1. INTRODUCTION Scoil Chrónáin Naofa is a mixed primary school of boys and girls located in the townsland of Dromakeenan about 2 miles outside Roscrea. While the school is in the parish of Roscrea Co. Tipperary it is located in Co. Offaly just a few hundred yards inside the border. Because of this we have pupils from Offaly, Tipperary and a small number from Laois attending our school. The school is also unusual in the fact that it is not based in any one community as the children come from a number of parishes. There are 225 pupils on roll and this includes 6 pupils in the ASD Unit (Autistic Spectrum Disorder) which is called the Aoibhneas Class. When the building project is complete Aoibhneas will be able to cater for 12 pupils (2 classes of 6). St. Cronan is the patron saint of the parish of Roscrea and the school is named after him. The original school building was built in 1945 with extensions added in the 70 s and 80 s and temporary accommodation added about 8 years ago. When the extension and refurbishment is completed the whole school will be practically new with 8 classrooms, a state of the art ASD Unit and a General Purpose room. The project is due to be completed by the end of February 2011. 2. DESCRIPTION OF THE DESIGN BRIEF. Submissions are invited for a unique visual artwork to be sited inside or outside the new school. While the commissioning body has a broad outlook on proposals, for the purposes of clarity, the preferred artwork shall have permanency and a visual impact. The preferred commission will have lasting significance and meaning to the pupils, both current students and generations to come. Engagement with the students is not a prerequisite; however the commissioners will consider the appropriateness and feasibility of how the artist proposes to engage with the students, if relevant to the proposal. We have identified 3 areas that we believe would be the best location for the artwork (A) outside the glazed link in the courtyard (B) the glazed link itself or (C) the widened area in the main corridor. All these are shown on the enclosed plans and elevation. However any proposal does not have to be confined to these areas.
The school is very open to the scope of the per cent for art scheme, however due to our limited budget we would like to commission a permanent visual art work which will have a lasting meaning to all students and staff, both present and future. The work should be appealing, in particular, to the children attending our school (4 to 12 years old). We would like artists to consider one or more of the following themes: Fun Vibrant Nature The Seasons Stimulating The preferred proposal will be well informed and aim to reach the users of this development in a meaningful way while also providing a strong artistic statement in relation to contemporary arts practice and a developmental aspect to the artists own work. The budget for the design, supply and fix of this project will be 11,500 inclusive of all costs, expenses, VAT, insurance and other charges. 3. SELECTION PROCESS Selection will be a two-stage open submission process Schedule 14 th January 2011 Deadline for submission of Stage 1 proposals 21 st January 2011 Shortlisted artists notified 18 th February 2011 Deadline for submission of Stage 2 25 th February 2011 Selection panel will notify single successful applicant Project completion date to be agreed with artist The selection panel on behalf of Scoil Chrónáin Naofa reserves the right not to proceed with any of the submissions received and to consider other appropriate courses of action.
5. APPLICATION DETAILS Application for Stage I must contain the following information A typed one page proposal outlining ideas and concepts for the artwork Two to four illustrations or images of maquettes for the purpose of communicating practical and artistic content, indicate position using information provided (3D models should not be submitted at stage 1) A completed application form Up to date CV, showing previous work. Outline estimated budget and time scale for completion Application for Stage II must contain the following information A typed two page proposal outlining concept for the piece. Details of materials to be used and maintenance requirements. Sufficient models, illustrations etc for the purpose of communicating scale, proportion, materials, and artistic content Satisfactory evidence of safety and durability Detailed budget analysis Detailed time scale breakdown and schedule for completion, and evidence to prove ability to deliver within budget and on time Support and resources required Applications must be clearly marked on envelope Per Cent for Art Scheme and addressed to Brendan Hanamy, Scoil Chrónáin Naofa, Dromakeenan, Roscrea, Co. Offaly. 6. ASSESSMENT CRITERIA Applications will be assessed using the following criteria Quality of proposal presented both on a stand alone basis and with reference to other competing applicants and in relation to the brief Assessment of the likelihood that the commission will have a strong artistic statement in relation to contemporary arts practise and has developmental aspects to the artists own work. Visual and spatial impact Understanding of the physical, social and cultural context of the work The feasibility of the commission
7. PAYMENT SCHEDULE Stage I Applications The commissioners shall not be liable for any costs or expenses in respect of successful or unsuccessful Stage 1 applicants. Applicants attending site visits shall do so at their own expense. Stage II Applications The commissioner shall issue an official order for Stage 2. The school will not be liable for any costs or expenses in excess of 500 (inc. vat and all other charges). Payment will follow the receipt of an invoice after presentation before the selection committee. The Successful Applicant A contract will be entered into with Scoil Chrónáin Naofa Dromakeenan. The successful applicant shall agree a payment schedule as part of the contract. Payments shall be made in accordance with the schedule outlined in the contract upon receipt of invoices and successful completion of the work. Artists must provide a tax clearance certificate and/or artist exemption certificate. Evidence of appropriate insurance shall be provided.
