Non-Emergency Transportation RFP FAQs Q. What is the current utilization trip data? A. Who will be invited to do presentations? Do they need to be in person or is WebEx acceptable? A. Only those providers that respond to the RFP will be invited. Providers should contact Sherri Bennett via email at sbennett@goldchp.org to schedule a time. Presentations may be In-Person or by WebEx. Q. Are there particular items that should be addressed in the presentation? A. The content of the presentation should be an overall presentation of your organization and should touch on the requirements of the RFP Current Network, Call Center, Customer Service, Experience etc. Q. Who will be in attendance for the presentation? A. A panel has been comprised of management level personnel including (but not limited to) Health Services, Provider Relations, Provider Contracting, and Member Services.
Q. Will Gold Coast Health Plan (GCHP) entertain bids in other than capitated Per- Member/Per-Month (PMPM) methods? A. GCHP prefers to move to a capitation model PMPM; however, we will review all bids that are submitted. Q. Will any of the trips originate or end outside of Ventura County? A. Yes, there will be times that a member may need to access services not available in Ventura County. Historically, these trips have been primarily to Los Angeles and Santa Barbara Counties. Q. Section II, page 4: Please explain how services are currently being provided. A. GCHP currently has contractual agreements with local transportation vendors in Ventura County. Transportation is authorized and arranged through GCHP. Typically, the transportation provider receives a request from the member s medical provider and contacts GCHP for authorization. The authorization request should be made 72 hours prior to needed services unless there is an urgent need. Urgent needs are handled on a case by case basis. Q. Is GCHP seeking a broker to handle this transportation utilizing a network of providers, or is GCHP seeking a contractor to manage this contract with its own vehicles and drivers. A. GCHP is looking at several different models. Our objective is to work with transportation provider(s) that will assume risk for and manage all non-emergent transportation benefits for eligible Gold Coast Health Plan members. Q. Exhibit B: Will vendors who do not currently do business in California receive consideration for this award, provided they demonstrate the ability to implement these services in an acceptable manner and time period? A. Yes
Q. Please explain the evaluation process for proposals received in response to this RFP, Including the weight of cost and technical responses. A. Network Management 30%; Quality Improvement 20%; Pricing 40%; Other 10%. Q. Please provide a list of transportation providers currently being used. A. Must the successful bidder pay subcontracted transportation providers the current Medi-Cal rates? A. No. Discounted rates can be negotiated. Q. With all supporting documentation required, a file would be quite large. Is it acceptable to send the data in multiple emails? A. No. The preferred method would be to send responses via Certified Main, FedEx or other method that has a tracking mechanism. If emailing, please send via secure email in a zip file. Q. Does local administrative service centers and call centers refer to locations existing in Ventura County? A. This refers to all Administrative / Call centers. Q. What are the required liability limits for auto liability, general liability, worker s company and other coverage? A. These limits are outlined in the proposed provider agreement. Q. What was the total cost of transportation by mode of transportation, including cost associated to public transportation? A. We do not have the level of detail that you are requesting. We have not utilized public transportation. The estimated total cost for fiscal year July 2011-June 2012 was $2.3 million dollars. Q. Average trip mileage by mode of transportation. A. We do not have the level of detail that you are requesting. Total trip/mileage information is addressed in previous question. Q. Total number of Air Transportation Trips. A. GCHP did not provide any air trips. Q. Total trips that were provided out of state. A. GCHP did not provide any trips out of state. Q. Can the Plan provide call statistics, including number of calls received, answered, abandoned, average wait time and average answer time for the last two (2) fiscal years by month or any time period where this information has been gathered? A. We did not collect this data specific to transportation. Q. Does the plan currently allow individuals to utilize a mileage reimbursement program? A. No. Q. If the member has access to a vehicle in the household, it is operable, and the member is capable of driving, is the member denied state-funded transportation services today?
A. Yes. Q. Is there any complaint information available? A. GCHP has not received any complaints in regard to transportation. Q. Do we have access to the current billing that is provided by other transportation vendors? A. No, that is private information. Q. Does GCHP require special software to provide compliance to the HITECH act? A. We are not familiar with any specific requirements that relate to transportation.
