Professional Land Surveyor Committee Recommendations None. e. Professional Landscape Architect Committee Recommendations None. Old Business: a. Rules Committee Report Mr. Yumol reported that at last month's Committee meeting they discussed possible provisions for future rules amendments to include:

Page 5 1. Allow taking of the L.A.R.E. before meeting the experience requirement; 2. Architect specialization; 3. Additional disciplines of engineering for licensure; 4. General designation of professional engineers ("PE") for Group II disciplines; and 5. Addition of photogrammetry questions to the State Board PS exam. It was moved by Mr. Yumol, seconded by Mr. Murray, and unanimously carried to approve the minutes of the March 4, 2015 Rules Committee meeting. New Business: a. Professional Engineers Report Southern/Western Zone Interim Meeting Mr. Pang and Mr. Hirota will be attending this meeting, which is scheduled for May 14-16, 2015 in Scottsdale, AZ. NCEES Engineering Education Standard NCEES' Engineering Education Standard has recently been revised. This standard was first implemented on January 1, 2011 and has been used to evaluate thousands of non-abet accredited engineering degree programs from all over the world. The most significant change to this standard is the addition of up to 6 credits of courses in management, accounting, written and oral communication, and business and law, which can be included in the General Education category. This change went into effect on April 1, 2015. NCEES PE, PS and Structural Engineering Examination Dates and Observer The PE, PS and structural engineering examinations will be administered April 17-18 at the Convention Center and Mr. Iwamoto will attend to observe the exam.

Page 6 MBA Report on Board of Directors Meeting Highlights of the meeting included the following: 27 countries outside of the U.S. now have ABET accredited programs. A special committee has been charged with revising the definition of a Model Law Structural Engineer. Committee on Education and MBA Committee are addressing the continuing education requirement. The Examinations for Professional Surveyors ("EPS") Committee is recommending that the April 2016 administration of the PS exam be the last "paper and pencil" exam and computer-based PS exams start on October 1, 2016. The EPS Committee is also exploring the financial impact of having NCEES upload and administer the state specific survey exams. b. Architects Report NCARB Regional Summit Meeting Report Mr. Yumol highlighted on the following: Resolution 2015A Revision of the alternatives to the education requirement (formerly BEA) for certification. Region 6, led by California, will craft a language to include back in the resolution the original qualification of 10 years for architects who do not hold a postsecondary baccalaureate or higher degree. Resolution 2015B Revision of the requirement for certificate of foreign architects (formerly BEFA). Region 6 is in favor of this resolution as written which added the following requirements: completion of the Intern Development Program ("IDP") and passing of the Architect Registration Examination ("ARE").

Page 7 Resolution 2015C Bylaws Amendment Modification to the qualifications of Public Director on Council Board of Directors. Region 6 is in favor of this resolution as written because it adds the following requirement: "(ii) shall be serving as a public or consumer member on a Member Board." The next regional summit meeting will be held in Savannah, Georgia. The Education Committee reported that the ARE 4.0 is valid and defensible and the new ARE 5.0 that will be launched next year will contain new items plus case studies. It will also feature for the first time a "drag-in-place" type questions which was demonstrated at last year's annual meeting. During the Region 6 meeting, WCARB honored three members for their service, including recently departed Craig Murayama. Mr. Yumol accepted the certificate on Mr. Murayama's behalf. NCARB Annual Meeting The 96 th Annual Meeting is scheduled for June 17-20, 2015 in New Orleans, LA. Legislative Report Bills affecting many states have been introduced relating to sunset reviews, military and spouses, board member appointment procedures, continuing education, interior design certification, and unlicensed activity. Also, rules have been proposed related to eligibility for re-exam, license fees, licensure of interior designers, and continuing education. Memorandum on U.S. Supreme Court Decision Regarding North Carolina State Board of Dental Examiners v. Federal Trade Commission NCARB reported that its analysis is that the Supreme Court decision would not affect the State Architect Boards because of the State oversight of the boards.

Page 8 c. Surveyors Report None. d. Landscape Architects Report Model Board Pathway Partnership with CLARB The Washington Board of Registration for Landscape Architects (as an independent board) and the Arizona State Board of Technical Registration (as a combined board) were selected as partners with CLARB for the Model Board Pathway Project. A draft plan will be presented at the Annual Meeting in September with implementation of the project to start in October. A presentation reporting the outcome of the project is scheduled for the 2016 Annual Meeting. CLARB Webcast on Mid-Year Update Highlights from the webcast include: Connecticut and Utah are going through challenges for the experience requirement to obtain a landscape architect license. 41 of 52 jurisdictions require continuing education for their licensees. The next Annual Meeting is scheduled for September 16-19, 2015 in New Orleans. Mr. Kurokawa will be attending. The Executive Committee of the Hawaii Chapter of ASLA held a strategic planning meeting and unanimously agreed that continuing education is important for Hawaii landscape architects to maintain their license. A request for member's input was posted in their April newsletter. e. Results of the March 2015 Landscape Architect Hawaii Plant Materials State Exam Number of Candidates: 1 Number Passed: 0

Page 9 f. DCCA Disciplinary Actions The February and March 2015 lists of DCCA Disciplinary Actions were circulated to the members for their information. Correspondence: Letter from Letter from SK Amjad Hossain Mr. Hossain previously requested a waiver of the FE exam requirement based upon his years of experience, but was denied as he does not have the 15 years of experience in responsible charge to do so. His experience was also not accepted as it appears to be more in structural engineering than civil engineering, which is what he had applied for. The Board considered the additional documentation that was submitted, but determined that there was no new information on his experience, qualifications and background. The Board stands by its previous decision to deny his waiver request and is required to take the NCEES FE examination in order to be licensed as a civil engineer in Hawaii.
