1 Report glenview.il.us February 2015 Parkway tree replacement an ongoing task In recent years, the emerald ash borer and Dutch elm disease have taken a toll on the Village s inventory of parkway trees. To battle these kinds of infestations and diseases, numerous trees sometimes on a single block had to be removed, which impacts the street characteristics of established neighborhoods. In order to respond to this challenge, Glenview recently updated the parkway tree replacement policy the established processes and requirements the Village has in place for planting and replacing trees on parkways. The goal of the program is to provide shade and beautify our suburban landscapes. Trees protect and enhance the quality of life and general welfare of the Village and its residents. They reduce energy consumption by providing summer shade and blocking winter wind. They provide a buffer against noise and light pollution. They protect and increase property values and adds to property owners enjoyment of their properties. Trees recognize historic significance and maintain the natural heritage of the community. They provide habitat and food essential for wildlife that, among other things, control insects. And they control stormwater runoff by detaining and absorbing water. The policy modifications call for tree plans that draw from a categorized tree inventory list to create a more diverse tree species mix. The resulting tree diversity minimizes the impacts of disease and infestation and can replicate the characteristics of trees within a neighborhood, such as height, canopy size and fall leaf color. Additional opportunities for property owners and neighborhood groups to provide input on the tree selections have been incorporated. The new regulations were drafted by a Tree Ordinance Committee, which included members of the Natural Resources Commission, Appearance Commission, Village staff and an arborist consultant. They were formally reviewed by the Plan and Appearance Commissions and adopted by the Village Board of Trustees on January 6. After the Village identifies a parkway tree for removal, a notice is placed on the resident s door If 10 or less trees replaced on one residential block: If 11 or more trees replaced on one residential block: 1. Public Works creates tree replacement plan for neighborhood 2. Resident provides input on tree species identified for the parkway, or opts not to provide input 3. Tree is planted 3. Established neighborhood homeowners association provides input, or opts not to 4. Tree is planted If a resident seeks to remove a parkway tree of less than 16-inches diameter for a construction project: 1. Resident completes an application for tree removal 2. Village staff reviews to see if alternate is available to prevent tree removal 3. If no alternate is available, a $1,000 fine plus the cost of the tree replacement (per ordinance) is paid and one or more trees are planted elsewhere in the Village The updated process is listed in the Village s Tree Standards Manual, a booklet that gives up-to-date guidance to residents and businesses on removing or replacing trees on public and private property. The parkway tree replacement process distinguishes when between one and 10 trees are replaced in a single residential block, when 11 or more trees are replaced in a single residential block and for a tree removed for a residential construction project (see chart above). The manual also includes a tree species list sorted by tree size, canopy shape and leaf color, which aids in ensuring a more comprehensive approach to parkway tree design and diversity of species within neighborhoods. 2 2 What to do with old stuff Not sure how to get rid of household goods like TVs and chemicals? There are several recommended ways to discard items that are recyclable or reusable. Pitching many unwanted electronic devices into the trash is prohibited under the state s Electronics Products Recycling and Reuse Act. These include televisions, monitors, printers, computers, video cassette recorders, portable digital music players, digital video disc players and video game consoles. Two permanent electronics drop-off sites are provided by the Solid Waste Agency of Northern Cook County (SWANCC): Glenview Transfer Station 1151 N. River Road (across from Maryville Academy) 9 a.m. to 11:30 a.m. most Saturdays Winnetka Public Works 1390 Willow Road, Winnetka 10 a.m. to noon Tuesdays; 1 p.m. to 3 p.m. Thursdays Abt Electronics, 1200 Milwaukee Avenue, and many Best Buy stores accept electronic items. Check with them for details. Cleaning and yard-care chemicals, oil-based paints, gasoline, antifreeze and used motor oil should NOT be disposed of in the trash or poured down drains or sewer inlets. Household hazardous waste collections are periodically conducted by the Illinois Environmental Protection Agency (IEPA) and are available to all Illinois residents. Permanent drop-off locations for hazardous waste include: Chicago s Household Chemicals and Computer Recycling Facility 1150 North Branch Street, Chicago 7 a.m. to 12 noon Tuesdays; 2 to 7 p.m. Thursdays; and 8 a.m. to 3 p.m. the first Saturday of the month Naperville Fire Station Brookdale Road, Naperville 9 a.m. to 2 p.m. Saturdays and Sundays Don t pitch cartons recycle Food and beverage cartons like those that hold milk, orange juice, kids juice, broth, soy milk or protein drinks can be helpful after the contents are gone. These aseptic cartons can be recycled into paper towels, napkins and even building materials. Put your clean, empty cartons into the recycling cart. It s that easy. Also included in the manual are standards for maintenance, which clarify what the Village will provide to establish the tree and what is requested from the resident to aid in the tree s care and survival. Residents are notified by the Village when a tree on the parkway adjacent to their property is to be removed and given the opportunity to provide input about the type of tree they want to be planted in its place from a list of available trees prepared specifically for the block in their neighborhood. Twice a year in spring and fall the Village plants new trees along public parkways. Residents who received notices earlier have another chance to provide input to the Village prior to the planting periods, if they choose, on replacement trees. From the Village President When people decide to start working in public service, it typically results in a career. Serving and representing communities has been their motivation for years, and that hasn t changed, according to a 2013 research study by The Centre for Organization Effectiveness ( Local government service is inherently meaningful and fulfilling. Here s how the International City/County Management Association puts it: Police officers, firefighters, paramedics and building inspectors keep us safe. Engineers and public works staff build and re-build the physical infrastructure. City and county planners help envision and shape future city growth City and county management takes the aspirations of residents and the policy goals of the elected governing board and puts those aspirations and goals into action. I share this because I m proud of the work being done by Village of Glenview employees. The work of these public servants is evident when I drive down a Glenview street cleared of snow after a storm, when I see new stores open and new housing built, when flooding is successfully reduced after heavy rains and when lives are saved. As an elected official, I place a great deal of confidence in what I hear from residents and businesses. Are they well served? Do they feel their tax dollars are well spent? Are they satisfied with where they chose to live or establish a business? The answer I continually hear is yes. Making sure customer service is addressed is a high priority for the Village. It is telling that 65 percent of Glenview s full-time employees have been with the Village for 10 or more years. Our residents and businesses benefit from their experience, loyalty and desire to serve the public good. I m also proud of the strong financial footing Glenview is on. The focus over the last several years has been to make Glenview operations sustainable. That means ongoing revenues cover ongoing expenditures. The Village continually makes financial forecasts out several years in order to manage costs and make sure programs and projects particularly capital improvements can be accomplished with funds in hand. Village staff has also aggressively pursued regional, state and federal grants to accelerate the pace of capital improvements. And the Village has been a leader in bringing together municipalities to jointly purchase goods and services and to provide public safety dispatch to nine communities. These partnering initiatives have proven to save taxpayer dollars. They are a significant change in the way local governments do business and challenge the status quo with continuous improvement in mind. The Village has taken many steps to contain costs, responsibly grow alternative sources of revenues to minimize the need for property tax increases and mitigate the impacts of state-mandated pension policies. You can be confident that the 6.5 percent of your property tax bill that goes to the Village of Glenview is spent wisely and prudently. 3

4 4 Impact of rail service plans under review Plans under review to increase Amtrak s Hiawatha service from seven to 10 round trips daily between Chicago and Milwaukee would impact the Village of Glenview at multiple locations. Village officials have a number of concerns about the proposals, which are currently going through environmental and needs assessments by the Federal Railroad Administration, Wisconsin Department of Transportation, Illinois Department of Transportation and other agencies. Adding the three additional daily train runs would impact not only the tracks Amtrak shares with Metra east of Harlem Road/Lehigh Avenue, but also the Union Pacific tracks through west Glenview that cross West Lake Avenue, Shermer Road and Willow Road. The proposed changes would impact Glenview by blocking six additional times in the afternoon and evening traffic trying to cross Metra s Milwaukee District North tracks, which may increase traffic back-ups and noise on Glenview Road and Dewes Street. Specific neighborhood concerns include (see map): A new switch and universal crossover would be installed for Metra s Milwaukee District North tracks south of Dewes Street. Trains switching tracks could be noisy and disturb the predominantly residential area. To accommodate the additional Amtrak trains on the Metra tracks and alleviate existing service delays, Canadian Resident Open House New to Glenview? A longtime resident? Special thanks to Catered by Design for donating refreshments. 1 Pacific freight trains would be held on the Union Pacific tracks in west Glenview. That would require that an additional holding track be constructed adjacent to the existing tracks from about West Lake Avenue to past Willow Road. The new holding track would allow a Canadian Pacific freight train to be parked until it is assured clear track through the Union Pacific tracks to the Canadian Pacific s Bensenville freight yard. The new single track would be supported by a 10-foot to 20-foot tall retaining wall, require modifications to the West Lake Avenue at-grade crossing and require a new bridge be built next to the recently-constructed replacement Shermer Road railroad viaduct. Representatives of the railroads have been discussing the improvements needed to accommodate the increase to 10 round trips daily of Amtrak s Hiawatha service since The Village of Glenview was only recently informed of the location and specific infrastructure improvements, and immediately expressed concern. The regulatory agencies intend to schedule public meetings sometime in the spring, during the 30-day comment period for the environmental assessment. One meeting is to be held in Wisconsin and one in Illinois. The Village will continue to monitor the progress of the proposals and provide information on the website at: glenview. il.us/pages/proposedrrimprovements.aspx.

5 Construction codes amended, updated Building projects in Glenview are now subject to the requirements of the 2012 editions of the International Building, Residential, Fire, Property Maintenance, Energy, Fuel Gas and Mechanical codes. The Village Board of Trustees on December 9 adopted the latest edition of the codes produced by the International Code Council, which either eliminate inconsistencies with other Village regulations or specifically add requirements for options that the Village s Building Commission deems necessary or desirable in keeping with quality standards. Snow removal safety By adopting these codes, the Village is keeping current with the latest changes in the building industry and technology, and ensuring the health, safety and welfare of the community are maintained. These significant changes are now included in the amended codes: z All gypsum board (drywall) is required to be a minimum of 5/8 of an inch thick; z Fire-safety options instead of sprinkler installation is available in new single-family construction; and z The size of second-floor egress Proper snow shoveling can be good exercise, but it can also be dangerous for those who take on more than they can handle. Keep yourself safe from injury by taking these precautions from the National Safety Council: Do not shovel after eating or while smoking. Shovel only fresh snow. Push the snow as you shovel. Do not pick up too much at once. Lift with your legs bent, not your back. Keep your back straight. Do not work to the point of exhaustion. windows in certain home remodeling is reduced. Keep your hands away from moving parts. Do not drink alcohol and use the snow blower. Be aware of the carbon monoxide risk of running a snow blower in an enclosed space. Refuel your snow blower when it is off, never when it is running. Village flood-mapping help The Village has several flood-mapping tools available for residents to view. These tools include the Federal Emergency Management Agency s Flood Insurance Rate Maps and other maps created by the Village, showing areas of documented flooding or other drainage issues. Senior Citizen Homestead Exemption Seniors can save up to $250 a year in property taxes, and up to $750 when combined with the Homeowner Exemption. For the 2014 tax year, the applicant must have owned and occupied the property as of January 1, 2014 and must have been 65 years of age or older during the year for which the application applies. Senior Citizen Assessment Freeze Exemption Qualified senior citizens can apply for a freeze of the assessed value of their property. Over time, in many areas, this program results in taxes changing minimally and often decreasing as surrounding properties continue to rise in assessed value. The value increases over the years as it eliminates the impact of regular reassessment increases that may occur every three years. For the 2014 tax year, the applicant must have owned and occupied the home on January 1, 2013 and January 1, 2014, and have been responsible for the 2013 and 2014 taxes. 7 Village Board in brief The Village Board of Trustees met January 6 and 20. Here is a summary of actions taken: Approved an ordinance amending parking restrictions on Happy Hollow Road near Willowbrook School, to add restrictions from 8 to 9 a.m. during student drop-off and extend the restricted zone south to Lawson Road. Approved instituting two-hour parking from 8 a.m. to 6 p.m., except Sundays and holidays, in the municipal lot at Glenview Road, reducing the enforcement period from 11 p.m. and making it consistent with parking restrictions at other Village-owned lots and on-street parking. Approved a conditional use ordinance for Platinum Motor Cars, 1500 Paddock Drive, to allow operation of an auto sales business, a B-3 General Service District Use, in an I-2 Light Industrial District. In regards to The Preserve at Glenview, a project of 48 new singlefamily cluster homes at 1111 Milwaukee Avenue, on the nearly 14-acre site of the former Villa Redeemer property: authorized execution of an annexation agreement and approved annexation, comprehensive plan and official map amendments, rezoning to PD/R-5 Planned Development, final site plan review, environmental plan review and preliminary subdivision. Approved a final subdivision for the Sunset Village, 2450 Waukegan Road, that sets a plat of subdivision for two lots of record in order to facilitate improvements to the existing manufactured-home community and comply with subdivision requirements from previous development approvals. Granted conditional use, final site plan review and preliminary subdivision approval for the Glenview Park District facility at 2320 Glenview Road, to allow construction of a one-story, 10,000-square-foot office and warehouse building for the Park District s trade operations. Granted commercial variations to allow for two new ground signs for two auto dealerships at 1610 Waukegan Road, instead of one. Authorized execution of a Class B liquor license for Han Bat Restaurant, 9850 Milwaukee Ave., which allows for the sale of beer and wine for consumption on the premises where food is served. Authorized execution of a Class A liquor license for Chipotle Mexican Grill, 3846 Willow Road, which allows for the sale of alcoholic beverages for consumption on the premises where food is served. Authorized a contract award of $2,213,631 to DiMeo Brothers Inc. of Elk Grove Village for the Dewes-Henley-Harlem Phase II project. Construction of a stormwater detention basin and inline storm sewer storage piping under Henley, Dewes and Elm streets were substantially completed in Phase I. Remaining sections of final pavement and remaining storm sewer, sanitary sewer, water main and pavement improvements for the remaining blocks of Dewes between Harlem Avenue and Spruce Street will be completed in spring Authorized execution of a supplemental addendum to the Economic Development Agreement with Abt Electronics Inc., 1200 Milwaukee Ave., which extends the partnership for another 15 years and modifies terms for sharing of Village sales and home rule sales tax collections from all Abt sales. Abt will continue to operate its Glenview facility during the entire 15-year period and operate its call center for internet sales from the Glenview facility. Authorized execution of a tolling agreement with Illinois Metropolitan Investment Fund (IMET) related to the recovery of lost funds from the Village s investment in IMET s Convenience Fund. Authorized the Northern Illinois Municipal Electric Collaborative to conduct bid auctions for electricity supply for the Village s pumping stations, parking decks, train stations and street lights beginning in May For more, go online to: glenview.il.us and click on Government/Board of Trustees/ Meeting Reports. Rules covering brewpubs, craft breweries established Brewpubs and craft breweries will be allowed to locate in certain areas of the Village, following action by the Village Board of Trustees to address those types of businesses in the Municipal Code. The regulatory process was finalized on January 6, after investigation by staff and review by the Plan Commission, which recommended including brewpubs and craft breweries in the Zoning Code and corresponding liquor license requirements. Brewpubs are restaurants that brew beer for consumption onsite. Craft breweries are small operations that sell packaged beer which may have an associated tasting room and/or small restaurant. The adopted code amendments refer to the state licensing of such establishments, which cover production limits, food service and closing times. Brewpubs would be allowed in general retail corridors, such as Milwaukee Avenue and Waukegan Road; downtown Glenview; or The Glen Town Center. Craft breweries would be limited to light industrial areas, or business districts if permitted as a conditional use. Craft breweries granted through conditional use would be limited to producing 157,500 gallons (5,000 barrels) annually. The amendment to the Municipal Code does not include craft distilleries or wineries. 7
