1. What Mobile Data Communication devices are being used by BRTA? A: Fixed Route Mentor Ranger, testing Galaxy tablets fall 2013. 2. On Paratransit and Fixed Route vehicles? A: Paratransit installation is a segment funded from the VTCLI grant. 3. Does BRTA utilize an Interactive Voice Response (IVR) system interfaced with the RouteMatch System? A: Future installation of RouteMatch with the VTCLI project. 4. How long has BRTA been using RouteMatch Software and what is the version being used? A: FR 2011 version 5.5.1.0 upgrading to 6.0.2 this fall. 5. What type of In-vehicle Fare Collection device being used? A: GFI Odyssey farebox. 6. Is this being used in the Fixed Route and Paratransit vehicles? A: Fixed route only at this time. 7. According to the RFP, a new system is being implemented in the Fall of 2013. What system is being implemented, and is this for Fixed Route and Paratransit vehicles? A: Scheidt & Bachmann Charlie Card fareboxes for the fixed route system. 8. Are there other private contractors that provide transportation services for BRTA other than ones listed on page 7 of RFP? A: The BRTA is a Broker for Human Services Transportation (HST) throughout the state. 9. How does coordination occur? A: The BRTA currently schedules HST trips through RouteMatch CA. 10. In Section 213, the RFP states the following: Further, BRTA will consider the contractor to be the sole point of contract with regard to contractual matters, including the performance of services and the payment.. Does this only refer to agreements with subcontractors utilized by prime contractor and does not include contractors hired from ITS procurement process?
A: Section 2.13 paragraph 1 refers to the BRTA negotiating with only 1 point of contact for the entire project, not dealing with various firms, companies, or subcontractors. 11. In Section 3.0, it states that it is the responsibility of the contractor to provide, integrate and implementation software and hardware. It is our understanding that the contractor will oversee the implementation and provide project management services during the implementation and vendors selected during procurement that will be responsible for implementation. Is this correct? Please explain. A: It will be the contractor s responsibility to ensure that all systems, whether implemented by the contractor or vendors, perform as called for in the contractor s system design. 12. Does BRTA have a floor plan or any other design documentation for the Joseph Scelsi Intermodal Transportation Center? A: The BRTA has some plans, but cannot confirm they are up to date As Built renderings. 13. Does BRTA coordinate with any veteran entities such as Soldier On, VTS, VSO, etc.? If yes, how? A: Yes, the BRTA obtains Mobility Assistance Program vehicles to distribute throughout the community. Soldier On has successfully applied for and received 2 of these vehicles. 14. It is our assumption that there will be two separate procurements 1 ITS Hardware/software required for One-Call One-Click system 2) Center design and construction. Correct? A: This is a fair representation of the assumptions in the RFP. 15. In Section 3.3, it states Responsible for on-going support and cooperation with BRTA. Please explain. A: During the period of the contract these are responsibilities of the contractor. 16. Under Section 3.5 Hardware and Software Standards, a standard server is list. Is this where the RouteMatch software and database are installed? A: No, RouteMatch is hosted in RouteMatch s data center in Atlanta, GA. 17. How many user RouteMatch licenses does BRTA have?
A: Presently have 20 user licenses and 71 vehicle licenses. 18. Will BRTA provide sample reports so that pricing can be included? A: No, the BRTA will not provide sample reports, but the proposer should assume that they will supply at least one report that meets the requirements specified in Section 3.7. 19. Does BRTA have an award date for this RFP? A: Estimated Notice of Intent to Award date is September 16, 2013. 20. If a contractor is DBE certified in other states, will this fulfill the DBE requirement goal? A: No, they must have DBE Certification for MA. 21. Is GRTA eligible for marketing funding, which was offered in the second round? A: No, the BRTA did not receive any marketing funding with this grant award. 22. If so, is a marketing plan part of the consultant's responsibility? A: Not applicable. 23. It appears that enhanced coordination between community members and Veteran agencies is a major element of this project. Has Routematch been successful in developing any coordination matches? A: Not for the BRTA. 24. Routematch is working on an identification card for Veterans, has this task been completed? A: Not to the BRTA s knowledge. 25. Among the transportation vendors serving Berkshire County, are there any non-emergency stretcher vehicles being used by any of the transport companies? A: The BRTA does not have firsthand knowledge of their use. 26. Is the RouteMatch Software used for scheduling and dispatching for transportation operations? A: At this time, BRTA is using RouteMatch software for fixed route scheduling and dispatching and HST scheduling. 27. Will BRTA be coordinating with Veterans Transportation System (VTS)? A: All types of public transportation should be included, see section 1.0, page 5, paragraph 4. 28. When does BRTA expect for project to be completed? A: Within one year of project initiation. 29. Does rail services need to be considered?

(CD, flash drive, etc.) A: A flash drive is preferred. 31. Since BRTA uses RouteMatch Software, is the contractor responsible for conducting training or can RouteMatch Software be contracted to conduct training? A: The contractor is responsible for training. 32. Are there floor plan and schematic drawing available for facility to get dimensions, electrical layout, etc.? A: See answer to question 8 above. 33. Unfortunately, our firm was unable to send a representative to the pre-proposal meeting last week. Would it be possible to obtain a copy of the minutes and/or presentation? A: There was not a formal presentation with recorded minutes. The following questions were received after the 10 AM deadline and will not be answered, but are listed below. 1. Is there a budget for this undertaking? 2. The pricing (section 2.8) asks to state the price by task. Are these the tasks in the Scope of Services or the Functional Requirements? 3. Do you have the meeting minutes from the Pre-Proposal Conference? 4. Will the DBE count if your application is in process?
