NGB Coordination Center (NGCC) Executes NGB J-5 and J-35 plans for domestic civil support operations and provides situation reports to NGB Maintains situational awareness of potential domestic operations within the state Initiates NG alert, warning, and recall system Initiates and supports actions for executing domestic missions Coordinates and accounts for NG resources, health, safety and welfare of personnel, state pay, and reimbursement for use of NG resources Provides situational awareness to all interagency and mission partners in the form of EXSUMS and SITREPS. Roles of The Adjutant General The Adjutant General (TAG) for each State is appointed by the Governor except in three instances: Vermont elected by the State legislature South Carolina elected by popular vote District of Columbia Commanding General appointed by the President TAG serves in state status Senior state military official of the National Guard Sometimes also the State Director of Emergency Management and/or State Director of Homeland Security 14

The Role of TAGs during Disaster Responses The State Adjutants General (TAG), under the authority, direction, and control of their respective Governors, shall: Be ready to establish JTFs that have the capability to transition to T10 Prepare to accept mutually agreed upon Federal liaison elements in NG JFHQs-State (typically as JSF-SE under a DSC) Designate qualified officers for DSC pursuant to Title 32 U.S.C., Section 325 Develop JMETs for all Federally assigned missions and report via DRRS Advise Governors and collaborate through the CNGB with other DoD components on matters pertaining to the NG JFHQs-State Source: DoDD 5105.83, JFHQ-State 16

Capabilities Driven Support. 29

Replace "need-to-know" culture with "need-to-share". (The 9/11 Commission Report) Each intelligence agency has its own security practices, outgrowths of the Cold War. Current security requirements nurture overclassification and excessive compartmentation of information among agencies. There are no punishments for not sharing information. Agencies uphold a need-to-know culture of information protection rather than promoting a need-to-share culture of integration. Recommendation: Information procedures should provide incentives for sharing, to restore a better balance between security and shared knowledge. 30

FEMA Threats and Hazards Identification and Risk Assessment (THIRA) Identify the threats and hazards of concern: Identify the emergency situations that could happen in your community. Give the threats and hazards context: Describe how a threat or hazard could happen in your community, and when and where it could happen. Examine the core capabilities using the threats and hazards: Determine how each threat or hazard could affect the core capabilities designed to accomplish the National Preparedness Goal. Set capability targets: Using the information defined in the first three steps, set the level of capability a community needs to prevent, protect against, mitigate, respond to, and recover from its risks. Apply the results: Use the capability targets to decide how to use resources from the whole community. 31

State-Level National Guard HLD-HS-CS Planning and THIRA Development Team This team is suggested to be the focus of State-Level HLD-HS-CS National Guard planning efforts with the respected state Emergency Management / Homeland Security Agencies, consists of: Senior Planner Officer o Attached to the SEOC Planning function during emergencies o Assists with State EM Plans creation Planning NCO o Knowledge base for State NG capabilities and responsible to Geo Reference and serve (share) state NG information (SSA Czar ) o Attached to the DCO/DCE during emergencies as a State NG Capabilities Liaison Intelligence NCO o Interacts with State intelligence sections (HS, EM, Fusion Center) o Assists with developing analytical tools (i.e. GIS)
