in his commitment to the cultural history of modern war. Professor Oliver Richmond Oliver joined us as Professor of International Relations, Peace and Conflict Studies. His primary area of expertise is in peace and conflict theory, and in particular its interlinkages with IR theory. Recently, he has become interested in local forms of critical agency and resistance, and their role in constructing hybrid or post-liberal forms of peace and states (see A Post-Liberal Peace, 2011). He is editor (with Roger Mac Ginty) of the new Taylor and Francis journal Peacebuilding. Oliver is currently co-directing and involved in several major research projects, funded by a range of research councils and donors. He has received several major grants, including from the Leverhulme Trust, two EUFP7 grants, an EU Marie Curie for post-doctoral support, two grants from the British Academy, as well as UNU, the Carnegie and Nuffield Trusts (for fieldwork and for further post-doctoral support). Dr Jenny Carson Jenny completed her PhD at the University of Manchester in 2009 and has been working as a Research Associate at HCRI since February Jenny took up the post of Lecturer in Humanitarianism and Conflict Response and MA Director in August Her research focuses on the humanitarian assistance provided to refugees and displaced persons (DP) since 1945, with special reference to the work of the Religious Society of Friends (Quakers). She is programme director of the MA in Humanitarianism and Conflict Response at HCRI. Dr Sandra Pogodda Sandra completed her PhD in International Relations at the University of Cambridge before joining the Johns Hopkins School of Advanced International Studies as a Postdoctoral Fellow. More recently she worked with Professors Mac Ginty and Richmond at the University 4
5 of St Andrews on their European research projects. Sandra joined HCRI in May 2012 where she will continue to work on the EUFP7 CORE project with Roger and Oliver who also joined HCRI in 2011/12. Sandra's research interests include state-building and state formation in the Middle East; dynamics of mobilization in resistance movements; and development and conflict resolution. Dr Darren Walter In addition to his role as senior lecturer within HCRI, Darren is the Clinical Director for Urgent Care and a Consultant in Emergency Medicine at the University Hospital of South Manchester, an EMS Assistant Medical Director of the North West Ambulance Service and Medical Director of the Regional Air Ambulance in the North West of England. He is Co- Chair of the Training & Standards Board of the Faculty of Pre-hospital Care at the Royal College of Surgeons of Edinburgh and currently chairs the International Committees of the British Association for Immediate Care and the National Association of EMS Physicians in the USA. He is Secretary of the World Association for Disaster & Emergency Medicine and represents them at the Emergency Department of the World Health Organisation and at the Global Health Cluster. Through the UHSM Academy, he is leading a programme with Gulu University in Northern Uganda to develop a trauma system in this post-conflict region of Africa. Dr Rubina Jasani Rubina Jasani s areas of interest are Anthropology of violence and reconstruction, Medical Anthropology with special focus on social suffering and mental illness and the study of lived Islam in South Asia and the UK. Her doctoral work examined moral and material reconstruction of life after an episode of ethnic violence in Gujarat, Western India in Working with survivors of ethnic violence, she became interested in mental illness and has completed two pieces of research on ethnicity and mental illness in inner city areas of Birmingham. Currently, she is the qualitative lead on two inter-disciplinary research studies. The first study, aims to understand how people s help-seeking is mediated by cultural, religious and social explanatory models. The second study aims to unpack the concept of institutional racism by monitoring the over-representation of ethnic minorities in compulsory psychiatric care. Dr Paul Kailiponi Paul completed his PhD at Aston Business School in Operations Research. He worked within the Aston Business School CRISIS Centre analysing evacuation decision-making in advance of catastrophic disaster across the EU and in Japan. His research interests include applied quantitative research methods, statistical decision theory, geographic information systems (GIS) and the application of these techniques to emergency management. He completed his Bachelor s degree in International Relations from Brigham Young University (Provo, UT) as well as a Master s degree in Development Economics from the University of Pittsburgh (Pittsburgh, PA). Dr Barni Nor Barni Nor received an MSc in Public Health Nutrition at London School of Hygiene and Tropical Medicine (2005) and a PhD in International Health at Uppsala University (2010). She has worked in Zambia, Sweden and South Africa on issues of gender, sexuality, reproductive health, child nutrition and HIV/AIDS. Barni s research and teaching interests are in the field of refugee health, prevention of mother-to-child transmission of HIV, management of famine and disease in conflict, and the politics of food and food aid. Barni is particularly 5
6 interested in intervention strategies and the question of how do we put scientific knowledge into practice? Professor Roger Mac Ginty Roger Mac Ginty is Professor of Peace and Conflict Studies at the Humanitarian and Conflict Response Institute and the Department of Politics. He is editor (with Oliver Richmond) of the new Taylor and Francis journal Peacebuilding and is currently editing the Handbook on Peacebuilding for Routledge. In he is working on an EU FP7 project Cultures of governance and conflict resolution in India and the EU. He edits the Rethinking Political Violence book series with Palgrave. His latest book is International Peacebuilding and Local Resistance. Programme Aims and Learning Outcomes This online programme covers issues related to the worldwide improvement of health, the reduction of disparities, and protection against global threats that disregard national borders and is unique in bringing together the study of emergency medicine, disaster management, community health, anthropology and the sociology of health and illness. As such, it offers both a practical means of study and an inclusive approach which mirrors the reality of health interventions within a humanitarian context. The structure and content of the course was tailored to the specific needs and context of the Red Cross Red Crescent health and resilience programmes. The programme will extend the knowledge base and develop the practical skills of current and future practitioners in global health. The programme aims to: 01. Provide students with critical insights into competing perspectives on how Global Health can be understood, analysed and explained from both an historiographic and contemporary viewpoint. 02. Develop students analytical skills in critically evaluating the idea of Global Health and the ways it has been organised, justified and implemented. This includes competency in developing a reasoned argument, critically considering data sources and defending different approaches. 03. Develop students skills in gathering, organising and using evidence and information from a wide variety of sources. This will be complemented by guidance on how best to manage workloads and obtain research materials. Upon completion of this programme, participants should be able to demonstrate a critical understanding of: 01. key issues and debates in Global Health, different theoretical approaches to these issues, practical problems, and the diversity of policies at international and national levels 02. both the range of social science topics associated with Global Health and the normative and historiographic assumptions which underpin these issues 03. the analytical and policy literature concerning the related issues of health inequalities, ethics and international governance structures and institutions, the role and perspectives of the state, multilateral and bilateral agencies, international and domestic NGOs and other civil institutions 6
7 Programme Structure Students must successfully complete a total of 60 credits in order to graduate with a Postgraduate Diploma. 8 Assessment The pass mark for a Postgraduate Diploma will be 40%. A student registered on a Postgraduate Diploma or Masters programme who fails to satisfy the Examiners in any assessment of taught units may be permitted to resubmit the assessment or retake the examination on one further occasion, up to a maximum of 45 credits, i.e. a student may resubmit units of the taught component totalling no more than 45 credits across whole of the PG Cert, PG Dip and/or MA. The maximum mark to be awarded for resubmitted coursework or retaken examination will normally be 50% for the Degree of Master and 40% for the Postgraduate Diploma [and Postgraduate Certificate] (or 50% where the higher pass mark has been approved). This mark will be used in computing the overall mark for the course unit. Students may, in exceptional mitigating circumstances, and with prior permission of the Faculty, be allowed to re-take the entire programme subject to all outstanding fees being paid. Students may be awarded a compensated pass for a Degree of Master when they fail in units of the taught component totalling no more than 30 credits and receive a mark of at least 40% but less than 50% for those failed units. The student must also have gained an overall mark, calculated as an average of the numerical marks awarded for each unit weighted by the credits for that unit (referred to subsequently as weighted average ), for all taught units of 50% or more in order to be granted the compensated pass. i.e. a student may fail in units of the taught component totalling no more than 30 credits across the PG Cert, PG Dip and MA combined. Students may be awarded a compensated pass for a Postgraduate Diploma programme when they fail in units totalling no more than 30 credits and receive a mark of at least 30% but less than 40% for those failed units. The student must also have gained an overall weighted average for all taught units of 40% or more in order to be granted the compensated pass. Where the pass mark is set at 50% the compensatable units must receive a mark of at least 40% but less than 50%. i.e. a student may fail in units of the taught component totalling no more than 30 credits across the PG Cert and PG Dip combined. Students may be awarded a compensated pass for a Postgraduate Certificate programme when they fail in units totalling no more than 15 credits and receive a mark of at least 30% but less than 40% for those failed units. The student must also have gained an overall weighted average for all taught units of 40% or more in order to be granted the compensated pass. The maximum allowable cumulative failure of course units in a Masters programme at the first attempt is 45 credits of the taught component of the programme. A student whose failures in units at the first attempt exceed 45 credits will be deemed to have failed the programme. Students who fail in units totalling more than 45 credits at Masters level will be judged against the requirements for a pass on the Postgraduate Diploma programme. If this results in their failing units totalling fewer than or equal to 45 credits at Postgraduate Diploma level, the student may resit those units failed at Postgraduate Diploma level to obtain the award of a Postgraduate Diploma. To obtain a pass for a Degree of Master, the student is required to obtain both a weighted average of 50% or more on the taught element (after compensation or reassessment as necessary), and 50% or more on the dissertation (or equivalent) (after reassessment as necessary). For the MA Global Health, this applies to the marks achieved across the whole 3 years of the programme the PG Cert, PG Dip and MA. To obtain a pass for a Postgraduate Diploma or Certificate, the student is required to obtain a weighted average of 40% or more on the taught element (after compensation or reassessment 8
9 as necessary). If there is a project or extended essay a mark of 40% or more (after reassessment as necessary) on this element is also required to pass. A pass mark of 50% for a Postgraduate Diploma may be approved by the Faculty where required on discipline-specific grounds or for some professionally accredited programmes. For the PG Dip Global Health, this applies to the marks achieved across the whole 2 years of the programme the marks achieved in both the PG Cert year and the PG Dip year. Progression After successfully completing the required assessment, students may be permitted to progress to the Degree of Master on condition that: the student achieved a pass mark of 50%; the award of the Postgraduate Diploma is rescinded. In these circumstances, for a Postgraduate Diploma, students will normally be required to complete the programme no more than four academic years after initial registration, or for a Degree of Master, no more than five academic years after initial registration. Students will normally successfully complete the taught component of the Degree of Master before they can progress to the dissertation (or equivalent), and must successfully complete the taught component before submission of the dissertation (or equivalent). Style Guidance General Example Hartman (2005), in her seminal study on urban regeneration, found no evidence to support the role of charitable donations. However, Okuda concludes that "donations can have some positive impact if the donors are involved throughout the project's history" (1995:22).
