Environmental Minimum Requirements (EMR s) Environmental Minimum Requirements - suite of documents that set out how the Nominated Undertaker will behave and how the scheme will be delivered, committed via an undertaking to Parliament. The EMRs will comprise the following documents: General principles Environmental Memorandum Planning Memorandum Heritage Memorandum CoCP The Register of Undertakings and Assurance 2

Environmental Minimum Requirements (EMR s) The Nominated Undertaker (NU) is contractually bound to comply with the EMR s NU will use reasonable endeavours to adopt mitigation measures that will further reduce adverse environmental effects Statutory Undertakers carrying out development in connection with HS2 will be required to comply with the controls set out in the EMR s 3

Draft CoCP CoCP forms part of the EMR s - final draft submitted to Parliament Builds on direct experience from other major programmes Approach developed with engagement with statutory bodies and local authorities. Implemented through the construction contracts (general and site-specific requirements) and monitoring reported to the Nominated Undertaker Principal Contractor to be BS EN ISO 14001 (EMS) Certified 6

Purpose of the CoCP Document relates to the route-wide principles governing construction. Contains strategic control measures and the standards that will be implemented as a minimum throughout the project. Local measures will be applied through a range of local underpinning plans- Local Environment Management Plan (LEMP) LEMPs will be produced once the hybrid bill goes through the Parliamentary process. 7

Keeping communities informed The CoCP is a key part of community relations during construction, through: A stakeholder liaison approach which seeks to include all parts of local communities; Informing communities in advance of works; HS2 website to provide up to date information; 24 hour helpline / email contact. 8

General requirements of CoCP To reduce the likelihood of incident or nuisance Typical measures include: Considerate Constructor practice Good site management practice Core working hours Noise and air quality controls Pollution incident control measures Small claims procedure Contractor qualifications and experience 9

Local Environmental Management Plans (LEMPs) The LEMPs will build on the general environmental requirements in the CoCP and will set out how the project will adapt and deliver the required environmental and community protection measures within each relevant local authority area. They do not contain new commitments above the ES. Local Environmental Management Plans (LEMPs) Produced in association with local authorities not in agreement. The nominated undertaker and/or its contractors will engage with the local communities, LPAs and other stakeholders in order to develop the LEMPs. 22 LEMPs are being produced Final versions of LEMPs will be produced after Royal Assent 11

Summary The EMRs set out how the scheme will be delivered and are committed via an Undertaking to Parliament. The CoCP is an integral part of the EMRs. The CoCP covers the key principles of construction at a route wide level It will be underpinned by Local Environmental Management Plans and agreements with local authorities which will set the requirements for specific construction sites and activities. 12
