BACKGROUND The Ministry of Health of the Republic of Rwanda outlines research as a systematic investigation to establish facts, principles or knowledge and a study of some matter with the objective of obtaining or confirming knowledge. Currently, there is a need to build capacity of Rwandan Researchers on how to conduct research in an ethical and scientific way that meets the needs of Rwandan population and ensuring that this research is in line with Rwandan policies on the respective therapeutic areas. There is also a need to protect biological and genetic data of the Rwandan population and to ensure international researcher build local capacity rather than using Rwanda as simply a research outpost. In this context, the Medical Research Center /RBC is mandated to promote health research in Rwanda by providing a package of clinical research training such GCP, GCLP, CRA courses, research grant writing, clinical trials data management. With facilitation by the Medical Research Center; each local clinical site at central level and district level is requested to meet international Bio Pharma requirements to conduct clinical trials in Rwanda. Hence, building capacity of local clinical trial sites is one of the strategies to attract investors. 2. OBJECTIVE GCP Training aims to build capacity of Rwandan as a standardized site that attracts pharmaceutical companies and other related research institutions in conduction Clinical Trials. 3. SCOPE OF THE CONSULTANCY The relevance of this training is to ensure that local situations/context is put into consideration before any research is conducted in human. This will achieve the following; - Ensure that research conducted is beneficial to Rwandans - Ensure that local research capacity is developed
- Ensure that biological and genetic samples/material of Rwandans is protected and not shipped out of the country at will and used for purposes not approved or even unknown - Ensure that the Rwandan population is fully aware of research being conducted - Ensure that Rwandan taking part in research are fully protected, duly and adequately insured and their dignity is respected - To ensure Rwandan researchers are fully insured against malpractice 4. PARTICIPANTS Physicians, Study coordinators, nurses, Scientists and other health professionals in different clinics 5. TIME AND DURATION Under direct supervision of the MRC Manager, the selected consultant will have to work in close collaboration with the MRC Division to ensure that the assignment is properly executed. The total duration of the assignment shall be two weeks (14 days) in Kigali. Location is Kigali - Rwanda which includes three (3) days for preparing and submitting the training report and certificate. 6. EXPECTED OUTCOMES - Researchers trained and certified on GCP - Clinical Reasearch collaboration from the above mentioned institutions initialed. 7. QUALIFICATIONS AND EXPERTISE A master's degree or equivalent in Life Sciences/Medical Research (Molecular Medicine, Clinical Research, Pharmaceutical sciences, Pharmacology, Biomedical sciences, Biochemistry & Biotechnology. A broad scientific/ Clinical Research industry with experience of 5-10 years In depth knowledge on GCP skills with proof Demonstrated expertise in the substantive area of work and program Strong verbal and written communication skills in English and advocacy presentation skills Proven experience in clinical trial Management. REFERENCE NUMBER: 035/CS/ICS/2014-2015/RBC-MRC 1. BACKGROUND Around the world, it has been noted that writing grants is the most doable resource mobilization avenue for public institutions in Africa. However, securing grant monies for non-profit organizations is a highly competitive process. To successfully obtain private funding or corporate grants, the health sector or the whole government must be able to clearly outline its target population, scope of services, near- and long-term sustainability and overall organizational capacity and effectiveness. Furthermore, applying for grants is very competitive and the institution s mission must be in line with current funding priorities. Moreover, to write wellresearched and constructed grant proposal is imperative and in sectors such as healthcare, nonprofit and academics, successful grant writing is crucial to personal and organizational success and it is a way of life for new NGOs as well as long-standing institutions. Most medical research funding is provided by private sector such as pharmaceutical companies, specialized International government agencies and research & development corporations. The mission of Rwanda Medical Research Center Division /RBC is to put in place enabling environment for resources mobilization through guiding health professionals in grant application and writing research proposals. It is within this regard MRC is organizing a Research Grant training to strengthen capacity of grant writing skills and management of grants as well as designing research proposals for health professionals from all corners of the country 2. OBJECTIVE The main objective of this workshop training is to improve research grant writing and management skills in the country as well as cultivating a spirit of perseverance, commitment and dedication in grant writing and management.

SPECIFIC OBJECTIVE Understand the European Union(EU) funding process, requirements and opportunities Understand the US government funding process, requirements and opportunities Obtain skills on successful grant proposal writing Obtain skills on how to successfully manage EU and federal funded projects Get introduced to contract negotiation and Intellectual Property relating to Copy and Data rights, Patents and Trademarks 4. RELEVANCE Improve Research Grants Application, writing and management as well as mentorship programs in Rwanda Exposure of researchers to the NIH system of evaluation: The working group structure and how to write the research proposal so that it will be viewed by a working group whose members are experts in and sympathetic to the area of research being proposed? Increase chance of mobilizing funds in Rwanda health sector. 5.
