1 EXTENDED SCHOOL YEAR A Refresher Course FIRST THINGS FIRST- WHAT ESY IS NOT: Summer School Credit Recovery Year Round School Summer Camp Summer Enrichment Intended to address all of a student s needs over the summer 1

2 SO WHATISIT? EXTENDED SCHOOL YEAR IS: Part of the IEP Provided to ensure FAPE Related to specific IEP goals and objectives For special education students who meet specific eligibility criteria Provided at no cost to families 2

3 WHAT IS THE PURPOSE OF ESY? Maintenance of skills or behaviorsnot the teaching of new skills or behaviors WHAT IS THE FOUNDATION OF ESY ELIGIBILITY? Severe regression and a significant lack of recoupment related to a break in school services are the building blocks of ESY eligibility 3

4 SO WHAT IS REGRESSION? Regression means a loss of skills or behaviors Regression is normal for most learners-disabled and non-disabled Regression is a natural effect of the traditional school calendar AND WHAT ABOUT RECOUPMENT? Recoupment means the recovery of skills or behaviors Most students disabled and nondisabled recoup lost skills during the first month of school each year 4

5 SO WHAT MAKES ESY ELIGIBLE STUDENTS DIFFERENT FROM OTHERS? ESY Eligible Students: Non-ESY Eligible Students: o Severe regression (more Expected levels of regression than a 10% loss in performance (up to 10% loss performance level) level) o Significant lack of recoupment Recoup most of lost skills during the first 4-6 weeks of school within 4-6 weeks of school resuming HOW ARE REGRESSION AND RECOUPMENT MEASURED? Use progress monitoring data for specific IEP Goals and objectives Compare student performance data prior to the break to those following the break Analyze carefully-keep key ideas in mind. 5

6 WHEN ANALYZING REGRESSION & RECOUPMENT DATA DO consider performance over time (4 to 6 weeks) DO target specific IEP goals and objectives DO focus on regression related to the break in school DO use summer break data if possible DO NOT rely on single data points DO NOT do an intuitive, Yes she needs it analysis DO NOT be fooled by generally erratic student performance DO NOT use breaks in school that are one week or less in duration HOW IS ESY ELIGIBILITY DETERMINED? ESY eligibility is determined by the IEP team in an official IEP meeting Regression /recoupment data are the required starting place for all ESY eligibility decisions If ESY eligibility is not clear after consideration of regression/recoupment data, the team moves on to Additional Factors 6

7 HOW DOES DELIVERY OF IEP BASED SERVICES DIFFER DURING ESY? ESY Services are at a reduced level from those of the regular school year (REMEMBER: Maintenance, not growth) Generally, ESY service levels are 30%-50% of regular school year levels The district may offer a set program during the summer, but individual students may access it in different ways DATA COLLECTION: METHODS: Informal assessments Formal assessments Data collected through classroom observations Data collected from lessons/activities Data card Data log 7

8 DATA COLLECTION: Timeline for ESY: (Only for students for whom ESY service is believed to be necessary) Winter Break: o Pre-test-the average of at least 3 data points before the break (during last 1-2 weeks prior to break) o Post-test-the average of at least 3 data points after the break (during 1-2 weeks after break) o After recoupment period (6 days)- the average of at least 3 data points after the recoupment period (during 1-2 weeks after recoupment period) DATA COLLECTION: Timeline for ESY: (Only for students for whom ESY service are believed to be necessary) Spring Break: (ONLY USE IF ABSOLUTELY NECESSARY) o Pre-test- the average of at least 3 data points before the break (during last 1-2 weeks prior to break) o Post-test- the average of at least 3 data points after the break (during 1 ST week after recoupment period) o After recoupment period (3 instructional days)-the average of at least 3 data points after the recoupment period (during 1 ST week after recoupment period) 8

9 DATA COLLECTION: Timeline for ESY: (Only for students for whom ESY service are believed to be necessary) Summer Break: (THIS IS OPTIMAL BREAK FOR DATA) o Pre-test- the average of at least 3 data points before the break (during last 3-4 weeks of school prior to summer) o Post-test- the average of at least 3 data points after the break (during 1 St 2-3 weeks after school starts) o After recoupment period (20 instructional days)- the average of at least 3 data points after recoupment period (during 2-3 weeks after 20 instructional days) QUESTIONS????? 9
