California Commission on Teacher Credentialing Implementation of Senate Bill 1209 Summary of Coded Correspondence 06-0026, 06-0027, 06-0028 ***Effective January 1, 2007*** Professional Growth Requirements for California Teachers The renewal of professional clear credentials will no longer be linked to professional growth requirements. This removal includes the 150 hours of activities and the experience requirement. Basic Skills Requirement SB 1209 adds options to meet this requirement. Effective 1/1/07, a basic skills examination from another state will be acceptable. All options: Passage of CBEST Passage of basic skills from another state (no recency requirement) Available Soon Passage of revised CSET: Multiple Subjects Plus Writing Skills (7/31/07) Available Soon Passage of ACT Plus Writing examination (7/31/07) Available Soon Passage of GRE (Graduate Record) examination (7/31/07) Available Soon Passage of SAT Reasoning examination (7/31/07) OUT-OF-STATE APPLICANTS (With NO basic skills requirement) Not Employed in CA: Must satisfy basic skills requirement before the five-year preliminary credential is issued. Employed in CA (LEA): Must complete the basic skills requirement during the first year of their preliminary credential. This applies to all types of Out-of-State Credential Applicants English Learner Authorization To earn a clear credential, the EL authorization must be full authorization; it cannot be an emergency authorization. Authorizations include CLAD and BCLAD Certificate. Clear Credential The legislation directs the Commission to issue a clear credential instead of a preliminary credential if the candidate meets all of these requirements based on course work completed out-of-state when first applying for a credential in California. Renewal Options SB 1209 options and changes are not applicable to candidates prepared outside of the United States. Holders of preliminary multiple subject, single subject, and education specialist teaching credentials (issued before 1/1/07) issued on the basis of an out-of-state preparation program may transition to the new requirements under SB 1209 or may complete the renewal requirements listed on their documents. Individuals must complete either all the requirements listed on their document or the new requirements under SB 1209. Mixing and matching of renewal requirements will not be allowed. Former Options The former out-of-state options were identified by the following routes: 1) 3 to 4 years of OOS teaching experience, 2) 5 or more years of OOS teaching experience, 3) Comparability or less than 3 years of OOS teaching experience, and 4) National Board Certification. Changes in Requirements for Out-of-State Prepared Multiple Subject and Single Subject Teachers Effective January 1, 2007 Credential Options Requirements 1/1/07 Must meet All for Preliminary: 1) Credential from a state other than CA Route 1: Less than 2 years of out-of-state (must correspond with CA-issued subject area, [see Appendix A], BA/BS degree and teacher preparation program or alternative.) The Commission will issue a five-year preliminary MS or SS 2) Basic skills requirement, and credential to a teacher who meets all requirements for the preliminary credential. Multiple Subject Or Single Subject *ALL teaching experience must be gained in public/private accredited schools in the states or U.S. territories other than CA and verified by Superintendent, Asst., or Dir. of Personnel on letterhead. Route 2: Two or more years of out-of-state Number of years teaching will determine requirements for earning a clear credential. Teaching experience must be fulltime. It does NOT need to be aligned with the type of certification requested, and can be a combination of more than one level or type of teaching assignment. (Adult and vocational ed. not acceptable.) Subject Matter Competence must correspond to a CA subject area. If OOS credential does not correspond to CA subject area, the candidate must have completed 32 semester units of course work in a CA subject matter area. If course work is not completed, a preliminary credential will be issued and course work will be required before a clear credential is issued. 1) Complete Commission-approved Professional Teacher Induction Program, and 2) Earn a CA authorization to teach English learners (completed in CA or another state). Must meet All for Preliminary: 1) Credential from a state other than CA (must correspond with CA-issued subject area, [see Appendix A], BA/BS degree and teacher preparation program or alternative.) 2) Basic skills requirement, and 1) Complete 150 hours of professional activities OR a Master s Degree or higher in a field related to the credential or equivalent number of units from a regionally accredited university, and 2) Earn a CA authorization to teach English learners (completed in CA or another state). No changes to this option. Route 3: National Board Certification Teachers will be issued a clear credential in the subject area in which they received National Board Certification. They are exempt from the basic skills requirement. EL authorizations are not included. Teachers will need to earn a separate EL authorization such as CLAD if providing instructional services to English learners. 2

Changes in Requirements for Out-of-State Prepared Special Education Teachers Effective January 1, 2007 Credential Options Requirements 1/1/07 Route 1: Less than 2 years of out-of-state The Commission will issue a five-year preliminary education specialist credential to a teacher who meets all requirements for the preliminary credential. *ALL teaching experience must be gained in public/private accredited schools in the states or U.S. territories other than CA and verified by Superintendent, Asst., or Dir. of Personnel on letterhead. The Commission will no longer accept a letter from another state s education agency verifying the individual qualified for, but was not issued, a credential. A photocopy of the OOS document (both sides) must be submitted. Must meet ALL for Preliminary: 1) Holds a teaching credential in another state other than CA in a disability area that corresponds with a CA disability area based on completion of BA/BS degree and a teacher preparation program. 2) Basic skills requirements, and 1) Level II Education Specialist program, and 2) Earn a CA authorization to teach EL (completed in CA or another state). A Level II Ed. Spec. program must be completed at a CA college/university. Special Education Route 2: Two or more years of out-of-state Number of years teaching will determine requirements for earning a clear credential. Teaching experience must be fulltime. It does NOT need to be aligned with the type of certification requested, and can be a combination of more than one level or type of teaching assignment. (Adult and vocational ed. not acceptable.) The 150 clock-hours must contribute to the individual s teaching competence and meet standards for professional preparation established by the Commission. The master s degree must have been obtained from course work completed at a regionally-accredited college/university. Equivalent coursework must consist of 30 semester units beyond the BA degree in a defined field of study. Must meet ALL for Preliminary: 1) Holds a teaching credential in another state other than CA in a disability area that corresponds with a CA disability area based on completion of BA/BS degree and a teacher preparation program. 2) Basic skills requirements, and 1) Complete 150 hours of profession activities OR a Master s degree or higher in a field related to the credential or an equivalent number of units from a regionally accredited university, and 2) Earn a CA authorization to teach EL (completed in CA or another state). Route 3: National Board Certification No changes to this option. The National Board issues documents for special education only in the broad area of special education. Teachers will be issued a clear credential in the subject area in which they received National Board Certification. They are exempt from the basic skills requirement. EL authorizations are not included. Teachers will need to earn a separate EL authorization such as CLAD if providing instructional services to English learners. 3

Letter from out-of-state college/university verifying content of student teaching (MS/SS) in a specific disability area (SPED) 7. For route two, verification of teaching experience and performance evaluations. (MS,SS, SPED) For Clear Credential for Routes One and Two, as applicable: 2. Basic skills requirement (photocopy of CBEST examination or other out-of-state examination score report) 3. Official transcripts verifying requirements, as applicable: a. master s degree or equivalent 4. Verification of examination passed such as subject matter (MS, SS) 5. Form CL-820A (Verification of Completion of 150 Clock-Hours) (MS, SS, SPED), and/or 6. And formal recommendation from a CA college/university with a Commission accredited Level II Education Specialist program (SPED) 7. Or Form 41-Induction for verification of completion of induction (MS, SS) For Route Three National Board Certification: 2. California requirements for fingerprint and character identification clearance, and 3. Photocopy of their out-of-state credential a. With a corresponding specific science subject area or official transcripts verifying 32 units of a specific science area aligned with CA science subject areas (MS, SS) b. With a corresponding specific disability area or transcripts verifying 24 units of special education course work including 12 units in a corresponding specific disability area (SPED) 4.
