What is JET Child Care fee assistance? JET Child Care fee assistance provides extra help with the cost of Child Care Benefit approved child care for eligible parent(s)/guardian(s) undertaking activities such as job search, work, study or training as part of a Job Plan*, to help you to enter or re-enter the workforce. Under JET Child Care fee assistance guidelines, you may qualify for extra financial assistance to help with your child care fees if: you are in receipt of one of the following income support payments. This includes where the payment is suspended or you are still qualified for payment but not receiving income support due to fortnightly earnings over the limit. Parenting Payment Partner Allowance Widow Allowance Carer Payment Widow B Pension Means tested ABSTUDY Newstart Allowance Farm Household Allowance Youth Allowance as a job seeker Special Benefit, where you would qualify for Parenting Payment or Newstart Allowance except that you do not meet the residency requirements. This includes permanent residents, provisional visa holders or temporary protection visa holders. you have a Plan in place (a Plan is a written agreement that sets out the action(s) you agree to undertake to receive JET Child Care fee assistance and to improve your employment prospects to enter or re-enter the workforce). you use Child Care Benefit approved child care to undertake approved activities in your Plan. you receive the maximum rate of Child Care Benefit (if you are not in receipt of Child Care Benefit and would like to claim, you will need to complete and attach a Claim for Approved Child Care payments form (FA002) or you may claim over the phone or online). Please note: To be eligible for JET Child Care fee assistance, you must be in receipt of the maximum rate of Child Care Benefit and cannot elect a lesser rate. JET Child Care fee assistance can help meet the costs of child care by paying some of the difference between the total child care fee and the amount covered by Child Care Benefit for care related to participation in approved activities. Payments are made directly to the child care service on behalf of parent(s)/guardian(s). Parent(s)/guardian(s) will make a contribution towards the cost of care. * Also known as a Participation Plan for customers in the Helping Young Parents or Supporting Jobless Families Initiatives. Will JET Child Care fee assistance apply to all my child care hours? JET Child Care fee assistance will apply to Child Care Benefit approved child care sessions that you require when you undertake JET Child Care fee assistance approved activities. This assistance can help meet the cost of child care by paying some of the gap fee. If you use more hours of child care than you are entitled to for JET Child Care fee assistance you will have to pay the full cost for these additional hours (you may be eligible for Child Care Benefit and/or Child Care Rebate). te: Your JET Child Care fee assistance in a week cannot be more than your Child Care Benefit eligible hours in the same week. If you are undertaking a study or training activity only (that is, not undertaking study in conjunction with another activity), your JET Child Care fee assistance will be limited to up to 36 hours per child per week. These hours can be spread across the entire week as required, rather than limited to 3 days only. Some exemptions may apply, please go to www.humanservices.gov.au/jetccfa In some situations JET Child Care fee assistance can be paid if you are charged for child care when your child is absent. Talk to your child care service about the reason for the absence. There is a limit to the number of child care absences where Child Care Benefit and JET Child Care fee assistance can be paid. Your child care service will be able to tell you how many absences you can claim in a financial year. Parent(s)/guardian(s) should consider how the limit on absences may affect their situation for periods where they may not require care (e.g. semester breaks for study). The number of JET Child Care fee assistance hours you may be approved for is based on an allocation of 12 hours per day up to your maximum eligible hours per week. If on a particular day you are charged for a session (or sessions) of care of less than 12 hours in total, the hours allocated but not charged for that day cannot be used or transferred to another day. tes 2 of 5
Up to 24 hours of JET Child Care fee assistance per child per week You can get up to 24 hours of assistance per child per week if you are undertaking your JET Child Care fee assistance approved activity. Up to 50 hours of JET Child Care fee assistance per child per week You can get up to 50 hours of JET Child Care fee assistance per child per week if you (and your partner) are working, looking for work, training, studying or doing voluntary work, for at least 15 hours per week (or 30 hours per fortnight). For more than 50 hours of JET Child Care fee assistance per child per week You can get more than 50 hours of JET Child Care fee assistance per child per week if you (and your partner) are both unavailable (at the same time) to care for your child(ren) for more than 50 hours a week due to work, training or study commitments (including travel to and from work) or exceptional circumstances. JET Child Care fee assistance is payable for hours above 50 hours per week up to your eligible Child Care Benefit hours limit. Your JET Child Care fee assistance in a week cannot be more than your Child Care Benefit eligible hours in the same week. If you are doing a study or training activity only, JET Child Care fee assistance will be paid up to a maximum of 36 hours per week per child. What are approved activities for JET Child Care fee assistance? Orientation Study requirements Unpaid work, paid work or setting up a business* Up to 26 weeks Job search Up to 20 days Study or training Up to 104 weeks Personal support activities (e.g. government funded programs) Up to 26 weeks Labour Market Programs (e.g. Work for the Dole, Green Corps) Up to 26 weeks The period you can receive JET Child Care fee assistance for each of these activities is limited, for more information please go to www.humanservices.gov.au/jetccfa * te: JET Child Care fee assistance can only be granted from the start date of these activities. If your child(ren) will be attending child care on a trial basis prior to the activity start date, you may claim up to 2 weeks of JET Child Care fee assistance prior to the activity start date to allow you to be available to support your child(s) transition into child care. te: Your hours over the orientation period will need to match your JET Child Care fee assistance activity hours. For study or training, JET Child Care fee assistance is paid up to 104 weeks (24 months) full-time or the part-time equivalent up to 208 weeks (48 months). This limit is per qualification, however, the allocation can be used as required over any period of time. For example, if you are undertaking a 3 year degree qualification you can use the 104 weeks of JET Child Care fee assistance across those 3 years. Masters/PhDs are not eligible courses for JET Child Care fee assistance. If you have completed a qualification in the last 10 years, or have reached your JET Child Care fee assistance funding limit at your current study level, further study at the same level is restricted to courses that lead to occupations in high demand as listed on the Department of Employment s Skills Shortage List Australia. From January 2015 if you are undertaking a study or training activity only (that is, not undertaking study in conjunction with another activity), your JET Child Care fee assistance will be limited to up to 36 hours per child per week. Please note: JET Child Care fee assistance eligibility is limited to a study activity of: Senior Secondary Certificate of Education Enabling/Bridging courses, or Vocational Education and Training Certificate II Certificate III Certificate IV Diploma Advanced Diploma Bachelor Degree, or Higher Education levels Associate Degree Bachelor Degree Graduate Certificate and Vocational Graduate Certificate Graduate Diploma and Vocational Graduate Diploma. There are some exemptions that may apply to these requirements. Study load requirements Full-time student is considered to be undertaking at least 75 per cent of the normal amount of full-time study load during the study period. Part-time student is considered to be undertaking at least 25 per cent up to 74 per cent of the full-time study load during the study period. If you are undertaking less than 24 per cent of the full-time study load, you will not be eligible for JET Child Care fee assistance. JET Child Care fee assistance during break periods Where your educational institution stops (e.g. for semester break) you can choose to continue to receive JET Child Care fee assistance during this time. This is considered to be a break period. te: Any weeks of JET Child Care fee assistance used during your break period(s) will count towards your total limit. Proof of enrolment You must provide proof of enrolment from the educational institution/provider if you are studying. Your eligibility for JET Child Care fee assistance cannot be assessed if you do not provide proof of your enrolment. Proof of enrolment must be a recent copy of the Educational institution s enrolment letter which includes: your name the name and address of the educational institution the full name of the course and qualification level you are studying (for example, Certificate III in Hospitality), including the subject(s) or unit(s) and contact hours the start and end dates of your course your study load if you are full time or part time or your percentage load, and your mode of study whether you are studying online or on campus.
