Kennebunk Light & Power District Job Description Job Title: BUSINESS MANAGER/ACCOUNTANT Reports To: General Manager& Treasurer FLSA Status: Exempt Department: KLPD Prepared By: Dacri & Associates Prepared Date: 1/10/2009 Edited: March 2015 Summary: Manage accounting and utility billing by providing information, primarily financial in nature, about all KLPD activities that will assist the General Manager in making decisions about KLPD s future by performing the following duties. Essential Duties and Responsibilities include the following. Other duties may be assigned. Oversee the activities of the Accounting/Utility billing for the accurate and timely dissemination of financial management reports including, but not limited to, monthly financial statements, annual audits and annual budgets. Maintains the financial books, records and electronic data. Maintains proper accounting, financial controls and financial reports, including accounts payables and receivables, labor distribution, plant assets, reconciliation of fuel oil and purchase power costs, bond payments, general ledger, payroll, journal entries, financial analysis, project analysis and financial projections. On a monthly basis close and finalize the books and records; prepare schedules and reconciliations of subsidiary ledgers as part of the monthly close; analyze monthly energy consumption reports (budget v actual); prepare other correcting/adjusting/reclassification entries; prepare AR aging and outstanding balance reports; prepare CD Interest reports; prepare financial statements, MSRS report, MPERS filing and reporting, Sales Tax report, UB late charge schedule, monthly meter read/billing schedule; and workers' compensation, unemployment claims and insurance reports. On a quarterly basis, prepare check request for Renewable Resource Fund contributions,

Low Income Assistance Program reports, (MSHA and MPUC) and quarterly PR reports (941, 941-ME), Village Green (the KLPD renewable energy program), Energy Conservation & others. Performs and supervises delinquent account collections, collection agency selection and performance, small claims court action(s), bankruptcies et.al. On an annual basis, prepare the General Ledger, schedules and financial statements for the annual CPA audit; the financial schedule for the town annual report; the Maine Municipal Bond Bank annual report; Bank of New York 2007 Bond issue; the MPUC Annual report; the MPUC Consumer Assistance Division report; US Census and OSHA reports' and W-2's and 1099's, and associated 1096's. Maintain the District's computers and network, software and underlying data stored and accessed from these computers. Individual does not need to actually repair computers but needs to understand the network and software and make recommendations for improvements and or enhancements to the system. Regular interaction with the public, governmental agencies, and related business and financial institutions. Establish and maintain systems and controls which verify the integrity of all systems, processes and data. Respond to General Manager as assigned with accurate and timely work to facilitate KLPD s financial needs. Reports directly to KLPD General Manager. Participate in a wide variety of special projects and compile a variety of special reports. Although the information above details the financial accounting aspects of this position, those job duties are approximately 25 to 30 percent of the position on an ongoing basis. Collections, utility billings, computer networking, KLPD website administration and other job functions make up the balance of the work load. Co-supervises the Customer Service Representatives.
