EOI for Pre-Qualification Process (Livestock and Dairy Development Department Government of the Punjab) 1. INTRODUCTION Livestock & Dairy Development Department (established 1973) caters to the requirements of livestock sector in the province. Livestock is increasingly becoming a very important sector of national economy, contributing even more than all the other agricultural crops combined. Livestock & Dairy Development Department strives to ensure growth and development of livestock sector in the province thus contributing to national food security, economic uplift, rural development, poverty alleviation, employment generation and foreign exchange earnings. Role and objectives of the Livestock & Dairy development Department are manifest in its following mission statement. Mission Support livestock development in a policy environment that enables farmers to realize the dividends of livestock farming by smartly deploying public investments in core public goods & inducing private capital / initiative in the sector for poverty alleviation, food security & generation of exportable surpluses. Drivers Poverty alleviation by supporting livestock subsistence farmers & women organize, empower & hand hold. Productivity enhancement through improved genetics, balanced nutrition & careful husbandry. Better functioning markets and regulatory regime. Private enterprise development to optimally realize potential of livestock assets. Provision of quality products (dairy & meat) for domestic consumers & export market apply research & technology. Livestock and Dairy Development Department Government of the Punjab is managing 34 District Laboratories and one (1) Provincial Disease Diagnostic Laboratory, at Lahore. The mandate of these diagnostic laboratories is to investigate the causes of diseases and provision of diagnostic services free of cost to the livestock farmers and breeders in Punjab. Government of the Punjab, Livestock & Dairy Development Department invites Expression of Interest (EOI) as per the given Terms of Reference (ToR) for conduction of independent audit from firms/ organizations having experience of audit of Government, National and Multinational including Joint ventures entities. The firms must be listed with State Bank of Pakistan, registered with Federal Board of Revenue (FBR) and registered with Institute of Chartered Accountants of Pakistan for conduction of independent audit of all 35 laboratories 2. TERMS AND CONDITIONS 1. The Livestock and Dairy Development Department Government of the Punjab, Lahore, invites EOI from eligible Chartered Accountancy firms registered from Institute of Chartered Accountants of Pakistan (ICAP) to conduct independent audit of the 35 Disease Diagnostic Laboratories Working Under livestock and Dairy Development Department, Punjab, Lahore. 2. The procurement process shall be governed by PPRA Rules, 2009. 3. Bidders are requested to provide at minimum following information in sealed envelope clearly marked EOI for hiring of independent auditors to conduct audit of 35 Disease Diagnostic Laboratories Working Under livestock And Dairy Development Department, Punjab, Lahore: Consultant firm must be registered with ICAP, FBR and listed with state bank of Pakistan. Firm Profile and experience of Government, National and Multinational entities including Joint ventures entities during the last 4 years Detail of firm with office address and location. Must have presence in Lahore, Multan, Sialkot and Islamabad cities of Punjab, Pakistan. List of Key Personnel/Staff Capabilities of the firm to perform audit assignments of similar nature. Certificate to the effect that the Firm is not involved in litigation with any Government Department nor has ever been black listed by any Government Department. 1 P a g e

Livestock & Dairy Development Department, Punjab reserves the right to reject any applications. 6. Applicants will be informed, in due course, of the result of the evaluation of EOI. Only short listed firms prequalified under this process will be issued Request for Proposal (RFP) to participate in the bidding process. 7. The name and mailing address of the Applicant shall be clearly marked left hand on the envelope. 8. The applications shall be prepared in the English language. Information in any other language shall be accomplished by its translation in English. 9. The Applicants must respond to all questions and provide complete information as advised in this document. Any lapses to provide essential information may result in dis-qualification of the Applicant. 10. QUALIFICATION CRITERIA Pre-qualification will be based on all the criteria given below about the Applicant s Profile, Experience Record, Personnel Capabilities and office locations as demonstrated by the Applicant s responses to this document. The Livestock and Dairy Development Department Government of the Punjab, Lahore reserves the right to waive minor deviations, if these don t materially affect the capability of an applicant to perform the assignment. The applicant must secure at least 65% score in each category. The further detailed criteria for each category may be developed as given under the each head as follows: 4. OTHER FACTORS Only firms that have been prequalified under this procedure shall be invited to bid. A qualified firm may participate only in one bid for the proposed assignment. If a firm submits more than one bid, all bids including that bidder will be rejected. The Employer reserves the right to:- o Reject or accept any application; and o Cancel the prequalification process and reject all applications. The Employer shall neither be liable for any such actions nor be under any obligation to inform the Applicant of the grounds for rejection, however, may be debriefed if solicited. Applicants will be informed in writing by fax or mail within days of the date for submission of applications. 5. Processing schedule Issuing Request for Proposal (RFP) to short listed applicants 15 days after the last date for submission of EOI. Applicants will be advised, in due course, of the results of their applications. Last date for receiving proposal is 10 days after the issuing date of RFP.
