Video Conferencing System Functional Requirement Specification Scope: Video conferencing system wherever provided at Railway Board / zonal Railway HQ / other important locations shall be able to carry out video conferencing with other video conferencing system located at Zonal HQ/Divisional HQ / any other important location. Functional Requirement: 1. Location requiring video conferencing shall be equipped with video conferencing system. 2. Video conference system shall be able to connect multipoint audio-video conferencing with min. 16 different sites simultaneously at HD 1080p resolution (Transmit and Receive) and same MCU should have capability to connect 32 sites at HD720p. 3. Nominated conference site shall work as master unit and shall be provided with Multiple Conference Unit (MCU). This conference unit shall be connected to different end points located at Zonal HQ/Divisional HQ / any other important location. 4. MCU shall support an embedded/external Gatekeeper, Management tool scheduling and address book, MCU shall have the capability to connect the PC/laptop for presentation sharing over LAN/IP network. 5. Video conference system shall be IP based system and shall work on IP Dial-in / Dialout topology. 6. System shall work on Railway owned IP backbone (Intranet) i.e. Railnet / any other assigned IP backbone and with other site outside Railnet (Internet). 7. Video conferencing system shall consist of following sub-system: Multiple Conference Unit (MCU) Precision HD Camera & conferencing unit High resolution LCD / DLP projector Projector screens Network audio/video recording server 8. Video conferencing system shall be installed in conference room of video conferencing sites. 9. Video conferencing system shall be able to integrate with existing stand alone audio conferencing system installed in conference room. 10. Video conferencing system shall be able to connect presenter equipments like PC presenter, visual presenter/interactive boards, etc. Video conferencing system should
support 2HD output and s-video / RCA port for recording conference through VCR / DVR. 11. Conferencing Features: System shall support native interoperability with Microsoft Lync. IBM Sametime integration. Built-in security features like tiered administrative access control, AES, etc. Conferencing system should be interoperable with conference system of different makes. Interoperability shall be achievable at least at site level. 12. Video conferencing system shall have following Network Support: System shall support H.323 and SIP video & content System shall support audio standard : G.711, G.723.1, G.728, G.719 & G.728 or better System shall have dual stack IPv4 & IPv6 simultaneous support and net services available on IPv6. System shall support Ethernet/Internet/Intranet connectivity. Ethernet connectivity shall be 10/100/1000 Mbps. System shall support Auto NAT and Firewall traversal. System shall have IP adaptive bandwidth management and intelligent packet loss recovery. System shall support up to 4 Mbps conference data rates. 13. Video Standard: H.261, H.263, H.263++, H.264 or better System shall support frame rate of up to 30 frames per sec. System shall support QCIF to HD 1080 P including intermediary resolutions. System shall support 16:9 & 4:3 aspect ratio. H.239 content sharing resolution. System shall support dual stream from any site. 14. Precision HD camera: Camera shall be of Pan/Tilt/Zoom (PTZ) type and should support optical zoom at 10x or better. Camera shall support voice activated camera positioning. Pan/Tilt/Zoom capacity of camera shall be suitable to cover following conference rooms (i) Conference room size approximately 50 X30 and accommodate approximately 50 delegates with one Chairman (ii) Conference room size approximately 30 X20 and accommodate approximately 25 delegates. Camera shall be able to capture video in Full HD format.
Camera shall have far end camera control & shall have near & far end camera presets. Number of camera shall be one or more as per coverage requirement. 15. System shall provide SNMP Enterprise Management or any other industry standard method of network management. 16. Video conferencing equipments shall have requisite international approvals & certificate. 17. High resolution & High lumen LCD / DLP projector for suitable delivery of video on projected screen /screens. 18. LCD / DLP projector shall be roof mounted type and shall be either 1 or 2 nos. in each conferencing location based on requirement. 19. System shall work on 160-270 V AC ±10% at 50 Hz power supply. 20. Operating Temperature and Humidity Range: Operating temperature shall be 0 to 50 degree C Relative Humidity: 15% to 95% non-condensing ******
