HEALTH PROFESSIONS ACT 56 OF 1974 REGULATIONS RELATING TO THE QUALIFICATIONS WHICH ENTITLE PSYCHOLOGISTS TO REGISTRATION Published under Government Notice R554 in Government Gazette 22390 of 22 June 2001. The Minister of Health has, in terms of section 24(1) of the Health Professions Act, 1974 (Act 56 of 1974), on the recommendation of the Health Professions Council of South Africa, made the regulations in the Schedule. 1. Definitions 2. Qualifications 3. Repeal Definitions SCHEDULE 1. In these regulations any expression to which a meaning has been assigned in the Act shall bear such meaning and, unless the context otherwise indicates category means a subsection of the total field of psychology and entails psychological procedures recognised as generally accepted practice for the particular subsection; it does not mean a speciality. Qualifications the Act means the Health Professions Act, 1974 (Act No. 56 of 1974). 2. Any of the following qualifications, provided it is obtained in psychology, shall entitle the holder thereof to registration as a psychologist in any of the categories of Industrial Psychology, Clinical, Psychology, Research Psychology, Educational Psychology and Counselling Psychology: Provided that such person produces evidence to the satisfaction of the professional board that before or in connection with or after acquisition of the qualification in question (but in any event after the completion of five years study in psychology approved by the professional board for this purpose) he or she has had at least 12 months practical experience if he or she holds a qualification considered by the professional board to be an applicable qualification. (2) Recognised only until 31 December 1982. (3) Recognised only until 31 December 1985 and provided Psychology III or Educational Psychology III was a requirement for admission and provided, in the case of Educational Psychology, the syllabus is approved by the Council. (4) This qualification shall entitle any holder thereof to registration only if before the acquisition thereof he or she held and honours degree in psychology of a South African university or an approved B Ed degree of a South African university. (5) This qualification shall entitle the holder thereof to registration only if it was obtained prior to 1 January 1982. (6) This qualification is not registrable if obtained between 31 December 1982 and 31 December 1992. (7) Recognised only until 31 December 1997, except for South African citizens who have commenced with studies for the relevant qualification prior to 31 December 1997. Repeal 3. HEALTH PROFESSIONS ACT 56 OF 1974 REGULATIONS RELATING TO THE CONSTITUTION OF THE PROFESSIONAL BOARD FOR PSYCHOLOGY Published under Government Notice R1249 in Government Gazette 31633 of 28 November 2008. The Minister of Health has, in terms of section 15 of the Health Professions Act, 1974 (Act No. 56 of 1974) as amended by Act No. 29 of 2007, and on the recommendation of the Health Professions Council of South Africa, made the regulations in the Schedule. 1. Definitions SCHEDULE In these regulations the Act means the Health Professions Act, 1974 (Act No. 56 of 1974) as amended by Act No. 29 of 2007, and any expression to which a meaning has been assigned in the Act shall bear such meaning and, unless the context indicates otherwise - board means the Professional Board for Psychology established in terms of section 15 of the Act; designated groups means black people, women and persons with disabilities who, for the purposes of these regulations, shall be protected and advanced in the following order of the levels of disadvantage of the past, which must be taken into consideration in the appointment process: (a) (b) (c) women; men of African, Asian or coloured descent; and disabled persons, irrespective of descent; and section means a section of the Act. 25

2. Constitution of the board The board shall consist of the following 20 members who permanently reside in South Africa: (a) (b) (c) (d) (e) (f) twelve psychologists, of whom ten shall be from designated groups, who shall be appointed by the Minister on the basis of nominations by persons with registered postal addresses in the Republic and whose names appear in the register of psychologists; one registered counselor, who shall be appointed by the Minister on the basis of nominations by persons with registered postal addresses in the Republic and whose names appear in the register of registered counselors; one psychometrist, who shall be appointed by the Minister on the basis of nominations by persons with registered postal addresses in the Republic and whose names appear in the register of psychometrists; one person registered with the board, who shall be appointed by the Higher Education South Africa (HESA) to represent educational institutions accredited by the board; one person representing the department of health, who shall be appointed by the Minister; and four community representatives, who shall be appointed by the Minister. 3. Repeal The Regulations relating to the Constitution of a Professional Board for Psychology published under Government Notice No. R. 1066 of 28 July 2003 are hereby repealed.
