Procedure for Nominating Renewable Energy Credit Offsets A. Nominations for renewable energy credit offsets shall be made jointly by the generating facility owner and the intended recipients of the offsets. The Commission shall interpret the signatures on the joint nomination as an agreement between the parties that the allocation of offsets reflected on the Nomination Form is fair and reasonable. B. Any generating facility or offset recipient may be party to multiple nominations. For any generating facility, the sum of all nominations to which it is a party must not exceed its total eligible offsets. C. Item 24 under Part B must be completed, as it is the number that will be used by the Program Administrator when applying REC offsets. A blank will be assigned a value of zero. The sum of offsets allocated to recipients under Part B of the Nomination Form must not exceed the applicable generated offsets specified under Item 14. D. Only completed nominations filed with the Commission on or before June 1, 2001, will be used in calculating REC offsets. Incomplete nominations will not be considered. E. Prior to transmitting an approved offset nomination to the Renewable Energy Credit Program Administrator, commission staff may amend the data used to determine the amount of the offset so that it is consistent with historical data reported to the Commission from 1991 to 2000. Commission staff shall inform the generating facility owner of any such amendment prior to transmitting the approved nomination to the Program Administrator. If a discrepancy cannot be resolved informally, the case may be referred to the State Office of Administrative Hearings. F. A completed nomination shall consist of the following. 1. A completed Nomination Form for Renewable Energy Credit Offsets. 2. A map showing the location of the generating facility and, if applicable, the boundary of the area included in the generating facility (for example, the boundary of the wind farm area metered at the point specified in Item 2). 3. Documentation for the agreements referenced in Item 23. 4. For a G&T cooperative nominating combined offsets for itself and its member distribution cooperatives, a copy of a resolution by the G&T Board authorizing the G&T to submit the nomination. G. Total Eligible Offsets (Item 13) shall be calculated by discounting the annual generation figures (Item 11) by the corresponding percentages in Item 12, and then averaging the results. If no nonrenewable fuels were used, the discount will be zero and the Total Eligible Offset will be the average of the annual generation shown in Item 11. Page 1 of 7

H. The phrase historic practice as used in Substantive Rule 25.173(i)(4)(B) shall be based on the MWh measured at the metering point specified in Item 2. If metered output differs significantly from the annual generation reported under Item 11, commission staff may investigate the cause of the change in order to determine whether the amount of the offset should be adjusted. I. Each designated offset recipient listed under Part B must sign the Nomination Form, except in the case of a G&T cooperative duly authorized to nominate on behalf of the designated recipient.
