Please outline your proposal Sea levels are currently rising by 4mm per year along the West Sussex coast and are predicted to rise by 1m by 2100 increasing the risk for many. More than 2,400 properties would be at risk of tidal flooding were it not for existing management policies/defences, which reduces that number to around 400. The North Solent Shoreline Management Plan (SMP) (for an explanation of what an SMP is, please see below) will set coastal defence policies for the next 100 years for the coast from Selsey Bill to Emsworth (the western county boundary) and beyond to Hurst Spit. For most of this coastline, the broad policy proposal is to Hold The Line this means that the level of protection provided by defences will be maintained or upgraded. Therefore most properties will continue to receive the current level of defence. For privately owned frontages, the policy will also be Hold The Line, but with no public funding available. This means the owner is responsible for the maintenance and upkeep and funding of their own defences. The policy for the coastline around Medmerry is Managed Realignment, which allows the retreat of shoreline with management (by relevant owners or organisations) to control or limit movement. An Adaptive Management approach is proposed for East Head, which is managing complex coastal areas by monitoring changes and acting on them in a planned but flexible way, increasing our understanding over time. These draft policies may have changed following public consultation. A three month public consultation exercise on the draft Plan ran from February until April It is important to note that policies are set based on coastal processes and driven by planning, and are not dependent on availability of public funding. Policies will be stated with clear indication of availability of public funding and, if eligible, likelihood of public funding. As the County Council has no operating authority for coastal protection the County Council will only be endorsing the policies proposed, not adopting them. For those customers living in affected areas, there will be clarity about which coastal defence policy applies to their property, and about the likelihood of public funding being available. There is no change to the risk that their property is currently under. 2 and is intended to inform wider strategic planning. It does not set policy for anything other than coastal defence management. Identifying areas at risk from tidal flooding and/or coastal erosion is key for managing and preventing inappropriate development in these areas, particularly when considering potential impacts of changes in climate. Increasing pressures on the coastal zone for even more housing, marine trade and industry, and the demand for coast-based recreational activities also affects and influences existing and future coastal defence requirements. The impacts of coastal defences on existing properties, coastal processes or the environment therefore need to be carefully assessed before construction. For these assessments the coastline is sub-divided into Policy Units: lengths of shoreline based on natural sediment movements and coastal processes, rather than administrative boundaries. A coastal defence policy is applied to each timeframe (0-20, 20-50, years) of each Policy Unit. Each individual policy may have implications for the future of coastline and the current activities undertaken there. West Sussex County Council is not an Operating Authority - it has no legal responsibilities, powers or duties to own, operate or maintain coastal flood defences. Therefore the implementation of the SMP will be at District and Borough level, and the County Council will only be endorsing the policies not adopting them. However, the role of WSCC is in informing the process, assisting with decision making and keeping our communities informed. Include the main aims and anticipated outcomes. 2. What places or geographical areas will be affected? The coastline of West Sussex from Selsey Bill westwards to the County border at Emsworth properties in the following wards are affected: The Witterings, Selsey, Chichester South and Bourne. e.g. West Sussex / districts / wards / County Local Committees / towns / specific buildings. 3. Who are your customers? All of those living within the risk areas along on the coastline of West Sussex west of Selsey Bill as described above (but not all the populations of all the wards). At present approximately 2400 properties are at risk of tidal flooding. Main customer groups, including current non-users you would like to attract. Printed on 8-Nov-10 Page 2 of 7
3 4. Can you provide evidence showing what your customers think about this proposal? Stakeholder involvement in the preparation and development of the second round of SMPs is of key importance, and many different organisations have been involved so far. There is a Key Stakeholder Group, with three Stakeholder meetings held regularly. Groups who attended these meetings include the Ham Residents Group, the West Witterings Residents Association and Save Our Selsey. A list of key stakeholders contacted throughout the process, and specifically those attending the workshops, is attached is Appendix A. A variety of issues and concerns were raised and discussed, including:- Implications of SMP policy on maintenance and improvements to privately owned defences Funding sources for coastal defences no guarantee of public funding Management plans for privately owned frontages and defences Emergency Access routes Vulnerable communities A full set of minutes is available on the SMP website at It is recognised that some key groups who may be affected have still to contribute. This is recorded in the Action Plan. The draft SMP went to full public consultation in February 2010 lasting 3 months. 219 individual public responses were received during the consultation period; 63% of consultees that responded were private individuals representing themselves. The consultees included: residents, businesses, action groups, Parish Councils, industry, tourism, leisure and agricultural sectors and other organisations. For more information please see annex 1 of the Decision Report or the full consultation report on the SMP website at The Client Steering Group (CSG) is responsible for the management, development and adoption of the North Solent SMP, and comprises Officers from each of the operating authorities (New Forest District Council (Lead); Test Valley Borough Council; Southampton City Council; Eastleigh Borough Council; Winchester City Council; Fareham Borough Council; Gosport Borough Council; Portsmouth City Council and Chichester District Council), the Environment Agency, Natural England, Hampshire County Council, West Sussex County Council, Chichester Harbour Conservancy, the New Forest National Park Authority, and representatives from the neighbouring SMP Groups. All minutes and action logs are available on the SMP website at The Elected Members Group (EMG) has representatives from each operating authority, the County Councils, and EA Regional Flood Defence Committees and is supported with observer representatives from Natural England, Chichester Harbour Conservancy and the New Forest National Park Authority. EMG has been consulted at various stages to comment and approve specific outputs, such as tidal flood risk and erosion risk maps and analysis. Workshops with key Local Authority Officers from teams such as Planning and Development Control, Archaeologists and Heritage Officers, Environmental and Ecological Officers have been held. None identified. The setting of a coastal defence policy does not change the existing risk to a property and therefore to a customer. Generally the proposal to Hold the Line (maintain or upgrade existing defences) means that most properties will find their current level of defence remains the same. 5c Are there any customers who are positively affected by your proposal? For those customers living in affected areas, there will be clarity about which coastal defence policy applies to their property, and about the likelihood of public funding being available. 6 6. From these findings are you going to make any changes to your proposal? If Yes: What are they? If No: Why not (i.e. costs)? The policies proposed do not change the current regime of coastal defence at any point along the West Sussex Coastline. There are existing potential implications for more vulnerable people and communities. There are only 4 Defra approved policies for Shoreline Management so there is limited scope for change The plan to be endorsed in this proposal is only able to set the policies based on coastal processes and number of properties at risk. Policies will not take into the account the vulnerabilities of those living in each property. Further information on the type of people in the properties, and the work to identify specific needs of these groups will be carried out when coastal defence strategies, schemes or individual defence projects are appraised and physical actions determined. Please provide full details explaining why you are or are not making any changes to your proposal. How will you monitor and evaluate to make sure your proposal continues to meet the needs of customers? A full 3 month public consultation was held from February to April 2010, and all comments/issues will be carefully recorded and reviewed by the SMP team, and changed made to the proposed policies. The success and quality of the customer consultation has been evaluated, and an action plan produced for future actions. All evidence is recorded on the SMP website. Any coastal defence works, strategies or private developments affecting the coastal defence will need to be evaluated to ensure all potential needs of customers are taken into account. Please consider what factors you will monitor (both qualitative and quantitative) to ensure that you track and respond to the needs of your customers.
