3 HISTORY OF SPOG Formed in 1992 as a result of a request from the public to develop an emergency number after a catastrophic event Originally a dozen industry members now over 20 No community members for first 5 years Founding member of Synergy Alberta Mutual Aid, Environment and Community Affairs Committees were formed 3
4 SPOG IS SYNERGY Oxford Dictionary: Cooperation of two or more things to produce a combined effect greater than the sum of their two separate effects. 7 COMPANY COMMITMENT TO SPOG MUTUAL AID MEMBERSHIP All SPOG member companies must have available and knowledgeable personnel to respond to and investigate potential emergencies. They will implement their respective response plans as required All SPOG Member Companies are requested to participate in meetings, call-down tests and exercises 7
8 SPOG CALL DOWN ACTIVATION Action taken by all SPOG Member Companies Responding Companies All member companies operating surface facilities within a 4 km radius of the initial identified location are expected to respond by: Checking their facilities for system integrity; Being conscious and attentive of other member companies facility systems in the area while investigating; Responding back within 30 minutes to MACC. 8

11 VALUE OF MUTUAL AID SPOG provides a one-number system for notification of potential emergencies SPOG self-disclosure to AER covers member companies in the initial response to an emergency or potential emergency SPOG Mutual Aid process provides a wider and more rapid communication/notification and investigation of each other s actual or potential emergencies Proactively know and work with other companies, the community, and the municipality prior to an emergency happening 11
12 CONTINUOUS IMPROVEMENT Working with each other to ensure most effective response through training and mock exercises (ie. ICS) Creating a process for managing an emergency situation prior to the responsible company being identified through coordination with the County and the AER Supporting the County in nonindustry emergencies (ie. the 2001 Dog Rib fire, 2005 flood, 2013 flood) 12

15 WHAT MUTUAL AID IS An agreement among emergency responders to lend assistance across jurisdictional boundaries May occur due to an emergency response that exceeds local resources, such as a disaster or a multiple-alarm fire May be ad hoc, requested only when such an emergency occurs or a formal standing agreement for cooperative emergency management on a continuing basis 15
16 SUPPORT MUTUAL AID ALBERTA In Alberta, there are a number of mutual aid emergency response groups. Some have been in place for over 20 years, and some are in the beginning stages Their reasons for existing ultimately relate to the risks in or to the area, and membership consists of those who have a role in emergency response management 16
17 MUNICIPALITY ROLE Participate in your local Synergy and /or Mutual Aid Group If industry isn t included in your Mutual Aid Group, consider inviting them to participate Look for ways that you can synergize with your local industry (ie. expertise in emergency preparedness, hazard identification, hazard mitigation, training, shared resources for response) 17
