INTRODUCTION & METHODOLOGY Riley Research Associates conducted an omnibus survey among Oregon registered voters regarding their opinions on a variety of current issues. The scientific telephone poll was conducted among 406 randomly selected voters throughout Oregon. A sample of 406 provides accuracy to within +/-5 percent at a 95 percent level of confidence. Fielding took place between May 27 th and June 2 nd, 2009. Regional breakouts were defined for cross tabulations. The counties were classified into the following regions: Portland Metro: Clackamas, Columbia, Multnomah, Washington Willamette Valley: Benton, Lane, Linn, Marion, Polk, Yamhill Southern: Douglas, Jackson, Josephine Central / Eastern: Baker, Crook, Deschutes, Gilliam, Grant, Harney, Hood River, Jefferson, Klamath, Lake, Malheur, Morrow, Sherman, Umatilla, Union, Wasco, Wallowa, Wheeler Coast: Clatsop, Coos, Curry, Lincoln, Tillamook EXECUTIVE OVERVIEW Just over half of registered voters surveyed Support the creation of a casino in the Portland Metropolitan Area, either Strongly (35%) or Somewhat (19%). With 40% saying they Oppose the creation of a casino, 6% were Unsure. Those especially likely to support a casino include: Ages 25-34 (68%) Males (64%) Southern Oregon and Central/Eastern residents (62% and 61%, respectively) Less active voters (60% to 73%) Support 54% Strongly 35 Somewhat 19 Oppose 40% Somewhat 9 Strongly 31 Unsure 6% 1

EXECUTIVE OVERVIEW (CONTINUED) Voters were read a list of four potential locations for a casino, and asked which they would prefer. About one-quarter said they would prefer the Multnomah Greyhound race track (24%), followed by Portland Meadows (21%). With 16% preferring the city of Cascade Locks, 10% said Rose Quarter area. Nearly one-third had No preference (29%). While those in the Portland Metropolitan Area preferred the Former Multnomah Greyhound race track (30%), those in Southern Oregon and the Coast were most likely to say No preference/unfamiliar (50% and 43%, respectively) Voters were also read a list of potential owners/operators for the casino, and asked which group they would prefer. Nearly one-third said they would prefer a Commercial operator in partnership with an Oregon ownership group (31%), followed by the State of Oregon (25%). With 17% saying Oregon tribe or tribes, just 9% preferred the City of Portland. Nearly one-in-five said Not sure/no preference (19%). 2

QUESTIONS There is a ballot measure being considered, which would allow the creation of a casino in the Portland Metropolitan Area. As planned, this world-class resort casino would include gaming, restaurants, live theater and other entertainment. Under this proposal, if such a facility were to be built, 25% of the revenue would be dedicated to funding public education in the state of Oregon. Such a project would create hundreds of new construction jobs and over a thousand permanent jobs. In light of a plan to build a casino just north of Vancouver, Washington, supporters argue that establishing a casino in the Portland area would keep gaming revenues in Oregon. This would also be Oregon's first taxpaying casino, since Oregon's nine tribal casinos are all tax-exempt and pay no taxes.
