1 I personally love the New Year and what it symbolizes beginnings. It s a new year with new opportunities. Some of us will celebrate this year as an anniversary of our unwavering commitment to last year s resolutions. Many of you have begun a fierce commitment to new resolutions and changes for Whichever FFF group you find yourself in, resolve this year to commit to you and your family s personal safety. Let s make 2013 the year you write down all of your serial numbers. Slow down and don t speed. Always wear your seatbelt. Never drink alcohol and drive! Take pictures of your valuables and them to yourself or your insurance agent. Lock the doors to your vehicles and keep valuables out of plain sight. Have you been thinking about starting a Neighborhood Watch in your community? Contact our office and we will help you get started. Make 2013 the inaugural year of your Neighborhood Watch. Finally, be safe! Always!!!

2 Do you know a young adult interested in law enforcement? Have you heard about the CMPD Police Explorers? Exploring is a worksite-based program in which young adults learn about particular careers in which they have an interest. The Charlotte Mecklenburg Police Department sponsors two Exploring Posts that provide teens with the opportunities to learn about the law enforcement profession, and make informed decisions about possible future careers. The Police Exploring program introduces students to the world of law enforcement at the local, state, and national levels. Explorers are trained in several aspects of police work and have the opportunities to compete with other posts in state, region, and national conferences. We also offer students the opportunity to participate in the Ride-Along Program, which allows the Explorers to ride in the patrol car with an experienced officer on the job. Two academies are offered every year by our department, and by the North Carolina Association of Law Enforcement Explorers, as opportunities for Explorers to experience abbreviated versions of an actual police academy. The requirements for eligibility for the Charlotte Mecklenburg Police Explorers are as follows: Must be years of age Must have no serious criminal history Must maintain a 2.0 GPA in school Must have a good school record (attendance and behavior) Must have parental approval The CMPD Police Explorers meet on the 1st and 3rd Monday of every month at the Police Training Academy located at 1770 Shopton Rd. 3 What did hundreds of police officers, Police Explorers, and an army of volunteers have in common this holiday season? The 39 th Annual Police Explorers Christmas Project that s what! CMPD Police explorers teamed up with the Charlotte Fire Department, Marine Toys for Tots, The Link, and Queen City Appliance to assist with this year s event. The Christmas Project also received donations from the community, area businesses, and local civic organizations. On December 21, 2012, CMPD officers and volunteers made hundreds of deliveries and assisted more than 600 families in need. Officers and volunteers were able to deliver toys and 50-60lbs of food to each home. Many of these families would not have had a holiday without the help they received. Thanks to everyone who helped make this such an amazing event! 4 Unfortunatley, Domestic Violence and abuse tends to increase over the holidays. The winter weather keeps many inside with little escape from each other. This and a struggling economy often trigger discussions about money and employment. Please don t let these discussions turn physical. Domestic violence results in physical injury, psychological trauma, and sometimes death. Please use the below information to help prevent Domestic Violence. The consequences of domestic violence can cross generations and truly last a lifetime.. Characteristics of Domestic Violence Victims Emotional Warning Signs: Do you or someone you know experience depression? have suicidal thoughts? feel emotionally distressed? demonstrate dependency on the relationship? feel afraid? feel ashamed? feel defensive? feel distrustful? feel panicky? act very cautious so as to avoid violence? often fear separation from your partner? feel helplessness? experience flashbacks of prior violent incidents? feel overwhelmed with emotion? feel irritable? become startled easily? feel guilt or over responsibility? Physical Warning Signs: Do you or someone you know have chronic medical complaints? Abuse alcohol? Abuse drugs? overeat? have a loss of appetite? have anorexia? have frequent headaches? Experience stomach ailments? have high blood pressure? have heart palpitations? have allergic skin reactions? have insomnia? feel chronically fatigued? feel anxious? Social Warning Signs: Do you or someone you know avoid making eye contact or look down during conversation? Feel isolated (few/no friends or family members involved in your life)? make excuses for your partner s behavior? minimize the assault? deny the seriousness of the assault? often defend your partner? have limited freedom? have to have your partner along if you want to see your friends or family? feel you have to avoid attending school because you've been forbidden to do so? feel alienated? feel vulnerable? feel socially isolation? mistrust and dislike men? feel humiliated?

5 Are you involved in an abusive relationship? Abuse does not have to be physical. Many abusers first use mental or emotional tactics before they become physically abusive. You may be in an abusive relationship if he or she: Is jealous or possessive toward you. Tries to control you by being very bossy or demanding. Is violent and loses his or her temper quickly Pressures you sexually. Abuses drugs or alcohol. Blames you when he or she mistreats you. Has a history of bad relationships Believes men should be in control and powerful, while women should be passive and submissive. Your family and friends have warned you about the person or told you that they are concerned for your safety. You worry about how he or she will react to things you say or do. 6 NASH, JAMES BERNARD B/M JAN 06, 1947 Charge: Vehicular Manslaughter and DWI On December 7th, 2012 at 3:46am, University City Division officers responded to a call for service for a pedestrian struck by a vehicle at the 5000 block of Prosperity Church Road. The victim was crossing the road with his dog when he was struck by a 1999 Volvo S80 traveling northwest. Mr. Case was crossing Prosperity Church Road at the intersection of Loganville Drive. The driver of the Volvo, James B. Nash, stopped and attempted to call 911. The victim was pronounced deceased by Medic at the scene. 8 The City of Charlotte has enacted a Youth Protection Ordinance that imposes a curfew for juveniles less than 16 years of age. Juveniles under the age of 13 cannot be in a public place or business from 10:00 pm until 6:00 am on any day of the week. Juveniles ages cannot be in a public place or business from 11:00 pm until 6:00 am on any day of the week (unless they fall within one of the exceptions listed below). A person will be in violation of this ordinance if they are: A juvenile and he/she are in a public place or premises of an establishment during the restricted hours. A parent, guardian or custodian of a juvenile and he/she knowingly allow a juvenile to remain in a public place or on the premises of an establishment during the restricted hours. A business owner or operator and he/she knowingly allow a juvenile to remain upon the premises during the restricted hours. A person 16 years of age or older who aids and abets a juvenile in violating this ordinance. A juvenile that violates this ordinance is subject to being adjudicated delinquent. Any person other than a juvenile who violates this ordinance is guilty of a misdemeanor which requires mandatory court. A juvenile who is in a public place or business during the restricted hours is not in violation of this ordinance if they are: Accompanied by a parent or guardian or an adult 21 years or older who is authorized to be accompanying the juvenile for the designated period of time and purpose. On an errand, using a direct route, until 10:30 p.m. for juveniles under the age of 13 and 11:30 p.m. for juveniles In a motor vehicle, with parental consent, engaged in interstate travel through the city originating or terminating the city. Traveling in a motor vehicle with a parent or guardian or other authorized person adult age 21 or older. Engaged in lawful employment or using a direct route to or from a place of employment. Reacting or responding to an emergency. Attending or traveling to or from an official function sponsored by the schools, a government or religious entity, a civic organization, or other entity that accepts responsibility for the juveniles. Exercising first amendment rights such as a free exercise of religion, freedom of speech and the right to assembly. Married or emancipated. When authorized by special permit from the Chief of Police when the necessary nighttime activities of the juveniles are not adequately addressed by other provisions of this ordinance.

9 Rental Property Ordinance Question and Answers ***EFFECTIVE JAN 1, 2013*** Why must I register my rental property with the City? Earlier this year, the Charlotte City Council revised the residential rental property to require owners to register their properties so the City can identify and contact owners of property where crime and/or disorder has occurred. The ordinance is designed to provide owners with timely information related to what is occurring on their properties so that necessary actions can be taken to address the causes of their crime and disorder. This revision requires all owners of residential rental property located within the City limits of Charlotte, to register with the City starting January 1, Is there a cost for registration? Registration is free What is the deadline for registering my property? Owners are required to register beginning January 1, Owners who fail to register could be held in violation of the ordinance; which could result in criminal charges What owner information must I provide? Name, business and personal contact information (no public or private post office boxes) and an address. Required information is designated in the online form. What if I have multiple properties or the property has more than one owner? Who do I list as the primary contact? Each residential rental property parcel along with the number of units applicable shall be registered separately.

10 The following cases below outlines the appropriate owner information required. Multiple owners: the person who has the legal authority to act on behalf of the other owners Corporation: a registered agent and/or officer who has the authority to act on behalf of the corporation Partnership: the managing partner and one alternative who have the legal authority to act on behalf of the partnership Unincorporated association or other entity: a person who has the legal authority to act on behalf of the association or entity What should I do if I sell a property that is registered with the City? Owners, whose rental property is registered with the City, shall provide CMPD the buyer s information (name, business or personal address and address) within 30 days from the date of change of ownership. How will the City determine excessive disorder activity? CMPD will monitor both the amount as well as the types of disorder activity that occur at each residential rental property each calendar year quarter. If the amount meets or exceeds the established threshold for the category of property the property will be deemed in need of remedial action and The owner will be required to meet and work with CMPD to develop a plan of action to address the underlying issues associated with the crime and disorder.
