9 Key Issues Going Forward Local Plans an opportunity to plan growth and necessary infrastructure no plan means developers can control delivery of growth and infrastructure Employment Space identifying a location is straightforward securing high value jobs requires significant effort Housing Numbers planned housing growth is currently below the levels identified by Government as necessary to support economic growth Schools explore the opportunity to align capacity with population growth - our plans suggest a massive bill for school places provision Broadband a key issue for growth across the county (urban and rural) Investment and Delivery an opportunity to prioritise based on return on investment (clarity on costs, scale of outcomes etc) not easy and will take time to finesse 30m Capital Programme headroom will support leverage of LEP funds for priorities identified invest 30m to get 100m Partnerships with D&Bs really positive

10 Arun Place Plan Summary If we invest in: Bognor Regis: Enterprise Bognor Regis, Bold Idea, University, Town Centre, Seafront that delivers high value growth with the potential to create over 4000 jobs Littlehampton - Delivering infrastructure projects at A259/A284 that improve connectivity between critical sites, particularly to support growth Skills - increasing the GVA of local residents to ensure that they can access higher value opportunities within the District Later Life - Ensuring that Arun can deliver the infrastructure requirements to support residents Tourism economy - supporting the GVA of the County Exploring opportunities associated with A27 investments for the District as well as other sites identified for housing and employment space We will get: Homes: Employment Space: Jobs: 11,370 (758 homes pa) up to 91,200 sqm up to 6,409 higher value jobs

11 Adur & Worthing Place Summary If we invest in: Maximising redevelopment potential on existing sites to meet key objectives Shoreham Airport & New Monks Farm to support delivery of outcomes Shoreham Harbour to support delivery of outcomes for longer-term and more complex projects Worthing Town Centre - Use the Investment Prospectus to drive investment. Align Skills and Digital Connectivity to Employment Opportunities Later Life - Prepare for Health & Well-being Pressures We will get: Homes: 6,600, = 382 homes a year Employment Space: 99,180 sqm Jobs Range: 10,231 (if office B1) ; 2533 (if primarily warehousing B8)

12 Chichester District Summary If we invest in: Waste Water Treatment Works A27 Delivery Delivery of the 4 Strategic Development Sites Chichester City Centre development, connecting Southern and Northern Gateways with a clear aspirational proposal for protecting and growing the economy and tourism offer Start of Life - A plan to utilise all school places to ensure a good standard of education is available to all with a greater understanding of infrastructure needs (with an opportunity to reduce stock) Employment - Identify, attract and target business sectors. We will get:- Homes 3250 Employment Space 14.5 Ha Jobs

13 If we invest in :- Horsham District Summary Creating and delivering a holistic infrastructure and delivery package for North of Horsham, West of Horsham and the Town Centre, including support for a new Railway Station. Developing and delivering the Big Picture Vision for Horsham Town Centre Identifying and attracting high value business sectors for the new employment space. Working with the CCG and NHS England to secure GP provision and influence the market to deliver later life care to support the new and ageing population. Working with the School Heads to develop a creative plan to maximise the efficiency of school assets and develop a greater understanding of infrastructure needs. Ensure Digital connectivity provision supports rural and home based businesses We will get:- Housing 16, homes a year Employment Space 49,500 sqm in wider town area (138,712 sqm district wide) Jobs 7,000 jobs in wider town area (9,670 district wide)

14 Mid Sussex Summary If we invest in: Develop and implement an investment and infrastructure package for Burgess Hill to include highways and transport schemes, public transport provision, health facilities, education requirements, digital connectivity, land use strategy and primary care provision. And identify and attract high value business areas for new employment. We will get: Homes: 5,000 Jobs 5,000 Employment space 200,000 sqm including a science park and business park 65m investment regenerating Burgess Hill town centre. Master planning at The Brow to provide a hub that includes community and health facilities. 24m investment in the improving the A2300.

15 Crawley Borough Place Plan summary

16 Evidence Coast to Capital Strategic Economic Plan (SEP) The SEP identifies Crawley as a key growth location. 18m of Local Growth fund has been allocated to deliver sustainable transport proposals in Crawley that will support the provision of homes, jobs and employment space. The Crawley Local Plan provides a substantial evidence base including an infrastructure Plan. The Joint Strategic Needs Assessment identifies a range of key evidence that links to health and well-being. In addition Strategic Investment Planning Population and Demographic Packs have been developed to provide an overview of some of the key challenges.

18 Emerging Priority - Crawley Town centre Ambition To become a dynamic business growth hub with a bold and vibrant community heart for Crawley and the Gatwick Diamond, driving a diverse leisure and retail offer, excellent public realm, high quality town centre living and a thriving evening economy. Objectives Excellent public realm Vibrant community heart for Crawley & the Gatwick Diamond Diverse retail and business offer High quality town centre with a rich mix of uses Dynamic business growth Fairfield house Centenary House Overline House Telford Place

19 Crawley Emerging Priority - Gatwick Airport Key Employer for the area:- Around 31,000 people are employed at the Airport Gatwick 32% of the GAL workforce come from Crawley (over 14,000 people come from outside the Borough to work at Gatwick each day) High GVA:-GVA per employee at airport Close to 40mppa in 2015 and potentially up to 45mppa.

20 Crawley Emerging Priority - Gatwick Airport Work with Gatwick to understand future business and investment strategy so that the County and Borough can plan for infrastructure/mitigation accordingly. Work with Gatwick to ensure that the role the Airport plays in the local economy is maximised (links to Town Centre, Manor Royal etc) Work with Gatwick to identify development opportunities within and close to the airport.

23 Crawley Emerging Priority - Infrastructure Ensuring that connectivity between key sites is improved to support the delivery of homes, jobs and employment space Ensuring that facilities are in place to support the forecast increase in older people within the Borough Ensuring that facilities are in place to support young people to develop skills that will enable them to contribute to the Crawley economy. Understand school place provision and ensure capacity is realised and maximised so funding can be used in the most appropriate way. Ensuring that key infrastructure is delivered to support strategic housing and employment sites.

Skills to enable local residents to access the higher value opportunities. Design and deliver infrastructure projects that improve connectivity between critical sites and work with developers to secure infrastructure improvements for strategic development sites We could get: Homes: 5100 new homes Jobs : 8722 Employment Space: 340,000 sqm

25 Place Plan / Growth Plan Summary The Place Plans are being developed with the Districts and Boroughs Growth Boards have been established to support the development of the plans, which Build on a clear understanding of current and future demographics and existing Local Plans. Identify key places, buildings and services, identify key infrastructure requirements and planned and potential investment opportunities. Prioritise the key issues and investment requirements and the delivery programme. The West Sussex Growth Plan will amalgamate the Place Plans to develop a clear Investment and Delivery Plan - enabling strategic investment decisions to be made that ensure that best return is achieved from investment. This approach is ambitious and strategic. It is tackling the investment gap of capital projects by prioritising needs against the desired outcomes and looking ahead 20 years.
